TPO – The Ministry of Finance is currently testing the inventory of public assets in several ministries, departments, and localities, in preparation for the largest public asset inventory ever. A new feature of this inventory is the inclusion of many assets for the first time, such as urban railway systems.
Mr. Nguyen Tan Thinh, Director of the Public Assets Management Department, Ministry of Finance, stated that the most recent comprehensive inventory of public assets was conducted in 1998. In addition to inventorying public assets at agencies, organizations, and units, the new aspect of this inventory is the expansion of its scope to include infrastructure assets invested in and managed by the State.
According to the Department of Public Assets Management, after reviewing relevant legal documents, the unit sought opinions from ministries and the Ministry of Finance to select 18 types of infrastructure assets as subjects for inventory and reporting. Notably, some assets are being inventoried for the first time in the list of public assets, such as the urban railway system recently put into operation in Hanoi .
According to the public asset inventory plan, the urban railway system will inventory items such as: main lines, level crossings, branches, bridges, roadbeds, stations, depots, automatic fare collection systems, elevator systems, escalators, and signaling systems.

Currently, several urban railway lines are under construction and in operation across the country, including in Hanoi and Ho Chi Minh City, such as the Cat Linh – Ha Dong and Nhon – Hanoi Station urban railway lines.
Nearly 20 types of infrastructure assets were inspected, including: railway infrastructure; urban railways; roads; traffic control centers; aviation infrastructure; inland waterways, maritime transport, clean water supply, irrigation works, markets, cultural villages, underground structures, high-tech zones, etc.
"The scale of assets being inventoried this time is much larger than in 1998. The inventory is more difficult because many types of infrastructure assets still lack regulations on management, use, and accounting," said Mr. Nguyen Tan Thinh.
With a broad scope for inventory, the Ministry of Finance conducted pilot inventories at the Ministry of Finance, the Ministry of Transport , and in Hanoi, Da Nang, and Hai Phong.
As a unit under the Ministry of Finance piloting the inventory of public assets, Mr. Nguyen Quang Vinh – Deputy Director General of the State Treasury – said that the actual inventory is expected to take place from May 30th to June 14th; the results of the pilot inventory will be compiled on June 29th, and a summary meeting and report will be held in July.
