Yesterday, January 21st, the 14th National Congress of the Party spent the entire day discussing the congress documents, with 30 important presentations from the Party Committee of the Government, ministries, sectors, and localities.

THE Aspiration of the Entire Nation

In her report on the Party Committee's discussion, Deputy Prime Minister Pham Thi Thanh Tra emphasized that the country is entering a new stage of development, with historically significant changes, as General Secretary To Lam affirmed: "Looking towards the future, our Party sets the goal that by 2045, the 100th anniversary of the founding of the nation, Vietnam will be a strong, prosperous, and happy country. That is the aspiration of the entire nation, a solemn oath before history and the people."

In this new context, alongside opportunities are enormous challenges, requiring the Government to innovate even more strongly in terms of thinking, governance methods, and action capacity. Therefore, the central task needs to continue to make breakthroughs in building and perfecting institutions, unleashing all resources for development; considering this as a "breakthrough of breakthroughs," a national competitive advantage.

Institutions must truly transform from a management-oriented state to a development-serving, constructive one; reducing compliance costs for citizens and businesses with the motto that institutions need to truly lead the way, pave the way, and create development... This includes focusing on institutionalizing the Resolution of the 14th National Congress of the Party, the core thematic resolutions of the Politburo ; building and perfecting the socialist-oriented market economy institutions, and new institutional frameworks for new and key areas such as science and technology, innovation, digital transformation, and green transformation...

Simultaneously, we must accelerate industrialization and modernization, restructure the economy, and vigorously innovate the growth model; using science and technology, innovation, and digital transformation as the main driving forces; and developing a high-quality workforce as the core element to promote new growth drivers. We must focus on building strategic autonomy and developing foundational and cutting-edge industries such as semiconductors, artificial intelligence, digital technology, and renewable energy. We must strongly promote the roles of the state-owned economy, the private economy, and foreign investment.

The Deputy Prime Minister also emphasized the focus on developing a synchronous and modern strategic infrastructure system, creating a new national development space. This includes unlocking, mobilizing, and effectively utilizing resources, prioritizing investment in strategic infrastructure projects with high spillover effects in transportation, energy, telecommunications, digital infrastructure, logistics, healthcare, education, sports, culture, and infrastructure adapted to climate change.

Furthermore, we must promote decentralization and delegation of power, coupled with resource allocation and enhanced inspection and supervision, guided by the principle of "local authorities decide, local authorities act, local authorities take responsibility" in the most substantive and effective way. We must focus on improving the quality and efficiency of local government operations at both levels, especially at the grassroots level…

We cannot rely solely on cheap capital and labor.

From a local perspective, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc also stated that for many decades, Ho Chi Minh City has always been one of the important driving forces of Vietnam's growth, innovation, and integration, and these contributions are undeniable. However, in the context of changing domestic and international circumstances, these successes also place a higher demand on the city. Ho Chi Minh City cannot develop in a conventional way but must proactively innovate itself more profoundly, differently, and with greater depth, a longer-term vision, and sustainability.

"The Central Government has placed very special expectations on Ho Chi Minh City, not only for rapid growth but also for growth in a different way, not only for leading the way but also for paving the way, and not only for its own success but also for creating momentum for the overall development of the whole country," Mr. Duoc stated.

The Chairman of the People's Committee of Ho Chi Minh City also stated that Ho Chi Minh City is expected to become a testing ground for policy mechanisms, a hub for science and technology and innovation, and a model for urban development management in the new era. He also pointed out that if the city continues to rely primarily on capital, land, and cheap labor, it will soon reach its growth ceiling. Over the past 10 years, the city's GRDP growth rate has shown signs of slowing down, increasing very little. The path to sustainable development can only be based on knowledge, technology, and human resources.

Ho Chi Minh City needs and will contribute as the chief architect and coordinating center for regional linkages, a hub for finance, technology, and high-end services, a place where high-tech production, logistics, and agriculture are connected and disseminated, and where added value is harmoniously distributed and develops together. "Ho Chi Minh City aims for a livable global city model, where growth goes hand in hand with progress, equity, innovation with inclusiveness, and integration with identity. A livable city is not only measured by its economic scale but also by the quality of life, the level of social cohesion and the trust of its people, as well as by retaining talent, nurturing creativity, and strengthening social confidence," emphasized the Chairman of the People's Committee of Ho Chi Minh City.

According to Nguyen Van Phong, Deputy Secretary of the Hanoi Party Committee, Hanoi will focus on developing a comprehensive master plan for the capital with a 100-year vision; resolutely addressing five bottlenecks: traffic congestion, urban order, flooding, environmental pollution, and food safety and hygiene; and achieving a growth rate of 11% or more during the 2025-2030 term. In particular, it must answer the strategic question posed by General Secretary To Lam to the Hanoi Party Committee: How will Hanoi define its identity and development model to both preserve the spirit of Thang Long and transform itself into a creative, green, smart, and globally connected metropolis?

In response to the question, Mr. Phong stated that Hanoi has set out strategic directions for future development. Accordingly, development will be based on innovation, with science and technology and digital transformation as the main drivers of growth. Urban space will be reorganized, shifting towards a multi-centered, multi-polar, multi-layered, multi-tiered, green, harmonious model that adapts to climate change and improves the quality of life for its people. Culture will be used as a soft power, preserving and promoting the thousand-year-old cultural traditions, and placing the people of Hanoi at the center…

PROPOSING SOLUTIONS FOR GROWTH ABOVE 10%

Minister of Science and Technology Nguyen Manh Hung acknowledged that over the past 40 years, Vietnam has reformed and "escaped poverty." Now, to develop from a middle-income to a high-income country, we must rely on science and technology, innovation, and digital transformation. "Science and technology create new knowledge and tools, but they are still largely abstract. To bring this knowledge to life, we need innovation to create products and services that serve daily life. Digital transformation is about rapidly spreading these products and services throughout society, creating rapid growth and ensuring no one is left behind," Mr. Hung said.

Resolution 57 of the Politburo has established these three goals as top-priority breakthroughs. "The 'Contract 10' system was for escaping poverty, Resolution 57 is for escaping the middle-income trap. The 'Contract 10' system was for liberating labor power, Resolution 57 is for liberating creativity," Mr. Hung compared, arguing that each country has its own culture, context, level of development, and political system. "No two countries have transformed into dragons or tigers in the same way. Therefore, finding the right approach to breakthroughs in science and technology development, innovation, and digital transformation is crucial and serves as the driving force for the Party's comprehensive leadership...", the Minister of Science and Technology emphasized.

Emphasizing the need for infrastructure breakthroughs to boost growth, Minister of Construction Tran Hong Minh stated that key objectives will be focused on, such as establishing a 5,000 km expressway system; investing in key national railway lines; increasing seaport capacity to 1.2-1.4 billion tons (a 1.33-fold increase compared to the current 900 million tons/year); and increasing airport capacity to approximately 275 million passengers (a 1.7-fold increase compared to the current 155 million passengers/year). In particular, Mr. Minh stated that the goal is to complete the target of 1 million social housing units two years ahead of schedule and to have over 1.6 million units by 2030.

Minister of Finance Nguyen Van Thang proposed solutions to realize the goal of achieving an average GDP growth rate of 10% or more per year, while ensuring sustainable development. The target is for GDP per capita to reach approximately US$8,500 by 2030; and total social investment to average around 40% of GDP. This includes promoting the leading role of the state-owned economy, while simultaneously identifying the development of the private sector as the most important driving force of the economy, with policies to support, develop, and expand the market for collective economic organizations and cooperatives.

Focus resources on breakthrough projects, transform the situation, and thoroughly implement economic accounting principles in project selection and implementation. Ensure that the entire country does not have more than 3,000 projects using central government budget funds, in order to attract and guide investment resources from other economic sectors…

Shortening the working period by 1.5 days, the 14th National Congress concluded on the afternoon of January 23.

During a press conference prior to the 14th National Congress of the Party, informing the press about the program content, Standing Committee member of the Party Central Committee Tran Cam Tu announced that the 14th National Congress of the Party will take place from January 19-25.

However, at the afternoon session on January 21st, Mr. Pham Gia Tuc, Chief of the Central Party Office, presented the draft revised program for the 14th Party Congress. During the congress, with the highest level of effort, scientific and responsible work, many tasks were completed ahead of schedule. The congress voted to approve the revised program, shortening it by 1.5 days compared to the original plan. The congress is expected to conclude on January 23rd.

Developing culture and people is a sustainable driving force.

In his report at the congress, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that to realize the aspiration for prosperous and happy development and to enhance the country's position, it is necessary to simultaneously implement many strategic directions and breakthrough solutions during the 14th National Congress term and the following years.

Accordingly, establishing cultural and human development as the structural pillar of national development capacity, as an endogenous resource and sustainable driving force of the country; placing culture in a holistic relationship, harmoniously linked with socio-economic development, environmental protection, strengthening national defense and security, and expanding foreign relations; while affirming that culture and people are two closely related factors that influence each other; developing culture to enhance human capacity and building people to develop culture. In this context, the national value system - the family value system - and the standards of Vietnamese people are important foundations for building the creative capacity, competitiveness, and aspirations for development of the nation in the new era.

Harmoniously managing the relationships between construction and defense; between tradition and modernity; between preservation and development; between real life and the digital space, in order to maximize the value and strength of Vietnamese culture and people in the face of the rapid and profound changes of the times.

The Vietnam Fatherland Front is a strong bond connecting the Party, the State, and the people.

Speaking at the congress, Ms. Ha Thi Nga, Member of the Central Committee of the Party, Vice Chairwoman and General Secretary of the Central Committee of the Vietnam Fatherland Front, stated that over the past five years, under the leadership of the Party and with the close coordination of the government at all levels, the Vietnam Fatherland Front has strongly reformed its content and methods of operation. In the coming period, the Party Committee of the Vietnam Fatherland Front and central mass organizations have determined that the Fatherland Front must continue to promote its role as a political alliance and voluntary union of political organizations, socio-political organizations, social organizations, and outstanding individuals from all social strata, ethnic groups, religions, and Vietnamese communities at home and abroad.

Continue to vigorously and comprehensively innovate the content, methods, and mechanisms of operation; focus on people's livelihoods and democracy; improve the quality of cadres, especially grassroots Front cadres; promote democracy and the people's right to self-governance; continue to institutionalize and effectively implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; apply technology and digital transformation to promptly listen to and respond to the people's opinions.

Ms. Nga emphasized that the Vietnam Fatherland Front must truly be a place where the people place their trust; a strong link connecting the Party, the State, and the people; and a center for gathering and strongly inspiring the aspiration for a prosperous and happy nation.

The young generation of Vietnam harbors great ambitions.

In his presentation, Mr. Bui Quang Huy, Alternate Member of the Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, and First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, emphasized the Party's profound and consistent concern for the younger generation, as the Draft Document of the 14th National Congress continues to clearly affirm the position, role, and responsibility of youth in the revolutionary cause. This is both an acknowledgment and a great mission placed on the shoulders of Vietnamese youth in the new era.

According to Huy, the process of globalization and the powerful impact of cyberspace also pose numerous challenges to the values, lifestyles, legal awareness, and political acumen of a segment of young people, requiring more decisive, systematic, and effective educational solutions.

Proposing a comprehensive system of solutions, Mr. Huy emphasized the focus on continuing to innovate the content and methods of educating young people on revolutionary ideals, ethics, and cultural lifestyles, linked to the implementation of "three unities": steadfast adherence to the Party's ideals; personal development linked to family and social responsibilities; and action for the goal of building a prosperous and happy Party and country. The Youth Union focuses on digital transformation; maintaining online assessment of resolution learning outcomes...

Focusing on understanding and shaping public opinion through the press, grassroots reporting systems, and a network of public opinion collaborators helps young people access comprehensive information and avoid being influenced by bad news, fake news, and harmful information.

Furthermore, revolutionary action movements should continue to be considered a "great school" for educating, training, and uniting young people. In particular, building a strong and comprehensive Youth Union organization, truly the political core of the youth movement and a reliable companion for young people, is crucial. The First Secretary of the Central Committee of the Youth Union affirmed that the young generation of Vietnam will always remain steadfast in revolutionary ideals, nurture great ambitions, be pioneers in learning and working, master science and technology, innovate, embrace digital transformation, build their lives, and contribute to national development.
