Nearly 2 months of implementing Resolution 68-NQ/TW: Breakthrough results with impressive numbers

(Chinhphu.vn) - The Department of Private Enterprise and Collective Economy Development, Ministry of Finance, said that after nearly 2 months of implementing Resolution 68-NQ/TW, the number of newly established enterprises reached a record high; for the first time, the total number of enterprises entering and re-entering the market was higher than the number of enterprises withdrawing; the number of newly registered business households increased by over 118%; additional capital of operating enterprises increased by over 170%.

Record number of newly established businesses

At the regular press conference of the second quarter of the Ministry of Finance held on the afternoon of July 2, answering questions from reporters of the Government Electronic Newspaper about the situation of enterprise development, Ms. Trinh Thi Huong, Department of Private Enterprise Development and Collective Economy said that in the context of the world economy still having many difficulties, geopolitical instability, and domestic, localities actively and urgently implementing the 2-level government, the Ministry of Finance is trying to ensure the development of enterprises, creating favorable and effective conditions for enterprises to operate in the market.

Recently, Resolution No. 68-NQ/TW of the Politburo and Resolution No. 198/2025/QH15 of the National Assembly have issued policies to promote the private economic sector. After nearly 2 months of implementation, there have been very positive results, reflected in figures and data on business registration and business operations.

Specifically, in June 2025, the number of newly established enterprises reached a record high of more than 24,000 enterprises. Previously, we only hovered around 15,000 and never reached 16,000.

"When summarizing, we were extremely excited with the number of 24,022 newly established enterprises in June, more than twice as high as the 2021-2024 period," Ms. Huong shared.

In the first 6 months of the year, the country had over 91,000 newly established enterprises, reflecting a very strong start-up wave. The number of enterprises returning to operation in June reached over 14,000, an increase of over 91% over the same period last year. In the first 6 months of 2025, the country had over 61,000 enterprises returning to operation, an increase of over 57% over the same period.

Business confidence is greatly strengthened.

According to Ms. Trinh Thi Huong, this is also the first time that the total number of enterprises entering and re-entering the market is higher than the number of enterprises withdrawing, specifically 1.2 times higher than the number of enterprises withdrawing. This shows that the business community's confidence in the prospects of economic recovery and development is being strongly reinforced.

Notably, the number of newly registered business households in June this year also achieved a growth rate of over 118% compared to the same period last year and over 60% compared to the previous month. This figure is 24 times higher than the average monthly growth rate of the last two years.

Another highlight is the impressive increase in additional capital of operating enterprises, with an increase of more than 170% compared to the same period in 2024.

"These are businesses that are operating and have practical experience as well as plans to expand their scale. This result clearly demonstrates the businesses' confidence and assessment of business opportunities and the huge market potential," said Ms. Huong, emphasizing that these results are an affirmation that the policies of the Party and State have begun to come into effect, encouraging the private economic force to develop more strongly, contributing to an independent, self-reliant and sustainable economy./.
