A plan is being developed to establish two wards, Le Loi and Hung Dao, under the jurisdiction of Chi Linh City.

Its characteristics include being the central urban area in the northern part of the province, a provincial-level comprehensive center, and a hub for domestic and international transportation and exchange, playing a role in promoting the socio-economic development of the northern region of Hai Duong province and neighboring areas.

Chi Linh City achieved 71.52/100 points according to the criteria for a type II urban area in 2024.

Chi Linh City will be a cultural, service, and tourism center with great potential for developing tourism services, sports, ecotourism, exploration, relaxation, and entertainment.

Simultaneously, it is a smart city - a green ecological city - an attractive resort and entertainment city, and a driving force, an economic, scientific, cultural, tourism, and service center in the northern region of Hai Duong province and neighboring areas; developing high-tech industries and high-tech applied agriculture, organic agriculture, and holding an important position in national defense and security.

By 2030, Chi Linh City will be a type II urban area within the urban system of Hai Duong province and the nation. The total score for Chi Linh City in 2024 is 71.52/100 points according to the criteria for a type II urban area (the minimum score for a type II urban area is 75 points).

The urban development zoning plan for Chi Linh until 2040 is divided into three zones: a core zone for the development of cultural, ecological, and resort tourism associated with the preservation of special national cultural heritage; a zone north of National Highway 18 for the development of ecological agriculture associated with resorts; and a zone for the development of new urban areas, commercial services, and high-tech industries.

In the main urban development indicators of Chi Linh City, the number of newly established wards is projected to be 5 (2 wards to be established in the 2025-2030 period, and 3 wards to be established in the 2035-2040 period).

The list of priority projects to be implemented in the initial phase includes: preparing assessment documents on infrastructure development standards for the areas planned for the establishment of Le Loi and Hung Dao wards; developing a plan for the establishment of Le Loi and Hung Dao wards under Chi Linh City (2025-2026); and developing a plan to propose the recognition of Chi Linh City as a type II urban area (2027-2028)...

The priority housing projects include renovating and upgrading existing residential areas, improving the quality of social and technical infrastructure; gradually relocating industrial production facilities that pose a risk of pollution, and prioritizing areas for parks, green spaces, and public facilities.

Develop new urban projects along both sides of the Phao Tan - An Bai canal, the central area, and the bypass road of National Highway 18, aiming for a modern, smart, and eco-friendly commercial urban area, providing high-quality services and infrastructure such as luxury hotels, resorts, and shopping centers.
