Speaking at the symposium meeting of the National Committee on Digital Transformation "Digital development of all sectors and fields" taking place on August 30, 8, Minister of Information and Communications Nguyen Manh Hung, Vice Chairman of the Committee The National Committee on Digital Transformation notes: It is necessary to bring data and digital technology to permeate naturally and by default into each activity of the economy. VietNamNet would like to introduce the full text of the Minister's speech.

In today's Conference, we listened to presentations on some results and proposals for digital economy development. The digital economy has been playing an increasingly important role, becoming the main driving force to promote fast, sustainable and resilient economic development, especially during and after the Covid-19 pandemic. .

Minister of Information and Communications, Vice Chairman of the National Committee on Digital Transformation Nguyen Manh Hung: "Developing the digital economy is a long way, application is more than research".

Digital economic development (KTS) includes the development of the ICT industry and the development of the digital economy of all sectors and fields. But architects of industries and fields will be the main ones. Vietnam needs to promote the community to create architects in each industry, each field, bringing data and digital technology (CNS) to permeate naturally and default into each activity of the economy.

College, architect development is a long way, is more application than research. In application, ethnic characteristics, culture, country context, specificity of each industry, each field are decisive factors. And this is an opportunity for Vietnamese CNS businesses, due to their understanding of the Vietnamese context.

"Digital economy is all activities based on or innovated by: digital technology, digital infrastructure, digital platforms, digital products, digital data, digital institutions, digital skills.” Minister Nguyen Manh Hung

The Vietnamese problem creates Vietnamese solutions and products, creating a Vietnamese approach. Vietnam must go the way of Vietnam. And because of going on the Vietnamese road, we have the opportunity to go to the forefront. If you follow someone else's path, you will always be the only one to follow. A theory on community community, the development of Vietnamese architects has decisive significance. The Ministry of Information and Communications aims to build this theory.

In order to develop architects, we should have a vision of it. Digital economy is all activities based on or innovated by: digital technology, digital infrastructure, digital platforms, digital products, digital data, digital institutions, digital skills. Architects are characterized by online transactions, a virtual world, paperless, cashless. All businesses use e-commerce and digital technology to improve labor productivity, create new services and new jobs. Workers have digital skills to work with. People are confident and safe in using digital services. The government provides online public services that are easy to use, secure, and use data to serve the personalized needs of the people. The government creates an online living and working environment, creating trust in the architecture industry.

If you want to grow faster and higher, you need space, production forces, resources, new production factors... The new space is the digital economy, the new production factor is digital data. In the photo: VNG's data center is in operation.

If you want to grow faster and higher, you need new space, new production forces, new production resources, new production factors, and new motivation. The new space is architect. The new productive force is digital technology. The new production resource is digital human resources. The new factor of production is digital data. The new driving force is digital innovation.

Architectural development in Vietnam must be based on digital innovation, must invest in digital infrastructure, must integrate architecture into all industries and fields, must perfect digital institutions, must implement digital governance, and must be thoroughly trained. digital talent, digital human resources and attracting digital talent.

Here, I would like to clarify more about some elements of the architect.

About the ICT industry, also known as the digital technology industry. It includes telecommunications, software, IT services, hardware, Internet (digital content, digital platforms, data centers, cloud computing). It leads the development of architecture as it provides digital infrastructure, digital technology, digital products, digital services and digital solutions for digital development.

"The digital economy is about quickly moving some stages of the economy to online, using these online stages to speed up, to promote the rest.” – Minister Nguyen Manh Hung

Regarding the architecture of industries and fields, also known as colleges of traditional fields, such as agriculture, industry, and services. It is the application of digital technology to traditional industries to create new output, and this new output contributes to the architect. Architects do not stand alone but are an integrated economy, standing in the real economy, integrating into the real economy, making the real economy more efficient and better quality.

About the speed of the economy. The economy of our world has reached a point where many physical activities have outpaced non-physical activities. Thus, the speed of the economy is now dependent on the speed of nonphysical activities. But these non-physical activities can be brought online. And when put online, its speed will increase, and so the speed of the whole economy will also increase. Production and consumption are still physical, but many decisions about production and consumption can be made online, for example, the decision to buy on the e-commerce floor is online, delivery is still offline, but the speed of purchasing shopping has increased significantly.

Therefore, the architect is to quickly move some stages of the economy to online, use these online stages to speed up, to promote the remaining stages. Any part of economic activity that goes online has created a multiplier for the entire economy to grow. Think of it this way to see how a small change can produce a big result.

Regarding digital management, this can be considered as a production relationship. Digital governance to ensure fast and sustainable digital development. It is an important component of modernizing national governance. As a new national governance model, using CNS to improve the quality of public services, monitoring systems, data-based decision-making, and improving enforcement capacity.

Digital governance includes innovating the governance model, using digital technology to improve the quality of the management system and governance capacity at all levels. Virtual assistants for civil servants are an example.

About data. Data is the new factor of production. Creating value from data is most important. Creating value from data includes collecting, normalizing data, defining data rights, labeling data, pricing data, exchanging data, creating data markets, protecting data.

About the powerful application of AI in all fields. AI, especially deep learning, has passed the discovery and research stage and has entered the application stage. Research and discovery requires elites who spend decades to make a breakthrough. The US and some developed countries are still the main players in the research and discovery phase. Vietnam has not participated much in this period. But in the application stage, only engineer level is needed, many application level engineers are needed, those who are quick to apply will benefit the most.

“Rapidly universalize the application of AI, but it must be AI that we develop, we “raise”. – Minister Nguyen Manh Hung

AI has become like the electricity of the 2nd Industrial Revolution, like the steam engine of the XNUMXst Industrial Revolution, it needs to be universalized and penetrated into all fields, places, places, everyday tasks, of all peoples. Every person, every business, every organization. Quickly universalize the application of AI, but it must be the AI that we develop and "bring up" (data, goals, algorithm selection, training are ours). If you want to popularize AI, you must turn it into a service and provide it through telecommunications networks to all people and businesses like a mobile phone service, and the price must be cheap.

For the healthy development of AI, the Government will soon issue a set of rules for AI application, because AI is considered to pose a greater risk than nuclear energy. But that is not why we limit the application of AI, but on the contrary, it is necessary to accelerate the application of its positive side.

MobiFone introduced AI-application robots to Minister Nguyen Manh Hung at the exhibition on the occasion of the Corporation's 30th anniversary.

The Ministry of Information and Communications will also submit to the Government a national action plan on the application of AI in colleges, in digital government, digital economy and digital society. AI will help increase labor productivity, reduce product costs, and create new values. AI will play a major role in architect development.

"In stable times, strength is "I know". When times change, the power is "I don't know". – Minister Nguyen Manh Hung

If you want to manage and promote something, you must measure it. The Ministry of Information and Communications attaches special importance to digital measurement, not only at the national level but also at the level of localities, industries, and fields, not only annually but monthly, quarterly, not by hand but by hand. automatic. Vietnam can absolutely become a leading country in architectural measurement. Just keep doing it and you will become a leader.

Communities, architect development is new to all mankind. No one dares to claim to be a know-it-all. Learning from each other is still the most important factor. The Ministry of Information and Communications will synthesize good experiences about architects of provinces, industries and countries to share. This newsletter will be monthly.

Finally, I would like to talk a little bit about the culture of the college and architect era.

College is a time of change. In stable times, strength is "I know". When times change, the power is "I don't know". Hence the power of saying "I don't know". Saying "I don't know" opens our brain, saying "I know" it closes. Saying "I know", the other person will not say anything anymore. Saying "I don't know" they are willing to share, and then we can access millions of knowledge stores.

E-commerce is growing rapidly.

We have to change. Instead of proudly saying "I know", let's see the beauty, the effect, the value of saying "I don't know". In this college and innovation era, saying "I don't know" is a strength. Take your unknown and ask.

'The most difficult thing for investors and architects is a very simple thing, which is asking the right questions and asking them.' – Minister Nguyen Manh Hung

The correct question about my problem is 70% of the solution to my problem. The problem is difficult for us, but for others out there, it is not difficult, but it can be very easy. So take it and ask, but you must know how to ask the right question for your problem. Identify the right problem and ask the right questions. That is the most important thing.

The most difficult thing for college students and architects is a very simple thing, that is to ask the right questions and ask them. But in order to ask, you must first start from doing. So let's start using the CNS to do things differently.

With that spirit, I would like to announce the end of the National Committee's Symposium on Community Colleges with the content of developing the digital economy across sectors and fields.

Sincerely thank you, comrades and friends!

Minister of Information and Communications Nguyen Manh Hung
