Vinh Hao-Phan Thiet Expressway Project: Slow site handover, resources...

On September 9, Project Management Board 7 ( Ministry of Construction ) informed that the unit sent a document to the People's Committee of Lam Dong province requesting drastic handling of existing problems and difficulties related to site clearance work of the Vinh Hao-Phan Thiet Expressway Construction Investment Component Project.

Accordingly, the Rest Stop at Km144+560 (Vinh Hao-Phan Thiet Expressway) has just been handed over by the locality a part of the site of about 1.67/10.86ha; due to the small and discontinuous area, construction cannot be organized.

Regarding the U-turn road item of the Traffic Monitoring and Control System, the Board has sent a document to the People's Committees of Hai Ninh, Luong Son and Ham Thuan Bac communes requesting the handover of design documents and the placement of stakes to clear the land for the U-turn road item so that the locality can carry out the land acquisition work.

However, localities will wait for specific instructions on site clearance implementation, then coordinate with relevant units to carry out the stages under their authority in site clearance work in accordance with regulations. Therefore, the locations of U-turn roads at Cho Lau, Dai Ninh, and Ma Lam intersections have not been handed over by localities for construction implementation.

To ensure the completion progress as required by the Prime Minister and the Ministry of Construction, ensure the conditions for collecting project fees in early 2026 and completing the disbursement of allocated capital and project settlement, the Committee respectfully requests the People's Committee of Lam Dong province to pay attention, support, and direct the People's Committees of communes, relevant departments and branches to take measures to speed up the removal of obstacles and early handover of the site.

Regarding the disbursement of land clearance capital, the Board still has more than 104 billion VND that needs to be disbursed by the end of 2025. The Vinh Hao-Phan Thiet project belongs to the group of projects in the medium-term capital plan for the period 2021-2025, so all disbursement work must be completed in 2025. It is not allowed to extend the capital and after the above time, capital will not be further allocated for the following years.

The Committee proposed that the Provincial People's Committee direct relevant agencies and units to focus and have specific solutions to ensure the disbursement of all assigned capital in 2025; in case of failure, the locality will have to balance and arrange capital to pay for uncompleted and undisbursed work.
