The government has decided to stop a program that provides loans to poor students to buy computers for online learning after a year and a half of implementation.
The information was stated in the Government Resolution, issued on November 20, based on the proposal of the Ministry of Finance .
Previously, the program was applied from April 2022 to support students to buy online learning equipment. According to the Ministry of Finance, more than 80,000 students have been able to borrow, with a maximum of VND 10 million/person, for 36 months, with an interest rate of 1.2% per year.
To date, the Covid-19 epidemic has been controlled, schools are no longer teaching online. In addition, according to the Vietnam Bank for Social Policies, by November 2022, only 14 provinces and cities still need to borrow capital under this program with the amount of 94 billion VND and have been disbursed. Therefore, stopping the program is necessary.

In 2020 and 2021, about 22 million students nationwide had to switch to online learning many times due to the impact of the Covid-19 pandemic. This caused many people to face difficulties due to lack of equipment and connection.
Before the loan policy was issued, at the end of September 2021, Prime Minister Pham Minh Chinh directed the launch of the "Wave and Computer for Children" program, calling on businesses, organizations, and individuals to support learning equipment, reduce Internet access fees, and help all students in epidemic areas to study online and via television. In September this year, the Ministry of Education and Training said it had allocated more than 92,600 tablets from support sources from telecommunications enterprises to students in 24 provinces and cities. In addition, the amount of funding collected was VND 513 billion, equivalent to 205,200 tablets, which were also transferred to the provinces to proactively purchase and hand over to students.
By mid-April 2022, students across the country had returned to in-person learning.
