Ea Sol - From a key commune to a shining example of security and order

Along both sides of the roads, many new, sturdy, and spacious houses are springing up, giving the rural landscape a more vibrant look.

In particular, Ea Sol was previously a key commune in terms of security and order in Dak Lak province, but in recent years, especially since the reinforcement of regular police forces to serve as commune police, Ea Sol has become a shining example of security and order.

A difficult time

In our conversation, Huynh Van Vinh, Vice Chairman of the People's Committee of Ea Sol commune, shared that Ea Sol has a natural area of ​​over 23,163 hectares, with a population of 3,357 households and more than 15,138 people, comprising 13 ethnic groups living together, of which ethnic minorities account for 62%.

Due to its unique geographical location as a border area and gateway between Ea H'leo district, Dak Lak province and Phu Thien district, Gia Lai province, along with its diverse population, including many religions and ethnic groups, the area is a significant part of the local community.

Furthermore, in previous years, as a remote and isolated commune with underdeveloped infrastructure and slow socio -economic development, the lives of the people were difficult, and a segment of the population, especially ethnic minorities, had limited education and awareness of the law. Taking advantage of this, hostile forces abroad contacted, enticed, incited, and lured a portion of ethnic minorities to engage in subversive activities, disrupt security and order, and illegally cross the border into foreign countries.

On the other hand, the crime situation and law violations in the commune have at times been complex, notably the theft of agricultural products and intentional fighting resulting in injuries. Young people gathering to race motorcycles cause public disorder and give rise to social vices, affecting the lives and activities of the people.

Lieutenant Colonel Nguyen Hong Thang, Head of the Ea Sol Commune Police, stated that during the security and order disturbances in the Central Highlands in 2001 and 2004, Ea Sol was one of the key areas where Fulro elements and reactionary elements from outside connected with Fulro members in villages via the Internet to spread propaganda against the Party and the State.

Some individuals have secretly returned to villages to entice, persuade, incite, and influence some gullible ethnic minority people, causing division within the national unity, disrupting security and order, and affecting the lives of the villagers.

Together with Major Y Tu H'Wing, a police officer from Ea Sol commune, we met Nay Bien, a Gia Rai ethnic minority man in Bung Tang village, who was one of those lured and enticed by reactionary elements to illegally cross the border into Laos and Thailand, and is now living in the local area.

Sitting in his newly completed house, Nay Bien candidly recounted his painful and misguided past: “Due to my limited education and awareness, and the difficulty in accessing information about the economic and social situation in the province and the country at that time, I listened to the bad guys who spread propaganda and incited people in the village and commune. I was reprimanded by the local authorities three times in 2003, 2008, and 2012. In March 2015, influenced by others, I secretly crossed the border into Laos and Thailand without telling my wife and children.”

Nay Bien (wearing a T-shirt) recounts the hardships he endured after being lured by criminals to illegally cross the border into Thailand.

“During my time in Thailand, life was extremely difficult. The rented house was cramped and lacked everything. I couldn't go anywhere all day; after work, I would return to my rented room to rest, with no one to visit or check on me. I waited until July 2015, but still no one said anything or offered to take me to a third country as promised. Instead, they left me to wander around, working to make a living in a foreign land. That's when I realized I had been deceived. Thinking back on what I had done, I felt both ashamed and regretful, so I cried every night. The longing for my wife, children, village, and fields overwhelmed me, urging me to find a way back to my family and village. In July 2015, I contacted the Ea H'leo District Police by phone to get guidance on returning to my country and rebuilding my life on the right path,” Nay Bien confided.

The brothers returned home to a warm and joyful village.

Given the complex security and order situation in Ea Sol commune, and with the comprehensive attention and investment from the Party, the State, the province, and the district, especially through the implementation of the national target program on building new rural areas.

Furthermore, from 2019 to the present, in accordance with the policy of the Ministry of Public Security, the Dak Lak Provincial Police have deployed regular police forces to assume the positions of commune police officers. Simultaneously, they have focused on directing Ea Sol commune to strengthen the movement of all citizens protecting national security, developing it extensively and effectively, creating a solid foundation for preventing and combating all types of crime and stabilizing security and order in the area.

Police officers from Ea Sol commune are holding a meeting to discuss the implementation of tasks to ensure security and order in the area.

According to Huynh Van Vinh, Vice Chairman of the People's Committee of Ea Sol commune and Head of the Steering Committee for Crime Prevention, Social Evils Control, and the Development of the National Security Protection Movement, since the regular police force was deployed to the commune, they have actively advised the Party Committee and People's Committee to strengthen the Steering Committee and effectively implement measures to ensure political security and social order in the area. He identified the launching of the national security protection movement as a key and breakthrough initiative.

With the active involvement of the entire political system and the joint efforts of the people, the Ea Sol commune police have implemented a comprehensive, regular, continuous, and diverse range of propaganda methods.

Specifically, this includes launching propaganda campaigns, conducting activities at model organizations and clubs, writing news articles about good people and good deeds, and posting exemplary advanced models on the commune police's Zalo group and other social media platforms to mobilize people to actively participate in the nationwide movement to protect national security.

Since the regular police force was assigned to the commune police, the Ea Sol commune police have advised the Party Committee and the People's Committee of the commune, and mobilized the people to contribute to the installation of 92 security surveillance cameras at central locations and roads in the commune, as well as at intersections of inter-village and inter-commune roads...

In addition, the commune police force, in coordination with the commune military command, organized hundreds of patrols and inspections, proactively detecting and advising on the handling of dozens of cases of social disorder; organized more than 1,000 households to sign commitments not to store, transport, buy, sell, or use dangerous toys of unknown origin; and mobilized the recovery of homemade guns from the people…

Simultaneously, they advised on the construction, development, and regular operation of 25 socio-economic development models within the commune's organizations, linked to the task of participating in ensuring security and order in the area, with hundreds of members participating.

Through the surveillance camera system, the Ea Sol commune police force has been able to promptly detect and gather information on various types of crimes and violations of the law, enabling them to take timely action and handle them.

Since their establishment, these models have yielded practical results, contributing to ensuring security and order in the area. Among them, the "Three Safeties for Ensuring Security and Order at the Ea Sol Protestant Church" model stands out, with its objectives: safety in religious activities; safety of property and people; and safety of the political and cultural life of religious followers.

Since its establishment, the model has fostered the role of the Management Board, along with local authorities, in mobilizing and educating believers to practice their religion in accordance with the law, live virtuous lives, and work together with the people of the entire community to ensure security and order, and build a peaceful, prosperous, and happy life.

Pastor Y Yô Xuê Ksơr, in charge of the Ea Sol Evangelical Church branch, shared: “In response to the movement to maintain peace in the villages, the branch has always propagated and educated parishioners to uphold the tradition of unity, abide by the law, prevent family members from violating the law, and focus on economic development, improving material and spiritual life. In particular, they should not listen to, believe, or follow the temptations and incitements of evil people. When they discover strangers entering the village, they should immediately report it to the local authorities, thus maintaining peace in the village.”

The officers and soldiers of the Ea Sol commune police force, undeterred by difficulties and hardships, work day and night to patrol, guard, and educate the people to comply with the Party's guidelines and policies, the State's laws, and local regulations.

For example, the "Security and Order Surveillance Camera" model, with the joint efforts and cooperation of officials and people in the area, has now installed 92 cameras throughout the commune at central locations and roads, as well as at intersections of inter-village and inter-commune roads...

Through the surveillance camera system, the commune police force has been able to promptly detect and gather information on various types of crimes and violations of the law, enabling them to take timely action and handle them.

Mr. Le Sy Thang from Ta Ly village, Ea Sol commune, said: “Before the security camera surveillance system was implemented, there were many thefts and illegal street racing among young people in the area, causing great concern among residents. But since regular police officers came to install the security camera surveillance system, the security situation in the area has been ensured, there are no more thefts, and illegal street racing has been reduced. The lives of local people are now truly peaceful.”

In our conversation, Lieutenant Colonel Nguyen Hong Thang, Head of the Ea Sol Commune Police, shared that from 2019 to the present, along with advising the Party Committee and the People's Committee of the commune to promote the movement of all citizens participating in protecting national security; implementing models to ensure security and order, the officers and soldiers of the commune police have not shied away from difficulties and hardships, day and night patrolling and guarding the community; coordinating with political and social organizations, village self-governing boards, village elders, influential people, religious leaders and officials to propagate and mobilize the people to comply well with the Party's guidelines and policies, the State's laws and regulations and local regulations; at the same time, managing, educating, helping to rehabilitate those who have gone astray to return to the right path, taking care of economic development, and building a prosperous and happy life right in their villages.

Upon returning to the right path, Nay Bien was educated, encouraged, and helped by officials, village elders, and the police of Ea Sol commune to become a successful economic household in Ea Sol commune.

Nay Bien, from Bung Tang village, shared: “Upon returning to my hometown, I received education, encouragement, and support from officials, village elders, and the commune police, which helped me realize my past wrongdoings and violations of the law. Since then, I have always strictly followed the Party's guidelines and policies, and the State's laws, focusing on economic development and improving all aspects of my family's life. There is no place like my village, my homeland, my country. If I work diligently and hard, I will have a prosperous, fulfilling, and peaceful life. The life of wealth and luxury that these malicious individuals boast about is just an illusion, a deception. Their purpose is to undermine national unity, oppose the Party and the State, and disrupt the peaceful and happy lives of the villagers.”

Drawing from the painful lessons he learned, since returning to the right path, Nay Bien has not only become a successful businessman but has also actively participated with police officers and the village's self-governing committee in disseminating information and mobilizing villagers to not listen to, believe, or follow the incitement and provocation of evil elements, thereby strengthening national unity.

The officers and soldiers of the Ea Sol commune police always stay close to the people, listening to and understanding their thoughts and aspirations in order to advise the Party Committee and the People's Committee of the commune on support and solutions.

According to Nguyen Van Ha, Chairman of the People's Committee of Ea H'leo District, the security situation in Ea Sol was previously complex, at one point making it a key area for security and order in the province. However, in recent years, especially since the deployment of regular police forces to serve as commune police, the commune police have proactively advised the Party Committee and People's Committee of the commune, and coordinated with commune organizations and village self-governance committees to strengthen the movement for all citizens to protect national security, making it increasingly widespread and showing positive changes.

In addition, the Ea Sol commune police have implemented many effective and practical community self-governance models, contributing to crime prevention and ensuring security and order in the locality. This has helped transform Ea Sol from a "hot spot" into a shining example of security and order in the province.

At the end of 2020, Ea Sol was removed from the list of communes with complex security and order issues; in 2021, it was recognized as a commune free from drug-related problems; and at the end of 2023, Ea Sol commune achieved the new rural standard – these are proofs of that.
