Hoa Binh Hydropower Plant Expansion Project: A monumental project "dressed in a new coat"
In Phu Tho province, Vietnam Electricity Group and the Power Project Management Board 1 held a ceremony to inaugurate and summarize the emulation movement for the joint construction of the Hoa Binh Hydropower Plant Expansion Project.
The Hoa Binh Hydropower Plant Expansion Project (total capacity of 480 MW, average annual electricity generation of approximately 488.3 million kWh/year) is invested by EVN, with the Power Project Management Board 1 acting as the investor's representative. The Hoa Binh Hydropower Plant Expansion project is located on the right bank of the existing Hoa Binh hydropower dam. The plant is situated in Hoa Binh ward, with the water intake and inlet channel in Thong Nhat ward, Phu Tho province. The Hoa Binh Hydropower Plant Expansion will share the reservoir, dam, and spillway with the existing Hoa Binh hydropower plant. The new construction includes the following components: the inlet channel, water intake gate, water diversion tunnel, and the power plant itself.
The project has a total investment of over 9,220 billion VND, including 2 generating units, each with a capacity of 240 MW. Upon completion, the Hoa Binh Hydropower Plant expansion project with a capacity of 480 MW will increase the total capacity of the entire Hoa Binh Hydropower Plant to 2400 MW.

Once operational, the project will help increase the peak power generation capacity of the national electricity system, enabling the maximum utilization of the annual excess water discharged during the flood season from the existing Hoa Binh hydropower plant for electricity generation; improve frequency regulation and stability of the national electricity system; contribute to reducing system costs; reduce the workload of existing generating units, thereby extending equipment lifespan and saving maintenance and repair costs.
The Hoa Binh Hydropower Plant Expansion Project is a key national energy project of strategic importance, marking a new step forward in Vietnam's journey to master technology and modernize its electricity sector in the new era.
Speaking at the ceremony, EVN Deputy General Director Pham Hong Phuong emphasized that the Hoa Binh Hydropower Plant Expansion Project is a large-scale project with complex technical aspects and construction conditions. During its implementation, the project faced numerous difficulties, including: prolonged land clearance; the COVID-19 pandemic; and supply chain disruptions. In October 2021, due to prolonged heavy rains and poor geological conditions causing landslides in the hydropower plant's foundation pit, construction had to be halted for 11 months at the request of the Prime Minister . Upon resuming construction, the project received approval for an adjusted schedule, with completion and commissioning expected in the fourth quarter of 2025.

To meet the deadline, EVN has taken the lead and closely coordinated with the units participating in the Project to implement many special construction solutions such as adjusting construction organization methods, maximizing manpower, organizing continuous construction in 3 shifts and 4 teams; EVN leaders are regularly present at the construction site to direct and manage; and specialized construction equipment from EVN's hydropower plants is deployed to support the contractor.
"The completion of the project is the culmination of the intelligence, dedication, and tireless efforts of thousands of workers over more than four years of construction, carried out with the spirit of 'overcoming the sun and rain,' 'eating quickly, sleeping urgently,' in accordance with the directives of the Prime Minister," the Deputy General Director of EVN expressed.

In Ho Chi Minh City, EVN and the Power Project Management Board 3 held the inauguration ceremony for the project to supply electricity from the national grid to Con Dao district in the Con Dao Special Economic Zone.
This is a 110 kV power grid project with a length of 103.7 km and a mixed-structure design, the first of its kind in Vietnam, to supply electricity from the national grid. Starting from the 220/110 kV Vinh Chau substation (formerly in Soc Trang province), the project will cross the sea to supply electricity to the Con Dao Special Economic Zone. The total investment is 4,923 billion VND. Construction began in December 2024, with energization scheduled for 7:09 PM on September 2, 2025. The successful energization of the 110 kV Con Dao substation will also serve to supply electricity from the national grid to the Con Dao Special Economic Zone at 4:05 AM on September 4, 2025.
The successful commissioning of the project has contributed to ensuring a safe, continuous, and stable electricity supply for the Con Dao Special Economic Zone, meeting the needs of socio-economic development, ensuring national defense and security, and improving the lives of the people; replacing on-site diesel power generation sources, reducing electricity production costs, limiting greenhouse gas emissions, and contributing to Vietnam's commitment to emission reduction and sustainable development. At the same time, it affirms the capacity to implement large-scale energy projects with modern technology under complex and harsh construction conditions at sea.

Developing clean energy sources
In Khanh Hoa province, EVN and the Power Project Management Board 2 held the inauguration ceremony for the Phuoc Thai 2 Solar Power Plant Project.
The Phuoc Thai 2 Solar Power Plant project, with a capacity of 87.5 MW (equivalent to 100 MWp) and a total investment of VND 1,495 billion, is being built in Phuoc Huu commune, Khanh Hoa province (formerly Phuoc Thai commune, Ninh Phuoc district, Ninh Thuan province). It will be connected to the national power grid via the Phuoc Thai 220 kV substation and a 220 kV transmission line. The project is being implemented according to the revised Power Development Plan VII and has received approval from the Khanh Hoa Provincial People's Committee for both investment policy and investor.
This is an industrial energy project utilizing high-efficiency photovoltaic panel technology combined with a modern string inverter system. Upon completion, the plant will supply the national power grid with an annual electricity output of 168.92 million kWh, contributing to the development of clean energy sources, reducing the greenhouse effect, and simultaneously contributing to the socio-economic development of the locality.

In Quang Tri and Khanh Hoa provinces, Power Generation Corporation 2 held the groundbreaking ceremony for the Huong Phung 1 Wind Power Plant in Quang Tri province and the groundbreaking ceremony for the Cong Hai 1 Wind Power Plant Project – Phase 2 in Khanh Hoa province.
The Huong Phung 1 Wind Power Plant Project in Quang Tri Province and the Cong Hai 1 Wind Power Plant Project – Phase 2 in Khanh Hoa Province are two important renewable energy projects invested in by Power Generation Corporation 2 (EVNGENCO2). These projects, approved by the Prime Minister in the Implementation Plan for the VIII National Power Development Plan, are of practical significance in supplementing the national power grid, contributing to energy security, reducing greenhouse gas emissions, and promoting socio-economic development in the localities.
The Huong Phung 1 Wind Power Plant project is being implemented in Huong Phung commune, Quang Tri province, with a capacity of 30 MW, comprising 6 wind turbines, and a total investment of VND 1,129.410 billion. The average annual electricity output is estimated at 88.55 million kWh. The project is expected to be completed and put into commercial operation in the fourth quarter of 2026.
The Cong Hai 1 Wind Power Plant Project – Phase 2, located in Cong Hai commune, Khanh Hoa province, has a capacity of 25 MW, comprising 5 wind turbines, with a total investment of VND 939.781 billion. It is expected to produce an average of approximately 73.037 million kWh of electricity per year and is scheduled for completion and commercial operation in Q4/2026.
Once operational, the two projects will add more than 160 million kWh of clean electricity to the national power grid annually, contributing to diversifying power sources, reducing dependence on fossil fuels, and improving the safety and stability of electricity supply. Besides energy and environmental benefits, the projects will also create jobs for local workers during the construction and operation phases; contribute a stable source of revenue to the budgets of Quang Tri and Khanh Hoa provinces; and promote infrastructure and service development, realizing the renewable energy development orientation of these localities.
