At a press conference on September 19, the Vietnam General Confederation of Labor announced that the Government had issued Resolution 07, stipulating policies for full-time union officials working under contracts affected by the restructuring of the apparatus. Accordingly, those who signed contracts before January 15, 2019, receiving salaries and allowances from union financial sources, if they quit their jobs immediately, will be subject to the early retirement policy, receiving a one-time allowance equal to 80% compared to Decree 178.
In case of not meeting the conditions for early retirement, employees are subject to the termination policy, receiving a one-time allowance equal to 0.6 months of current salary multiplied by the number of months for which allowance is calculated, up to a maximum of 36 months. In addition, they are also entitled to a 1.5 month salary allowance for each year of work with social insurance contributions, reserving the payment period or receiving social insurance one-time, and receiving unemployment insurance according to regulations.
Payment of benefits must be completed before November 1, with funding from the union's finances according to decentralization.

Ms. Ho Thi Kim Ngan, Deputy Head of the Labor Relations Department, said that there were 511 cases proposed to enjoy the regime under Decree 07, but after reviewing, only 425 people were eligible. "Time is very urgent, trade unions at all levels must carefully review the records, calculate correctly and fully to pay in time, ensuring benefits," Ms. Ngan said, adding that the General Confederation of Labor will soon issue implementation instructions.
Mr. Nguyen Xuan Hung, Vice President of the General Confederation, assessed the 80% benefit level compared to Decree 178 as a "great effort" to ensure the rights of full-time union officials. He said that this group of officials was recruited during a period of urgent personnel needs, many of whom have been in the system for more than 11 years, with an average age of 39, a period when it is difficult to find a new job while still having to take care of their family and raise young children.
Decree 178 and previous guiding circulars do not include the group of specialized union officials signing professional and technical labor contracts. The General Confederation has repeatedly sent documents proposing to add this group.
