Need for breakthrough solutions
Speaking at the opening of the workshop, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong said: The task of gradually making English the second language in schools is a task in line with the trend of studying and working in the new era.
"The drafting committee has drafted the Project and organized a number of workshops to collect opinions in a spirit of urgency, sprint, breakthrough but methodical, ensuring feasibility," Deputy Minister Thuong emphasized.

In that spirit, the Deputy Minister requested that delegates attending the workshop, using their own experience and basic experience, propose breakthrough and feasible solutions, and contribute ideas in a scientific spirit, meeting the goals and roadmap for promulgation.
Teaching staff is a prerequisite
Assessing the Project as both an opportunity and a challenge, President of Hanoi National University of Education Nguyen Duc Son emphasized: "Training and improving the qualifications of the teaching staff is a prerequisite for implementing the Project."

In recent years, the school has organized student teaching internships at international or bilingual schools, organized specialized English clubs, seminars and thematic discussions with the participation of international lecturers.
At the same time, piloting sending students to study some equivalent courses abroad in the form of exchange. Each year, admissions are increased in input and output is tightened.

Sharing at the workshop, Dr. Bui Tran Quynh Ngoc, Vice Principal of Ho Chi Minh City University of Education, said that some key points that need to be focused on include reviewing the organization of capacity building for staff; building capacity for integrated teaching of content and language for teachers at all levels, including English teachers; for teachers of other subjects, it is necessary to be trained in specialized English appropriate to the teaching content.
Ms. Nguyen Thi Thanh, Chairwoman of the School Council, Central Pedagogical College, proposed: The drafting committee needs to add a list of learning materials so that educational institutions, especially preschool education, can be provided with additional facilities and equipment to meet the implementation requirements of the project.

Analyzing issues related to the content, content, and objectives of the draft Project, Prof. Dr. Do Duc Thai, Secretary of the State Council of Professors of Mathematics, raised some notes on improving the capacity of teachers teaching science subjects in English, implementation costs, and communication work.
Principal of Nguyen Tat Thanh Primary School, Hanoi National University of Education Ngo Vu Thu Hang said that teachers need to be trained in short-term classes, developing reference materials and approaches to using technology in teaching.
English as a second language in schools is not a title.
Emphasizing that point of view in the conclusion of the workshop, Deputy Minister Pham Ngoc Thuong affirmed that "English is to improve the language skills of students, teachers, and to meet the high demands of the new labor market".
Taking note of the opinions at the workshop, the Deputy Minister noted to the Drafting Committee the contents of the project such as general tasks, teaching staff, criteria, investment, program, facilities, implementation costs, communication work, etc.

Deputy Minister Pham Ngoc Thuong also requested that universities and teacher training institutions proactively build staff, facilities, and develop programs to implement the Project.
Along with that, proactively coordinate with the Department of Education and Training to order training and teacher development to meet practical needs. From theoretical and practical experiences, higher education institutions can advise the Ministry of Education and Training to issue effective policies in the coming time.
