Strengthening the distribution of Party newspapers, improving the quality of KT1 delivery and public administrative services.
With the official implementation of the two-tiered local government model, promoting the distribution of Party newspapers and public administrative services is one of the key tasks, contributing to improving the efficiency of state management, bringing information closer to the people; and simultaneously improving the local administrative procedure reform index. With a proactive, serious, and decisive approach to implementation, the Thanh Hoa Provincial Post Office has closely coordinated with the Provincial Party Committee's Propaganda and Mass Mobilization Department and relevant agencies and departments to enhance the effectiveness of guidance, coordination, and support for implementation at the grassroots level, ensuring consistent, effective, and properly oriented distribution of Party newspapers; strengthening coordination with commune-level authorities, and seriously implementing the subscription of Party newspapers and magazines. The provincial post office also collaborates with major media outlets such as Nhan Dan Newspaper, Communist Magazine, and Thanh Hoa Newspaper, Radio, and Television to promote the role, value, and significance of purchasing and reading Party newspapers and magazines. This helps cadres, Party members, and the people understand correctly, fully, and promptly the Party's guidelines and policies, and the State's laws and regulations, enabling them to effectively apply this knowledge to their work, lives, labor, and production, contributing to building a clean and strong Party and political system.
Following the reorganization of commune-level administrative units, Thanh Hoa province has undergone significant changes in administrative boundaries, now comprising 166 communes and wards. Adapting quickly to this new context, the Thanh Hoa Provincial Post Office proactively adjusted its plans to ensure uninterrupted postal communication services for all levels of Party and government agencies in all situations. The Provincial Post Office focuses on improving the quality of the KT1 postal service – a specialized service that adheres to the following principles: ensuring state secrecy; guaranteeing security, safety, speed, accuracy, and timeliness in all situations; and ensuring uniformity in organization, management, operation, and exploitation for the delivery of important documents, official letters, and administrative files of Party and State agencies. The KT1 service has significantly contributed to the effective operation of the two-level local government in the province. In parallel with the successful implementation of the KT1 service, and in accordance with Prime Minister's Directive No. 96/CĐ-TTg dated June 26, 2025, on ensuring smooth and efficient administrative unit restructuring and the implementation of the two-tiered local government model, Vietnam Post Corporation has established a Steering Committee to support administrative unit restructuring under the two-tiered local government model. Simultaneously, it has directed post offices in provinces and cities to establish local steering committees to coordinate implementation.
Clearly defining its mission, the Thanh Hoa Provincial Post Office quickly developed a comprehensive plan for implementation throughout the province and updated, checked, and evaluated the implementation in each commune and ward. The main task is to continue providing support and guidance to citizens in using online public services outside of administrative boundaries; receiving applications and returning results of administrative procedures at post office service points located in the centers of the old communes/wards, far from the administrative service centers of the new communes/wards, in order to facilitate citizens and businesses; and deploying sufficient personnel, equipment, and vehicles to deliver the results of administrative procedures to citizens at their requested addresses, while also circulating documents between communes/wards and the relevant agencies and vice versa. To date, the Provincial Post Office has mobilized 344 postal staff to support the newly established communes and wards, including 166 staff working directly at the commune-level public service centers and 168 staff serving the public at post offices and community post offices located near these centers. This is not just a number of personnel, but a vivid testament to the responsibility, proactiveness, and political determination of the postal sector in accompanying local authorities.
Beyond simply delivering documents, the Provincial Post Office proactively guides citizens in submitting applications online through the National Public Service Portal at 652 post offices and community post offices throughout the province. This solution saves citizens time and travel costs, while also reducing the workload for the "one-stop" service departments of all levels of government. From a state management perspective, the Provincial Post Office's participation has significantly contributed to standardizing and transparentizing the administrative procedure process. Applications are tracked throughout the entire process, with clear tracking of processing time and progress, minimizing delays and loss. Delivering results via post also reduces unnecessary direct contact, thereby limiting corruption and harassment, contributing to building an honest, modern, and professional administration. This is an essential requirement in the context of the Party and State's vigorous direction to accelerate administrative reform and improve public service discipline and order.
In the long term, the achievements in the coordination between the Thanh Hoa Provincial Post Office and the two-level local government are not only significant in the short term but also create a solid foundation for perfecting the public service delivery model in the new phase. With the increasing demands for administrative reform and digital transformation, maximizing the role of the post office – an entity with a network reaching even the smallest villages and neighborhoods – will be an effective solution for the State to "get closer to the people," "understand the people better," and "serve the people better."

One of the outstanding achievements is the coordination between the Thanh Hoa Provincial Post Office and the commune-level authorities in signing and implementing contracts for the provision of social welfare and preferential allowance payments for those who have rendered meritorious services to the revolution. Through the extensive postal network, payments are organized safely, promptly, and accurately, reaching the right recipients and being close to the people. Recipients no longer have to travel far to receive their benefits, receiving them at familiar payment points near their residences, as was the case before the merger of communes/wards. Payments are always ensured to be complete and transparent, reducing pressure on local authorities while maximizing convenience for beneficiaries. In particular, in addition to payments at designated points, for elderly, infirm, or sick beneficiaries who are unable to travel or have no one to authorize to receive payments on their behalf, the Provincial Post Office has provided home delivery of payments free of charge. With the advantage of a network covering every village and hamlet, the postal staff, already familiar with the local area, can easily locate beneficiaries' addresses to provide home service, making beneficiaries increasingly appreciate and trust the government's policies and programs.
It can be affirmed that, through concrete and practical actions, Thanh Hoa Provincial Post Office is clearly demonstrating its role as a national public postal enterprise, a reliable bridge between the State and the people. The close and responsible coordination with local authorities at both levels in providing postal and public service delivery not only contributes to improving the effectiveness and efficiency of State management, but also directly strengthens the people's trust in the Party, the State, and the government at all levels. This is the core value and the most important measure of all reform and innovation efforts in the current period.
