Stop issuing import and export permits for HFCs.

From January 1, 2024, the issuance of export and import licenses for HFCs will be carried out according to the regulations in Government Decree No. 06/2022/ND-CP dated January 7, 2022, the Import-Export Department of the Ministry of Industry and Trade stated.

According to the Import-Export Department, on April 8, 2023, the Government issued Resolution No. 50/NQ-CP on the Government Conference with localities and the regular Government meeting in March 2023.

Therefore, the Government agrees with the proposal of the Ministry of Natural Resources and Environment and the Ministry of Industry and Trade to continue managing the export and import of HFCs according to the regulations in Circular No. 05/2020/TT-BCT dated March 16, 2020, of the Minister of Industry and Trade until December 31, 2023. Consequently, from January 1, 2024, the regulations in Government Decree No. 06/2022/ND-CP dated January 7, 2022, on reducing greenhouse gas emissions and protecting the ozone layer will be applied.

Based on Resolution No. 50/NQ-CP dated April 8, 2023 of the Government, the Import-Export Department will issue export and import licenses for HFCs to traders in accordance with the regulations in Circular No. 05/2020/TT-BCT until February 31, 2023.

From January 1, 2024, the issuance of export and import licenses for HFCs will be carried out in accordance with the regulations stipulated in Government Decree No. 06/2022/ND-CP dated January 7, 2022.

According to Decree No. 06/2022/ND-CP, organizations engaged in the production, export, and import of controlled substances and equipment and products containing or manufactured from controlled substances are subject to these regulations.

Furthermore, organizations owning equipment containing controlled substances and organizations providing services for the collection, recycling, reuse, and treatment of controlled substances as stipulated in Clause 1, Article 24 of the Decree are responsible for completing the initial registration procedure before December 31, 2022, and reporting on the use of controlled substances to the Ministry of Natural Resources and Environment before January 15 of each year.

In case of changes to registration information or production/import quota registration, the organization providing the information shall make adjustments and additions in the annual report.

Before the invention of HFCs, CFCs (Chlorofluorocarbons) and HCFCs (Hydrochlorofluorocarbons) were the most widely used refrigerants. However, CFCs and HCFCs contain chlorine, which contributes to ozone depletion. The introduction of HFCs is considered a major breakthrough in refrigeration technology.

HFCs are artificial refrigerants, also known as Hydrofluorocarbons, composed of three elements: Hydrogen, Fluorine, and Carbon. HFCs have practical applications in many fields, including pharmaceuticals, food, refrigeration, and fire fighting.

Although HFCs do not cause ozone depletion, studies have shown that they have a greenhouse gas and global warming potential thousands of times greater than CO2.
