The Lao Cai - Hanoi - Hai Phong railway construction investment project is a national key transport project, scheduled to start on December 19, 2025. The section passing through Lao Cai province alone is more than 143 km long, affecting 12 communes and wards. The total estimated cost of site clearance is VND 8,229 billion, affecting about 6,694 households, of which 2,187 households need resettlement.


To be proactive, Lao Cai province has advanced 590 billion VND from the budget for site clearance work and has disbursed 145.5 billion VND (as of September 18, 2025). However, the implementation process is facing many difficulties, especially regarding the implementation mechanism of component projects.
According to Decision No. 1038/QD-BXD of the Ministry of Construction , Lao Cai province is divided into 02 component projects, including:
While Component Project 5 is being implemented smoothly because it was approved as an independent project, assigned to a single investor, Component Project 4 is facing major obstacles. The reason is that previously, the People's Committee of Lao Cai province (old) assigned many districts and cities to be investors in individual resettlement and compensation projects. Meanwhile, Decision 1038 stipulates that there is only one Component Project 4, leading to conflicts in mechanisms, causing difficulties for investors who are implementing the project in the middle, and the province has not been able to provide account information to receive planned capital for 2025 and 2026.
In addition, the design consultant's continued changes to the route centerline, site clearance boundaries, and station locations also forced localities to review and redo site clearance work in many areas, affecting the overall progress.

Speaking at the conference, comrade Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee clearly stated the province's recommendations. Regarding the implementation mechanism, he emphasized: For Component Project 4 in Lao Cai (old) area, because it is no longer suitable with Decision 1038, we really hope that the Railway Project Management Board and the Ministry of Construction will consider it. If Decision 1038 can be adjusted, it would be best, otherwise, the province should be allowed to continue implementing with the same investors but there must be specific instructions to ensure consistency and legality.
Regarding capital needs, he added: "Previously, the province had a document registering capital. Currently, we have updated all resettlement and site clearance projects in the area and re-registered the overall capital needs for both component projects to suit the actual situation."
Finally, the province recommended that central agencies soon complete the feasibility study dossier and hand over the official site clearance milestone so that the locality has a basis to speed up progress and ensure the goal of starting the project by the end of this year.
