At the construction site of the Suoi Cung Reservoir project, near the foot of Thoi Loi mountain, in An Hai village (Ly Son), the working atmosphere is very urgent. A representative of Bien Dong Construction and Service Trading Company Limited, the project contractor, said that the unit is implementing construction day and night to meet the progress according to the signed contract, striving to basically complete the project by June 2024.
According to the Project Management Board for Investment, Construction and Land Fund Development of Ly Son District, the Suoi Cung Reservoir project has a total investment of nearly 15 billion VND, from targeted support capital from the provincial budget, starting construction in October 2023. Due to unfavorable weather and difficulties in assembling equipment, the project has only officially started construction since the beginning of February 2024.

Construction on the island is much more difficult than on the mainland. Nguyen Van Luc, a worker working on high-rise buildings on the island, said that in the afternoon, construction work on high-rise buildings often has to be halted due to strong winds and unsafe construction.
Director of Hai Thinh Construction Consulting Co., Ltd. Truong Van Thinh said that the design consulting and supervision work on the island is much more difficult than on the mainland. All materials must be found in mines, tested, signed purchase contracts and then transported from the mainland to the island. Equipment, machinery and vehicles must also be transported from the mainland... Therefore, it is not possible to take the initiative in time if the weather is unfavorable. Construction methods also require more flexibility to ensure safety for workers and the project.

On the island, the construction of embankments, ports, breakwaters, and boat mooring areas is the most difficult. The reason is that construction materials are large in volume and weight and must be transported by sea from the mainland to the island. The sinking of a barge tugboat on April 24, 2024 while transporting boulders from Ky Ha port ( Quang Nam ) to Ly Son island clearly shows the risks in transporting construction materials on the island. This tugboat was carrying 1,265 tons of boulders for the construction of the Ben Dinh Port Breakwater project.
The Ben Dinh Port Breakwater Project has a total investment of 250 billion VND, the length of the dike is about 450m, the contractor is Lung Lo Construction Joint Stock Company (Hanoi). Currently, the project has completed more than 40% of the volume. To carry out this project, the contractor needs to cast nearly 3,400 concrete components of various types and more than 27 thousand cubic meters of rubble. All of these materials must be cast (concrete components) and purchased, transported and gathered (rubble) at Sa Ky Port (Quang Ngai), Ky Ha Port (Quang Nam) to be loaded onto barges, using large-horsepower tugboats to pull the barges across the sea to the island.

In addition, the construction process of underwater projects depends heavily on the tide. Mr. Nguyen Van Phi, in An Vinh village (Ly Son), a construction worker on Ly Son island, said that when the tide recedes, construction begins, regardless of whether it is day or night. Sometimes, workers take months off and cannot go to the construction site, so they wait until the weather is favorable to work all day to make up for the days off. Because of these difficulties, most construction projects here are behind schedule and have to be extended many times.
