
During the period 2021-2025, Lam Dong province had 7 projects seeking foreign investment, of which 1 project had already selected a domestic investor. The remaining 6 projects have not yet attracted investors and have not been reviewed or approved by the competent authorities. Therefore, attracting investment according to the list of projects seeking foreign investment in the 2021-2025 period in the province has not met the set expectations.
Of the remaining six projects, those that have yet to attract investors face numerous difficulties and obstacles specific to each sector, as well as the general impact of the local investment environment. For example, the Class II Logistics Center project in Kien Duc commune mainly faces challenges due to incomplete inter-regional connectivity infrastructure and insufficient demand for logistics in the area to attract investors. The Phu Binh Industrial Park and Tan Phu Industrial-Agricultural Park projects in Duc Trong commune encounter obstacles related to the investment in industrial park infrastructure, requiring significant capital but lacking sufficiently attractive mechanisms to attract strategic investors. Furthermore, the limited infrastructure connectivity and high land acquisition costs for large projects are also significant barriers to attracting foreign investors. For renewable energy projects, the main difficulty stems from changes in feed-in tariff (FIT) policies, directly impacting the project's efficiency and feasibility. In addition, the projects are located in areas with particularly difficult socio -economic conditions, which hinders the attraction of investment capital...
This indicates that the projects are all affected by incomplete investment preparation, inconsistent infrastructure, unstable policy mechanisms, and insufficient depth in investment promotion activities, leading to a lack of confidence and attractiveness for foreign investors. Based on the orientation of the Lam Dong Provincial Planning and the list of investment attraction projects in the province approved by the Provincial People's Committee, the Provincial People's Committee will propose adding 5 more investment projects in the province to the National List of projects calling for foreign investment in the period 2026 - 2030, including: Phu Binh Industrial Park project in Duc Trong commune; Southern Industrial Park project in Tra Tan commune; High-tech Park project in Ham Kiem commune, Ham Thanh commune and Binh Thuan ward; Duc Trong Logistics Center project in Duc Trong commune; and High-tech agricultural application zone project in Kien Duc commune and Nhan Co commune.
To effectively attract these projects, the province will improve the quality of investment preparation, including thoroughly reviewing the list of projects seeking investment, ensuring high feasibility, complete information, and alignment with actual conditions and planning, thereby building investor confidence from the initial stages. Completing the planning system and ensuring consistency between sectoral and field plans is crucial in minimizing legal risks and shortening project implementation time. Synchronized and accelerated planning and adjustment processes will be implemented.
Furthermore, investment promotion efforts will be reformed to be more focused and targeted, proactively approaching strategic investors, concentrating on potential markets and sectors that align with the province's advantages. Priority will be given to attracting large, experienced foreign investors in sectors where the province has comparative advantages, such as high-tech agriculture, tourism, services, and renewable energy. Channels for promoting investment attraction will be diversified; coordination with foreign representative offices in Vietnam and Vietnamese agencies abroad will be undertaken to promote investment potential and gather investment needs as a basis for identifying partners and investment sectors.
