Expected tuition schedule for preschool and general education

The Ministry of Education and Training proposes regulations on tuition fees for preschool and general education.

The draft clearly states that, for public educational institutions: Tuition fees are determined based on the principle of cost recovery, with reasonable accumulation according to the provisions of the Law on Prices and a roadmap for calculating sufficient costs appropriate to each level of education, socio-economic conditions of each residential area, consumer price index growth rate, and annual economic growth rate.

For private and non-public educational institutions: Private and non-public educational institutions have the right to proactively set tuition fees and prices for other services in the field of education and training (except for services priced by the State) to ensure cost recovery and reasonable accumulation according to the provisions of the Law on Prices. Implement publicly according to the provisions of law and be accountable to learners and society about tuition fees and prices for services they decide; explain the price components, roadmap, and tuition fee increase rate in the following years (not exceeding 15% for university training; not exceeding 10% for preschool and general education).

Based on reports from ministries, branches, localities, and educational institutions on the implementation of Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP, the units basically assessed that the current tuition fee framework (floor - ceiling) is still suitable for reality.

At the same time, implementing the National Assembly 's Resolution on tuition exemption and support, the tuition fees for preschool education (GDMN) and general education (GDPT) are the basis for the People's Councils of provinces to decide on the tuition exemption and support levels for learners.

Therefore, the Ministry of Education and Training proposes to keep the tuition fee framework (floor - ceiling) for the 2025-2026 school year equal to the tuition fee for the 2022-2023 school year as prescribed in Decree No. 81/2021/ND-CP (linked to the level of financial autonomy of educational institutions).

Tuition fees of educational institutions that are not self-sufficient in regular expenses:

The ceiling of tuition fees for public preschool and general education institutions that are self-sufficient in regular expenses: Maximum is 2 times the ceiling of tuition fees for institutions that are not self-sufficient in regular expenses.

The ceiling of tuition fees for public preschool and general education institutions that self-finance regular expenses and investment expenses: Maximum is 2.5 times the ceiling of tuition fees for institutions that are not self-financed for regular expenses.

Tuition roadmap

From the 2026-2027 school year to the 2035-2036 school year, the tuition fee ceiling will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay, but not exceeding 7.5%/year to reach the threshold of fully covering training costs in the 2035-2036 school year.

From the 2036-2037 school year onwards, the tuition fee ceiling will be adjusted in accordance with people's ability to pay and the socio-economic conditions of each locality, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.
