Also attending the ceremony were Ms. Pham Thi Phuoc An – Deputy Head of the Department of Local Ethnic Affairs, Committee for Ethnic Minorities; Mr. Duong Mah Tiep – Vice Chairman of the People's Committee of Gia Lai province; leaders of the Ethnic Affairs Committees of Dak Lak and Kon Tum provinces; and representatives from departments, agencies, People's Committees of districts, towns, and cities, and armed forces units in the area.
The Gia Lai Provincial Ethnic Affairs Committee was established according to Decision No. 145/2004/QD-UB dated December 21, 2004, of the Gia Lai Provincial People's Committee. Over 20 years of development and growth, the Committee has strived to effectively fulfill its assigned functions and tasks, contributing to strengthening national unity, maintaining national security and defense, and consolidating the political system. Many ethnic policies of the Party and State have been implemented by the Committee in a coordinated, timely, and effective manner, such as: Program 135, Program 134; policies on loans for production development for ethnic minority households in particularly difficult circumstances; policies supporting migration for settled farming and resettlement for ethnic minorities; the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I from 2021-2025…
In addition, the Ethnic Affairs Committee has coordinated with departments and agencies to advise the Provincial People's Committee on the implementation of infrastructure construction, support for production development, and resettlement for ethnic minority communities with a total budget of 24,185 billion VND. Through these programs and policies, investment has been made to support 30,580 houses, 15,330 households with housing and production land, the construction of approximately 1,484 km of rural roads, 448 km of irrigation canals; 676 classrooms; 4,390 centralized water supply projects for approximately 439,000 beneficiary households; support for production development for 897,872 households, and resettlement support for 2,904 households. Providing loans for production development to 517,677 households, issuing over 6,454,000 health insurance cards to ethnic minority people in disadvantaged areas, etc.
To date, 99.44% of communes in the province have paved or concrete roads leading to their centers; 99.92% of villages have hardened roads leading to their centers; 99.99% of households have access to the national power grid and other power sources; and the percentage of schools and classrooms built with solid structures is over 93%...
Simultaneously, the economic structure, crops, and livestock of ethnic minority areas have shifted in the right direction; people in ethnic minority and mountainous areas have gradually escaped poverty and risen to prosperity; the poverty reduction rate among ethnic minorities has consistently met and exceeded the set targets; by the end of 2024, the poverty rate among ethnic minorities according to the multidimensional poverty standard 2022-2025 will decrease to only 12.66%.
Speaking at the ceremony, Vice Chairman of the Gia Lai Provincial People's Committee Duong Mah Tiep acknowledged the achievements of the Provincial Ethnic Affairs Committee and requested that the Committee focus on advising and effectively implementing projects and programs aimed at socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; strengthen monitoring and assessment of the situation in ethnic minority and mountainous areas, especially issues closely related to people's lives, natural disasters, epidemics, and "hot spots" regarding security and order; and advise and propose effective and timely solutions to competent authorities.
Continue to innovate in the work of disseminating and educating on the law, mobilizing ethnic minority people to understand and effectively implement the Party's guidelines and policies, and the State's laws; build a team of ethnic affairs officials with strong political acumen, ethics, competence, and creativity, and improve the quality of human resources.
Furthermore, it is essential to actively promote the role of village elders and influential figures in inspecting, supervising, and mobilizing the people to implement policies and guidelines; strengthen the great unity of ethnic groups, ensuring stability in political security and social order in ethnic minority areas; pay attention to the training and education of ethnic minority children and awaken the will and aspirations of ethnic minorities to strive for socio-economic development, ensure national defense and security, and build and preserve the fine traditional cultural identity of the ethnic groups…
