By noon on October 3, hundreds of people in Ha Giang 1 and 2 wards were still renting cars and pickup trucks to transport clothes, blankets, dishes, pots and pans, etc. to the "Waterfall" area in Ha Giang 1 ward to do laundry and wash away mud. Ms. Nguyen Thi Mai on Nguyen Trai street (Ha Giang 1 ward) said that the floodwaters of the Lo river had reached the second floor of her house. There was nothing in the house that was not wet. The TV and refrigerator were all broken.
“Only these piles of clothes remain, we bring them here to wash off the mud,” said Ms. Mai and many others. By the afternoon of October 3, most of the central areas of Ha Giang 1 and 2 wards had been cleaned by residents and authorities, washing away all the trash and mud.
Tuyen Quang Provincial Youth Union has established more than 450 volunteer youth teams with the participation of more than 5,000 union members and young people who spread out to residential areas, actively supporting people in cleaning up the environment, clearing sewers, repairing damaged houses, and cleaning mud at schools, medical stations and rural roads.
Along with the urgent cleaning and rebuilding of the living environment, there are movements of joining hands to overcome disasters together. The movement of giving life jackets and essential items and the campaign of cooking rice to help flood victims have left a touching impression. In communes such as Bac Quang, Vi Xuyen, etc., many people have organized 4-5 kitchens, providing thousands of meals for volunteers participating in overcoming the consequences of natural disasters.
Many people transported vegetables, rice, meat... to support poor families whose houses were flooded and lacking food. In Vi Xuyen commune, the commune's Fatherland Front and people prepared nearly 2,000 meals to send to isolated families (3 meals a day) in flood-hit areas. Ms. Nguyen Thi Yen, Chairwoman of the Fatherland Front Committee of Vi Xuyen commune, said that when hearing the news of rising floodwaters and many families falling into distress, the luckier families spared no time and money, everyone contributed whatever they had, urgently preparing meals to hand out to people in flooded areas. The Fatherland Front Committee of Tuyen Quang province provided emergency support of 1,000 boxes of instant noodles, more than 300 boxes of water, and 300 combos of necessities to people in Ha Giang wards 1 and 2. The Red Cross of Tuyen Quang province also received 1 ton of rice and relief goods from the Sang Nhung Safe Food Production and Processing Cooperative.
To reduce the flood pressure on the Lo River in the context of upstream floodwaters, on October 3, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep continued to sign an official dispatch directing Tuyen Quang Hydropower Company to close some of the bottom spillway gates. However, according to the company's leader, Tuyen Quang Hydropower needs to reopen the bottom spillway gates to create capacity to receive floods and ensure safety during the upcoming rains when storm No. 11 is about to make landfall in the North. Meanwhile, on the afternoon of October 3, the Ministry of Agriculture and Environment issued an official dispatch directing Hoa Binh Hydropower Company to reopen two bottom spillway gates at 6 p.m. and 12 a.m. on the same day to create capacity to cut floods (this reservoir had just closed its last bottom spillway gate a few days ago).
