The meeting was chaired by Mr. Mai Ngọc Sơn, Vice Chairman of the Gia Lâm Commune People's Committee.

The report presented at the conference showed that, in the first six months of 2026, the People's Committee of Gia Lam commune proactively and decisively identified and focused on resolving five prominent bottlenecks: traffic congestion; flooding; urban order; environmental sanitation; and food safety.

Recognizing this as a key task aimed at improving the appearance of rural areas towards urban civilization, the local government has issued 5 specialized plans, 2 decisions establishing working groups, and more than 30 directives to review and handle violations. The Steering Committee holds regular meetings every two weeks to promptly address any problems arising from the field.

A highlight of the first half of the year was the work to restore urban order and manage traffic flow. Local authorities, in coordination with specialized units, launched a coordinated campaign to maintain stability on six civilized urban streets (Ngo Xuan Quang, Thuan An, Nguyen Mau Tai, Cuu Viet, Thanh Trung, and Nguyen Khiem Ich); simultaneously, they conducted a review, cleared, and prevented re-encroachment in six areas of illegal and temporary markets.

Head of the Economic Department of Gia Lam commune, Phan Huu Luat, presented a report at the conference.

Through inspections, the commune's functional unit handled 193 cases of violations of urban order and public order, imposing administrative fines of over 404 million VND; and organized the signing of commitments and the dismantling of hundreds of illegal advertising signs and platforms.

Regarding environmental sanitation and flooding issues, the local authorities have aggressively implemented a campaign to dismantle and remove illegally constructed kiosks on the surface of the communal pond in Duong Da village and the pond in Duong Danh village to ensure proper drainage during the rainy season. In addition, regular general sanitation campaigns are maintained with the active participation of the Fatherland Front , various organizations, and the people.

In the field of food safety, the commune established 5 inter-agency inspection teams, conducted post-inspections of 78 establishments as part of a campaign to address food safety bottlenecks, imposed administrative fines totaling 279 million VND on violating establishments, and suspended 1 establishment that did not meet the requirements. Alongside the penalties, public awareness campaigns were intensified through 81 radio programs and social media platforms to enhance people's self-awareness.

At the conference, representatives from various units focused on discussing and frankly acknowledging existing shortcomings and proposing fundamental solutions to further address bottlenecks in the future.

Speaking at the conference, Vice Chairman of Gia Lam Commune People's Committee Mai Ngoc Son requested that departments and units continue to review and clearly identify each specific content and issue within the five bottlenecks in order to focus on advising on effective solutions. The Vice Chairman assigned the Commune's Economic Department to take the lead in advising the Commune People's Committee on developing a directive document that separates each group of bottlenecks, ensuring clear content, responsibilities, and implementation timelines.

At the same time, continue to do a good job of disseminating information about bottlenecks, good models, and effective methods; strengthen reminders and direct persuasion for cases of violations...
