The important new points of the Trade Union Law 2024 have been proactively implemented by the Provincial Federation of Labor. Ms. Be Thi Hoa, Vice President of the Provincial Vietnam Fatherland Front Committee, President of the Provincial Federation of Labor, said: From the beginning of 2025, the Provincial Federation of Labor has developed a plan to widely disseminate the new contents of the Trade Union Law 2024 to all cadres, union members and workers through various forms such as organizing conferences, training courses, etc. We also actively coordinate with businesses to organize dialogues and answer questions for workers. The Provincial Federation of Labor also requires grassroots trade unions to ensure timely, unified and synchronous implementation. Thereby, creating unity in awareness and action, improving the quality and effectiveness of the workers' movement and trade union activities.
Since the beginning of 2025, the Provincial Federation of Labor has organized 3 training courses to deploy the 2024 Trade Union Law to 100% of representatives of grassroots trade unions of public service units and enterprises in the area. Grassroots trade unions have also actively deployed the 2024 Trade Union Law and its implementing documents through the information channels of the trade union organization, focusing on deploying new points of the Law.
Specifically, regarding the new point of the right to establish, join and operate trade unions of workers without labor relations, since the end of 2024, the Provincial Federation of Labor has encouraged and mobilized groups, business households, and freelance workers to establish grassroots unions. This is a new model of organizing grassroots unions, gathering freelance workers in the same profession, established by locality or by labor unit when there are at least 10 people. To date, 3 grassroots unions have been established in the province with a total of 65 union members, including: Motorbike (Ky Lua ward), Hoai Anise loading and unloading (Na Sam commune); Painter (Van Quan commune).
At the same time, the Provincial Federation of Labor also actively cooperates with competent agencies to guide and support grassroots unions to properly implement the provisions of the law on trade unions. In particular, after the law takes effect, in terms of labor relations, trade unions play a greater role in protecting the rights of workers. Trade unions are given additional rights to supervise and provide social criticism, including supervising the implementation of salary scales, tables, regimes and policies related to workers' rights.
Ms. Dang Thi Quynh Huong, Chairwoman of the Trade Union of Bao Long Company Limited, said: "The new Trade Union Law has helped us have a stronger legal basis in protecting union members. From July 1, we continue to coordinate with the Board of Directors to implement democracy in the enterprise, participate in negotiating and signing collective labor agreements, ensuring favorable terms on wages, working regimes, insurance, and welfare suitable for employees. One of the outstanding changes made at the company is the adjustment of the union fee from 1% to 0.5% of the actual salary of union members. In addition, the union also actively propagates the new points of the Trade Union Law to all union members. Thereby, helping employees raise their awareness of law compliance and actively participate in union activities."
Along with propaganda, the Provincial Federation of Labor requires grassroots unions to monitor, guide, and support enterprises in organizing dialogues, exchanges, and answers to union laws, promptly grasp the practical situation, and remove difficulties and obstacles for union members and employees.
Mr. Pham Van Tuyen, a worker at Chi Ma HTT General Import-Export Service Joint Stock Company, shared: In the past, the company's trade union has organized propaganda and supported to answer new points in the Trade Union Law 2024, so we have grasped the basic contents. I find two very practical points: the reduction of union dues, which is really meaningful and timely for employees like us; the right to supervise and provide social criticism of the trade union, this new regulation helps us feel secure and continue to trust the role of the trade union organization.
After nearly two months of implementation, the Trade Union Law 2024 has been disseminated to 100% of grassroots trade unions under the Provincial Federation of Labor. Thanks to that, many important policies of the law have truly entered life, reaching all union members and employees. To continue to effectively implement the law, in the last 5 months of 2025, the Provincial Federation of Labor will organize 5 professional training courses integrating the implementation content of the new Trade Union Law; at the same time, continue to review, amend and supplement internal regulations and rules; strengthen inspection and supervision of the implementation of the new Trade Union Law at grassroots trade unions.
