“According to the project roadmap, 30% of the land will be handed over by September 2025, 70% by December 2025, and 100% by April 2026. We know this is a very difficult task, but we will do our best to ensure it is completed on schedule,” shared Nguyen The Hai, Secretary of the Party Committee and Chairman of the People's Council of Phuoc Son commune.
The people agree.
The economic value derived from growing rubber, cashew nuts, pepper, coffee, and durian was the main source of income for thousands of households in the former Binh Phuoc province. However, with the introduction of the Western section of the North-South Expressway from Gia Nghia to Chon Thanh and subsequent dissemination of information, the people have actively cooperated with local authorities and relevant units in carrying out the project's legal procedures, hoping for its early implementation and commissioning.
With over 4 hectares of rubber trees in their 5th year of harvesting – considered the most productive period – upon learning about the project, Mr. Ha Van Bong's family (residing in Hamlet 7, Phuoc Son Commune) readily handed over their land to the relevant units for land clearance.
“The project affects a large portion of our family's rubber plantation, but for the common good, we are willing to hand over the land to the construction unit. Because, when the project is completed, there will be a convenient highway, helping to shorten travel time and distance, creating momentum for the socio -economic development of the whole country,” Mr. Bong shared.
According to Tran Van Phuong, Chairman of the People's Committee of Tho Son commune ( Dong Nai province): To ensure the project's progress, in addition to informing and educating affected people and organizations about the project's policies, the work of surveying cadastral maps and marking land boundaries for compensation and resettlement has been carried out urgently and seriously. This provides a basis for compensation, support for land clearance, and resettlement for the project.
To date, the project has completed nearly 100% of the work on surveying and marking land boundaries between households, individuals, and organizations, and determining the boundaries for land acquisition. Thanks to the attention and support of local authorities, especially the strong agreement and cooperation of the households, the construction units have had many advantages.
Approve the project compensation plan in November 2025.
The Western section of the North-South Expressway from Gia Nghia to Chon Thanh has a total length of 124.13 km, of which 101.03 km is through Dong Nai province and the remainder through Lam Dong province. The total investment for the project is VND 25,540 billion, including VND 10,536.5 billion from the central government budget; VND 2,233.5 billion from the local government budget; and VND 12,770 billion from the investor's own capital.
According to statistics, the project will pass through 10 communes in Dong Nai province and requires the clearance of approximately 1,028 hectares of land, affecting more than 2,150 households. As this is a key national project, the People's Committee of Dong Nai province has requested relevant departments, agencies, and localities through which the expressway passes to expedite the processing of related documents and procedures, especially land clearance.
“Currently, land development centers and local authorities have basically completed the issuance of land acquisition notices, surveying, inventorying, and counting of structures and crops for the project. The work of determining land prices and organizing the approval of compensation plans is being urgently carried out by local authorities, and it is expected that the compensation, support, and resettlement plans for the project will be approved in November 2025.”

According to Mr. Dinh Tien Hai, Deputy Director in charge of the Investment and Construction Project Management Board of Dong Nai province, the Western section of the North-South Expressway project from Gia Nghia to Chon Thanh consists of five component projects. The Investment and Construction Project Management Board of Dong Nai province has been assigned by the Provincial People's Committee to be the investor for Component Projects 3 and 5. Component Project 5 involves compensation and resettlement support for the section passing through the former Binh Phuoc province. To date, the unit has completed coordinating with local authorities to hold public meetings to announce project information; completed the surveying and mapping of land parcels and the placement of land clearance markers according to the design approved by the Provincial People's Committee. The Investment and Construction Project Management Board of Dong Nai province has handed over the completed products to the Land Fund Development Center branches in Bu Dang, Dong Phu, Chon Thanh, Dong Xoai, and the local authorities where the project passes through to carry out compensation, support, and resettlement work as prescribed.
The unit has also signed contracts to carry out compensation, support, and resettlement work for the project with the local Land Fund Development Centers as directed by the Provincial People's Committee; and completed the procedures for signing contract addendums for compensation, support, and resettlement work for the project with the land fund development centers of the branches after the merger of the two levels of local government.
