The location, boundaries, and area of the land plot are determined in the General Layout Plan, scale 1/500, for the construction project of the land use rights auction area in Van Loc 2 village, Xuan Canh commune, Dong Anh district, prepared and completed in 2024 by Ngoc Minh Construction Investment Consulting Joint Stock Company. This plan was confirmed by the Dong Anh District Land Fund Development Center with Document No. 1579/TTQD-QL&PTQD dated September 4, 2024, and appraised by the Dong Anh District Urban Management Department with Appraisal Report No. 176/BC-QLDT dated November 4, 2024, confirming its conformity with the detailed planning at scale 1/500 for the residential area of Van Loc and Van Thuong villages, Xuan Canh commune, approved by the Dong Anh District People's Committee in Decision No. 7772/QD-UBND dated June 29, 2022, and approved by the Dong Anh District People's Committee with Document No. Decision No. 3151/UBND-QLĐT dated November 11, 2024.
Out of a total of 11,342.1 m2 of land, 5,106 m2 is residential land (including plots coded LK13 to LK16) for auction of land use rights. Land use form: The Dong Anh District People's Committee is allocated land by the State without collecting land use fees. The land use term is according to the investment project implementation period as stipulated. The land allocation method is through auction of land use rights for projects using land as stipulated in Article 125 of the 2024 Land Law. 6,236.1 m2 is land for transportation, green spaces, and connecting technical infrastructure (including plots coded CXNO, GT). Land use form: The State allocates land without collecting land use fees; the Dong Anh District People's Committee invests in the construction of technical infrastructure that is synchronized with the general infrastructure of the area according to the approved plan and assigns it to a management unit as stipulated.
The Hanoi People's Committee requests the Dong Anh District People's Committee to organize the construction of technical infrastructure according to the approved investment project, ensuring overall planning, synchronous connection of technical infrastructure and regional infrastructure. The Dong Anh District People's Committee is responsible for preparing and approving the overall site plan drawing, ensuring no interstitial land areas are created, and for the economical and efficient use of land. They are also responsible for preparing a land use right auction plan for approval by the competent authority and organizing the land use right auction in accordance with the procedures stipulated in the 2024 Land Law, the 2016 Law on Auction of Assets, guiding decrees and circulars, and current regulations of Hanoi City on land use right auctions for land allocation with land use fees or land lease in Hanoi City, ensuring compliance with legal regulations, transparency, and efficiency.
