TPO – The Ministry of Finance is testing the inventory of public assets in a number of ministries, sectors and localities, preparing for the largest inventory of public assets ever. The new point of this inventory is that many assets are included in the inventory list for the first time, such as the urban railway system.

Mr. Nguyen Tan Thinh - Director of the Department of Public Asset Management, Ministry of Finance - said that the most recent general inventory of public assets was conducted in 1998. In addition to the inventory of public assets at agencies, organizations and units; the new point this time is to expand the inventory subjects to infrastructure assets invested and managed by the State.

According to the Department of Public Asset Management, after reviewing relevant legal documents, this unit asked for opinions from ministries and the Ministry of Finance to select 18 types of infrastructure assets as subjects (inventory, reporting). In particular, there are some assets that are inventoried for the first time in the list of public assets such as the urban railway system that has just been put into operation in Hanoi .

According to the public asset inventory project, the urban railway system will inventory items such as: Main routes, level crossings, branches, bridges, roadbeds, stations, depots, automatic fare collection systems, elevator systems, escalators, and signal information.

Currently, the country has urban railway lines under construction and operation in Hanoi and Ho Chi Minh City such as Cat Linh - Ha Dong, Nhon - Hanoi Railway Station...

Nearly 20 types of infrastructure assets were inspected, including: Railway infrastructure; urban railways; roads; traffic control centers; aviation infrastructure; inland waterways, maritime, clean water supply, irrigation works, markets, cultural villages, underground works, high-tech zones, etc.

“The scale of assets to be inventoried this time is much larger than in 1998. The inventory is more difficult because many types of infrastructure assets have no regulations on management, use, or accounting,” said Mr. Nguyen Tan Thinh.

With a wide inventory object, the Ministry of Finance conducted a trial inventory at the Ministry of Finance, the Ministry of Transport , Hanoi, Da Nang, and Hai Phong.

As a unit under the Ministry of Finance testing the inventory of public assets, Mr. Nguyen Quang Vinh - Deputy General Director of the State Treasury - said that the actual inventory is expected to take place from May 30 to June 14; the results of the trial inventory will be summarized on June 29 and a summary meeting and report will be held in July.
