
Package No. 9, the middle section of the riverside road project from Provincial Road 338 to the provincial gate, has a length of 12km of parallel road. To ensure the construction progress, the contractor is mobilizing nearly 100 pieces of equipment and more than 120 transport vehicles to complete the remaining embankment of over 1 million m3 of soil and 150,000 m3 of crushed stone aggregate. Despite the continuous fluctuations in oil prices over the past month, the contractor is maintaining full construction work, taking advantage of favorable weather conditions to ensure the overall progress of the project.
Lieutenant Colonel Tran Huu Dung, Director of the Truong Son 2 Project Management Board, 12th Army Corps, stated: Not including fuel for transporting earth and rocks from the quarry to the construction site, the contractor unit is currently required to supply 4,000-5,000 liters of fuel daily to support the asphalt paving, crushed stone base layering, and earth embankment construction. The increase in the price of materials and supplies due to rising fuel prices has impacted construction organization and project progress. The contractor has to negotiate with all clients to share the burden of rising fuel prices; however, in the long term, support from the Government , provincial departments and agencies, and the investor is needed.
The recent sharp increase in oil prices has had the biggest impact on key provincial projects, especially transportation infrastructure projects that are in the acceleration phase with large volumes of transportation and excavation, such as: the riverside road project connecting the Ha Long - Hai Phong expressway to the provincial gate; the project to renovate and upgrade National Highway 79; the renovation and upgrading of Provincial Roads 327 and 345; the renovation and upgrading of Provincial Road 330...

To save fuel, contractors prioritize using new vehicles and constructing in locations with shorter transportation routes. Mr. Bui Van Doanh, Site Manager of Dong Thuan Ha Co., Ltd. - the contractor for package 8 of the riverside road project, shared: "On the construction site of this package, our unit is deploying 4 construction teams, and each order of about 10,000 liters of fuel can only sustain construction for 5 days. On days when fuel prices increase, ordering fuel becomes more difficult. The contractor is trying very hard to maintain all construction teams along the route and prioritizes locations with favorable conditions. In particular, earth and rock transported from the quarry are prioritized for construction near the site first, completing each section as it is built. The delivery of crushed stone aggregate is prioritized for locations near the stockpiling points…"

Despite significant pressure from oil and raw material prices, the fact that key project sites maintained construction activities demonstrates the determination to complete projects according to plan and schedule, ensuring the disbursement of public investment funds and guaranteeing the province's economic growth targets. This determination has spread to every unit and facility. By the end of the first quarter of 2026, the entire province had disbursed over 4,829 billion VND in public investment funds, reaching nearly 90% of the disbursement target according to the growth scenario for the first quarter. Of these, 51 out of 60 units allocated public investment funds exceeded their planned disbursement targets for the quarter.
