Can Dang stream embankment project to prevent landslides: Tan Bien requests adjustment of implementation time

Slow site clearance is the reason why the project is not completed as planned.

The Can Dang Stream Erosion Prevention Embankment Project flowing through the center of Tan Bien District town has a total land area of ​​120,955.1m2 (including 73,779.2m2 of recovered land and 47,175.9m2 of stream area). The project implementation period is 2022-2023, with the start date being January 8, 2022 and the expected completion date according to the contract with the contractor being October 8, 2023.

According to Tan Bien District People's Committee, during the project implementation process, the District People's Committee has issued 15 decisions approving the implementation plan. Up to now, 63/66 households and 3/3 organizations have been paid a total of VND 89,524,930,736 (88.78%), area 61,149.70m2/77,779.2m2) and arranged for 24/25 households to receive resettlement land with 28/29 plots.

Regarding the progress of construction packages, the project only has 1 construction package and equipment installation including main items such as (leveling the ground, embankment items and sub-items). The total construction progress of the project is 50%.

Tan Bien District People's Committee informed about the difficulties affecting the project's construction progress such as the embankment construction item is the main item, large volume, high construction value. However, the construction of this item is not continuous during the construction period.

During the rainy season, rainwater from upstream flows with large flow volume and velocity, water level rises high and fast, directly affecting the concrete pouring work of the embankment. Therefore, the construction of the embankment must be temporarily stopped when rainwater flows from upstream.

Another difficulty is that the project affects the safety corridor protecting Can Dang Bridge, so construction within the safety corridor of Can Dang Bridge requires a construction permit issued by the Vietnam Road Administration. Tan Bien District People's Committee has directed the Tan Bien District Construction Investment Project Management Board to coordinate with the construction unit, design consultant, Road Management Area IV.2, and Road Management Area IV to complete the permit drawings. However, to date, no construction permit has been granted.

One factor that significantly affected the project's construction progress was the land clearance in landscape area 1, making it impossible to level the area. Specifically, out of 66 households and individuals, 3 households did not agree with the decision to reclaim land and the decision to pay compensation and support from the District People's Committee.

After many attempts to persuade, 3 households still did not agree, so the People's Committee of Tan Bien district carried out compulsory procedures according to regulations and 5 households signed the land handover minutes but did not move their houses and architectural objects. On the other hand, 13 households received full compensation and support funds but still did not comply with moving their houses, architectural objects and assets on the land to hand over the construction site and filed a lawsuit. The Provincial People's Court held a trial and dismissed the lawsuits of 8/13 cases.

Currently, the project's construction progress is behind schedule and site clearance is facing many difficulties, and the construction period under the contract has expired. Tan Bien District People's Committee has submitted to the Provincial People's Committee and the Department of Planning and Investment for consideration and adjustment of the investment policy for the Can Dang Stream Erosion Prevention Embankment Project until 2023-2024.
