In order to realize the policy of "Focusing on discovering, nurturing and recruiting outstanding members into the Party" according to the Resolution of the 13th National Party Congress, it is extremely necessary to research and propose solutions for developing Party members in general and students in high schools, colleges and universities in particular. From there, propose to the Party Committee and Party organizations a number of contents and solutions to strengthen the building of a young Party member team with high intellectual level, good qualities, abundant physical strength and pure morality.
The Politburo , the Secretariat and the Central Executive Committee of the Party always consider the development of Party members as one of the important tasks in Party organizations, especially in schools. Directive No. 34-CT/TW, dated May 30, 1998 of the 8th Politburo on "Strengthening political and ideological work, consolidating Party organizations, mass organizations and the work of developing Party members in schools" has set out the tasks for Party committees at all levels and sectors to "Actively create sources and do a good job of developing Party members among cadres, teachers, students, especially in establishments that currently have few or no Party members".
From good practices, new models
The Provincial Party Committee's Organizing Committee coordinated with the Provincial Youth Union Standing Committee to organize a conference to review 3 years of developing party members among students (2010 - 2013).
In 2010, implementing the direction of the Provincial Party Committee Standing Committee, the Provincial Party Committee's Organizing Committee coordinated with the Provincial Youth Union Standing Committee to issue Joint Plan No. 01-KHLT/BTCTU-ĐTN, dated October 11, 2010 on " Developing Party members among students" . With the aim of discovering and nurturing outstanding and outstanding masses among students to develop the Party and continue to nurture and train young Party members to become young cadres who are "both red and professional". From the detailed regulations on the subjects selected, nurtured, and creating sources for Party admission; The process of discovering, training, introducing and admitting party members to the assignment of targets for each school to introduce to the party cell and party committee 10 outstanding students and each school year, each school's grassroots party organization strives to admit 1 party member from outstanding union members who are students of the school, has helped the Youth Union and the Party Committee have a basis and more favorable conditions in implementation.
In order for Party committees, Party organizations, and Youth Union organizations at all levels in the province to implement smoothly and achieve results, the Provincial Party Committee's Organizing Committee has issued Instruction No. 03-HD/BTCTU guiding the standards and procedures for Party admission work among students. The Provincial Youth Union Standing Committee has included the content of Party member development work among students as one of the important targets of the Youth Union chapters at all levels; as one of the emulation criteria of the district, town, city and affiliated Youth Unions. The district, town and city Party Committees have all developed plans and selected a number of schools to direct the implementation within their Party Committees.
During the implementation process, many new models and good practices have emerged with high efficiency, such as the model of "Solutions for training and fostering excellent union members" of the Youth Union of Binh Thuan Community College". Every year, the Youth Union deploys to 100% of the Youth Union branches the documents of the higher-level Party Committee on the work of developing Party members among students to help students grasp the content of criteria and methods and procedures for considering Party admission. Regularly organize activities and movements for students. Create a training and challenging environment for students to strive and mature. The review, selection and recognition of the title of excellent union members are closely organized for each semester and school year, coordinated with monitoring and training rankings for individual students. The Youth Union has a document requesting the Party branch managing students to recognize the list of Party sympathizers among students, from The Party groups are divided into groups in the faculties to create conditions for training and testing these groups through the activities of the School Youth Union and Student Association. The School Youth Union Standing Committee assigns 1 standing committee member to monitor and manage the monthly activities of the Party groups and assign specific tasks to each member of the group.
With creative and effective methods, in 2021 and 2022, the School Youth Union introduced 29 students to the Party for consideration and admission into the Communist Party of Vietnam.

At Ly Thuong Kiet High School (La Gi town), Ms. Bui Thi Kim Loan - Deputy Secretary of the Party Cell, Vice Principal of the school said: Right from the annual enrollment of grade 10 students, the school's Party Committee assigned the task to the School Youth Union to review and make a list of excellent students who have made efforts in the Team activities at the middle school. From there, we focus on orienting and nurturing them to continue to strive, study and practice to make a list to recommend to the Party Cell for consideration and sending them to study in the Party target class. In each school year, each grade 10 will send 2-3 students, grade 11 will send 5-6 students, and grade 12 will send more than 10 students to attend the Party target class opened by the La Gi town Political Training Center in coordination with the school. Based on the list of students who have attended the Party awareness class, the School Youth Union will filter students with birth dates from January 1 to July 1 who wish to study at schools of the Public Security and Military sectors to report to the Party Committee. From there, the Party Secretary and the school principal will meet directly with the students to understand their thoughts, aspirations, and background of their families and the students themselves, and guide their efforts. At the same time, send out a Party Aspiration Survey Form for students to provide information and have it confirmed by their parents. After identifying the source of candidates for Party membership, the School Youth Union will continue to train members to strive to join the Party through emulation movements and activities to select outstanding members to introduce to the Party for consideration. At the beginning of the second semester of each school year, the Party cell committee reviews the records, conducts procedures and considers, and proposes that the higher-level Party committee consider admitting students who are 18 years old into the Party according to the provisions of the Party Charter.

Evaluating these models, Mr. Truong Minh Quang - Secretary of the Provincial Youth Union said: "These are new models, suitable for reality, highly feasible and effective in implementation. Therefore, Youth Union organizations in the province need to study, apply and implement them appropriately in their localities and units."
To the results first step
With efforts and determination, from 2010 to 2019, the Party Committees of schools opened 63 Party awareness classes for more than 3,000 outstanding union members who are students and recruited 181 Party members who are students. Of the total number of newly recruited Party members, there are 74 Party members who are students and 107 Party members who are high school students. In particular, in recent years, the work of recruiting Party members among students continues to be focused on and promoted by Party Committees from the province to the grassroots level. In 3 years (from 2020 to 2022), the whole province has recruited 194 Party members who are students, including 52 students and 142 high school students.
According to the report of the Central Party Organizing Committee, the number of Party members admitted among students in Binh Thuan province accounts for 2.8% of the total 5,042 students and the number of students admitted to the Party accounts for 0.43% of the total 12,093 students admitted to the Party in 22 southern provinces and cities. It can be seen that the rate of Party members admitted among students in Binh Thuan is quite high compared to the current number of students in the locality. Because compared to the provinces and cities in the southern region, Binh Thuan has an average population of provinces and cities but the number of students is very low compared to other provinces and cities with many universities and colleges.

The positive and important results in the work of recruiting party members among students in recent years are evidence of the correct direction of the Provincial Party Committee Standing Committee, the attention, responsibility and high determination of the Party committees, organizations and functional agencies in the province, especially the Party cells and Party committees of schools in implementing the work of developing party members among students. At the same time, it contributes to increasing new vitality for the Party, from which there have been many good models and effective ways of doing things by Party committees and organizations at all levels and many typical examples of progress among students have appeared.
Pursuant to Resolution No. 21-NQ/TW dated June 16, 2022 of the Party Central Committee on "Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period" , by June 8, 2023, the Party Central Committee's Organizing Committee had chaired and coordinated the organization of 2/5 thematic seminars on developing Party members among students in Binh Dinh and Binh Duong provinces. This demonstrates the importance of developing Party members among students.
