The new Khanh Hoa province is a resonance between two lands rich in tradition and potential, one side is the center of marine economy , tourism and services; the other side is a leader in renewable energy, clean energy, high-tech agriculture and unique culture. This harmonious combination helps the province develop in balance between sea and mountains, urban and rural areas, industry - services - agriculture. The advantages in location and infrastructure are very clear, with deep-water ports, international airports, expressways and railways connecting the region, creating conditions for Khanh Hoa to become a logistics center, transit of goods and energy of the region. In particular, the implementation of nuclear power projects, pumped storage hydropower and LNG energy complexes will open up opportunities for Khanh Hoa to become a national strategic energy center in the near future. The coastal urban space is clearly taking shape, with the development axis of Nha Trang - Cam Lam - Cam Ranh - Phan Rang; Combined with the potential of eco-tourism, international-class beach resorts and green and clean agriculture in the southern region, it is creating a position and force for multi-sector and multi-regional development.

Speaking at the conference, Chairman of the Provincial People's Committee Tran Quoc Nam said: "With its strengths in location, infrastructure, mechanisms and readiness from the government, Khanh Hoa is entering a period of full convergence of the factors of "heavenly time - favorable terrain - harmony of people" to break through, rise to become a new growth pole of the Central region and an attractive destination for domestic and foreign investors. The merger of Khanh Hoa - Ninh Thuan is not only a mechanical addition but also the vision and aspiration of the leaders and people in the province, aiming to create momentum to enter the period of 2026 - 2030 with the goal of double-digit growth".

According to Chairman of the Provincial People's Committee Tran Quoc Nam, in the first 6 months of 2025, although not yet officially merged, the two localities have actively implemented socio-economic development goals and carefully prepared for the merger. Initial results show positive growth momentum; GRDP increased by 7.33%; trade and services increased by 10.2% and 8.7%, respectively. The 2-level administrative apparatus has been consolidated according to the new model; the Toolkit for measuring and evaluating results and work efficiency (KPI) has been deployed for the entire team of cadres, civil servants and public employees. "However, the province also frankly acknowledged that growth is not strong enough to create a breakthrough; some areas such as industry, urban areas, and tourism have not yet fully exploited their potential; digital transformation is still slow, requiring stronger breakthroughs" - Mr. Tran Quoc Nam emphasized.
Deputy Prime Minister Nguyen Chi Dung : Entering a new development stage, the province needs to focus on implementing a number of important contents, in which the provincial leadership must truly be a united collective, a pioneer in innovation, cadres need to set an example, be brave, creative, dare to think, dare to do, eliminate localism, put the common interest above all. Ensure smooth administration when implementing a two-level local government, promptly adjust and handle arising problems and difficulties and perfect the conditions of organization, human resources, and technology to ensure smooth, uninterrupted, effective and synchronous operation. Khanh Hoa focuses on the task of socio-economic development, proactively grasps development trends, fully promotes the potential and strengths after the province's merger to create a solid foundation for socio-economic growth in the coming time. In particular, adjusting the Provincial Planning for the period 2021 - 2030, with a vision to 2050 to maximize the potential and advantages of expanding development space after the province's merger; clearly defining the role of each region, maximizing potential and creating a closely linked economic ecosystem; continuing to invest in strategic infrastructure, expanding development space; proactively and strongly improving the business investment environment, promoting digital transformation, and reforming administrative procedures.
Potential destination for investors
After the merger, Khanh Hoa is simultaneously applying two special resolutions, creating opportunities to attract investment, including: Resolution No. 55/2022/QH15 of the National Assembly on piloting a number of special mechanisms and policies for the development of Khanh Hoa province, allowing the province to expand its autonomy in investment, finance, land, organizational structure, etc., helping to shorten the process and increase flexibility in processing investment dossiers; Resolution No. 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project, creating a separate legal space for the nuclear power deployment area, where there are many favorable conditions for the development of logistics, energy and large-scale industries. On that basis, the province has designed a number of specific investment incentive models, typically in Van Phong Economic Zone. This is a national key area where the province is researching the model of "Khanh Hoa Free Trade Zone". Strategic investors here will be given priority to carry out survey and measurement procedures early, shortening investment preparation time, and have convenient infrastructure connections of roads, railways, and deep-water seaports.

In particular, Khanh Hoa has restructured its administrative system towards streamlining, efficiency, and clear responsibilities. At the same time, it has shifted from the “management - inspection” model to “support - service”; enhanced online document processing, interconnected departments and branches according to specific and transparent coordination procedures, and reduced waiting time. This is creating strong confidence for investors to stay long-term in the province.

Mr. Nguyen Van Khoa - General Director of FPT Group commented that Khanh Hoa has full competitive advantages to create breakthroughs, promoting double-digit economic growth. To achieve this, Mr. Nguyen Van Khoa proposed 5 strategic breakthrough directions. First , it is necessary to test specific mechanisms and policies and develop open data, especially in the field of marine energy. Second , the province should develop a startup ecosystem in technology and artificial intelligence, focusing on investing in core technologies, applying data in tourism, healthcare and agriculture. Third , improve local science and technology capacity through building programs to equip Khanh Hoa people with technological capacity, towards forming a comprehensive smart population. Fourth , develop marine logistics and transit ports combined with building smart cities. Fifth , exploit green energy and renewable energy. If done well, Khanh Hoa will lead and be ahead of other localities.
Speaking at the conference, Secretary of the Provincial Party Committee Nghiem Xuan Thanh affirmed: “The 2025 meeting with businesses and investors is organized with the main objectives of expressing gratitude and welcoming investors; providing information on development orientations, business opportunities, listening to and resolving difficulties, and at the same time promoting the implementation of Resolution No. 68 of the Politburo on private economic development. Khanh Hoa province is committed to closely and effectively accompanying businesses and investors through administrative procedure reform (reducing at least 30% of processing time), transforming thinking from administration to service, pioneering the construction of a KPI set to evaluate operational efficiency and taking drastic actions with the motto "think big, speak frankly, do real things and be really effective". These factors are the combined resources and solid foundation for Khanh Hoa to break through and raise the level of economic development".
Within the framework of the 2025 Business and Investor Meeting, three signing activities of special significance took place between Khanh Hoa province and strategic partners, including: The signing ceremony of the cooperation agreement for the period 2026 - 2030 between Khanh Hoa Provincial People's Committee and Vietnam Airlines Corporation; the signing ceremony of the cooperation agreement between Khanh Hoa Provincial People's Committee and Vietnam Joint Stock Commercial Bank for Foreign Trade on enhancing investment promotion and a preferential credit package of VND 50,000 billion for key investment projects in the province; the signing ceremony of the short-term credit financing contract of VND 3,805 billion between Vietnam Joint Stock Commercial Bank for Foreign Trade - Khanh Hoa Branch and HD Hyundai Vietnam Shipbuilding Co., Ltd.
Along with that, the Provincial People's Committee has granted the decision to approve investors for the projects: Cam Lam New Urban Area; Nha Trang City Mixed Urban Area; Hieu Thien Industrial Cluster; Nha Trang International General Hospital; ILA Training Center; Coral Garden Resort; Top Resort Ninh Thuan high-class resort; Van Ninh 220kV transformer station and connecting lines.
