National Assembly Chairman Vuong Dinh Hue signed Resolution 941/NQ-UBTVQH15 (dated December 25, 2023) on the working program of the National Assembly Standing Committee (NASC) in 2024.
Regarding the content of the 2024 Working Program of the National Assembly Standing Committee, accordingly, the National Assembly Standing Committee coordinates with the President, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations to prepare content, develop plans and organize the implementation of the program, chair the 7th Session, 8th Session, 15th National Assembly;
Organize extraordinary sessions when necessary to promptly consider and decide on important and urgent issues under the authority of the National Assembly as prescribed.
Direct the serious implementation of the provisions of the National Assembly Session Rules; continue to research, improve, innovate, and further enhance the quality and effectiveness of the National Assembly and National Assembly sessions, promote democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness, and efficiency in the activities of the National Assembly.
Organize a conference of full-time National Assembly deputies (expected in April and August 2024), other meetings and conferences to collect opinions from National Assembly deputies, managers, experts, scientists, practitioners, relevant agencies and organizations on a number of draft laws and other important issues when necessary.
Regarding legislative work, the Standing Committee of the National Assembly directs the implementation of the Law and Ordinance Development Program for 2024 and 2025, ensuring the quality and progress of preparing draft laws, ordinances, and draft resolutions to be submitted to the National Assembly and the Standing Committee of the National Assembly, focusing on directing and organizing the research, explanation, reception, and revision of draft laws and draft resolutions based on the opinions of National Assembly deputies, relevant agencies, and organizations for submission to the National Assembly for consideration and approval.
At the same time, the Standing Committee of the National Assembly directed and urged the continued implementation and completion of legislative tasks as required in Plan No. 81 of the Standing Committee of the National Assembly to implement Conclusion No. 19 of the Politburo and the Project on Orientation of the Law-making Program for the 15th National Assembly term.
Continue to innovate and improve processes and procedures, enhance the quality and efficiency of the National Assembly Standing Committee's operations in legislative work.
Regarding supervision, the Standing Committee of the National Assembly directs the implementation of the National Assembly's and the Standing Committee's Supervision Program in 2024, focusing on preparing to effectively organize question-and-answer sessions at regular sessions of the National Assembly and meetings of the Standing Committee of the National Assembly. In particular, at the August 2024 session, organize questions and answers on the implementation of the Standing Committee of the National Assembly's resolutions on thematic supervision and questioning since the beginning of the 15th National Assembly's term.
Deploy two supervision topics of the Standing Committee of the National Assembly in 2024; review the reports of the two National Assembly supervision delegations to report to the National Assembly to conduct supreme supervision at the 7th and 8th Sessions of the 15th National Assembly.
Directing to continue strengthening the monitoring of legal documents in conjunction with the review of legal documents, contributing to the building and improvement of the legal system.
Directing the strengthening of the organization of explanation sessions at the Nationalities Council and the National Assembly Committees on the basis of closely following reality and responding sensitively to emerging issues of concern to voters and people.
The Standing Committee of the National Assembly considers and decides within its authority or submits to the National Assembly for consideration and decision a number of issues related to the organization, personnel, and policies at the request of the Government, the Prime Minister, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the Secretary General of the National Assembly - Head of the Office of the National Assembly, the Chairman of the Council of Nationalities, the Chairmen of the National Assembly Committees, the Heads of agencies under the Standing Committee of the National Assembly, and the State Auditor General (if any).
The Standing Committee of the National Assembly gave opinions on submitting to the National Assembly for consideration and comments on the additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2023, the implementation of the socio-economic development plan and state budget in 2024, deciding on the socio-economic development plan, state budget estimates and central budget allocation in 2025; and finalizing the state budget in 2022.

In 2024, it is expected that 12 regular meetings of the Standing Committee of the National Assembly will be held (from the 29th to the 40th session) and 2 specialized legal meetings (in March and August) to consider and decide on issues within the tasks and powers of the Standing Committee of the National Assembly.
Regarding implementation measures, the Standing Committee of the National Assembly continues to promote the spirit of responsibility, collective intelligence, solidarity, efforts, research, improvement, and innovation in operating methods and working regimes to ensure scientific, effective, and appropriate working conditions in order to effectively perform its tasks, powers, and contents in the work program.
At the same time, the Standing Committee of the National Assembly continues to innovate and improve processes and procedures, and enhance the quality and efficiency of the Standing Committee of the National Assembly's operations in legislative work.
In particular, focusing on implementing measures decided by the National Assembly in Resolution No. 89 on the Law and Ordinance Building Program in 2024, adjusting the Law and Ordinance Building Program in 2023; tightening discipline, promoting responsibility, especially the responsibility of leaders, resolutely fighting against negativity and "group interests" in law-making work... .
