The Ministry of Health has just issued Circular 13/2026/TT-BYT regulating vaccination activities, effective from July 1, 2026.

One notable point in the Circular is the inclusion of HPV in the list of mandatory vaccinations from July 1, 2026.

According to the Circular, the national immunization information management system is an information system for managing, updating, storing, exploiting, and sharing immunization data nationwide, including subsystems for managing immunization recipients, vaccines, biological products, immunization procedures, statistics, reporting, and other subsystems as required by management.

Adverse events following vaccination are abnormal health occurrences, including local or systemic manifestations, that occur after vaccination, not necessarily due to the use of the vaccine or biological product. These include common post-vaccination reactions and serious post-vaccination complications.

Common post-vaccination reactions are frequently observed clinical manifestations that resolve spontaneously and do not cause long-term effects, occurring after the administration of vaccines or biological products.

One of the notable points in Circular 13 is the regulation that diseases caused by the HPV (Human Papilloma Virus) in humans are included in the list of diseases requiring the use of vaccines and biological products in mandatory immunization through the Expanded Immunization Program.

Specifically, Article 3 of Circular 13/2026/TT-BYT stipulates the list of diseases requiring the use of vaccines and biological products in mandatory immunization, including:

1. Hepatitis B virus infection.

2. Tuberculosis.

3. Diphtheria.

4. Whooping cough.

5. Tetanus.

6. Polio.

7. Disease caused by Haemophilus influenzae type b.

8. Measles.

9. Rubella.

10. Japanese encephalitis.

11. Rotavirus diarrhea.

12. Pneumococcal disease.

13. Diseases caused by the HPV (Human Papilloma Virus) in humans.

14. Other diseases as prescribed by the Minister of Health .

Circular 13/2026/TT-BYT also regulates the organization of routine immunization, catch-up immunization, proactive campaign immunization, and epidemic control immunization; the information and reporting regime on immunization activities; the management of immunization subjects; and the Professional Advisory Council for evaluating the causes of severe adverse events during the use of vaccines and biological products.

List of diseases requiring the use of vaccines and biological products in mandatory immunization programs:

1. Diphtheria.

2. Polio.

3. Whooping cough.

4. Rubella.

5. Measles.

6. Cholera.

7. Japanese encephalitis.

8. Rabies.

9. Influenza.

10. COVID-19.

11. Other infectious diseases as recommended by the World Health Organization and decided by the Minister of Health.

Circular 13 also clearly states that vaccination must adhere to the following steps: Before vaccination, conduct pre-vaccination screening according to the professional guidelines of the Minister of Health. During vaccination: follow the vaccination indications correctly; use each type of vaccine and biological product according to the manufacturer's instructions; ensure vaccination safety according to the professional guidelines of the Department of Disease Prevention.

After vaccination: Monitor the vaccinated individual at the vaccination site for at least 30 minutes; instruct parents, guardians, or legal representatives (in the case of children, persons with diminished or limited civil capacity) to continue monitoring at home for at least 24 hours; record vaccination information according to the professional guidelines of the Department of Disease Prevention.

Circular 13/2026/TT-BYT takes effect from July 1, 2026. Simultaneously, from this date, Circulars 24/2018/TT-BYT, 34/2018/TT-BYT, 05/2020/TT-BYT, and 52/2025/TT-BYT cease to be in effect.
