The Lao Cai - Hanoi - Hai Phong railway construction project is a key national transportation project, scheduled to commence on December 19, 2025. The section passing through Lao Cai province alone is over 143 km long, affecting 12 communes and wards. The total estimated cost for land acquisition is 8,229 billion VND, impacting approximately 6,694 households, of which 2,187 households require resettlement.


To proactively address the issue, Lao Cai province has advanced 590 billion VND from its budget for land clearance and has disbursed 145.5 billion VND (as of September 18, 2025). However, the implementation process is facing many obstacles, especially regarding the mechanisms for implementing the component projects.
According to Decision No. 1038/QD-BXD of the Ministry of Construction , the project in Lao Cai province is divided into two component projects, including:
While Component Project 5 is progressing smoothly due to its approval as an independent project assigned to a single investor, Component Project 4 is facing significant obstacles. This is because the People's Committee of Lao Cai Province (formerly) previously assigned individual resettlement and compensation projects to various districts and cities. Meanwhile, Decision 1038 stipulates only one Component Project 4, leading to a conflict in mechanisms and causing difficulties for investors whose projects are underway. Furthermore, the province has been unable to provide account information to receive planned capital for 2025 and 2026.
In addition, the design consultant's continued changes to the alignment, land acquisition boundaries, and station locations have forced local authorities to review and redo land acquisition work in many areas, affecting the overall progress.

Speaking at the conference, Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People's Committee, clearly stated the province's recommendations. Regarding the implementation mechanism, he emphasized: "For Component Project 4 in the former Lao Cai province, since it is no longer consistent with Decision 1038, we earnestly hope that the Railway Project Management Board and the Ministry of Construction will consider this. Ideally, Decision 1038 can be adjusted; otherwise, the province should be allowed to continue implementation with the same investors as before, but with specific guidance to ensure consistency and compliance with the law."
Regarding capital requirements, he added: "Previously, the province had submitted a document requesting capital. Currently, we have updated all resettlement and land clearance projects in the area and re-registered the overall capital requirements for both component projects to reflect the actual situation."
Finally, the province requested that central agencies expedite the completion of the feasibility study and hand over the official land clearance markers so that the locality has a basis to accelerate progress and ensure the project's commencement by the end of this year.
