
Removing obstacles and accelerating land valuation.
In recent times, the city has actively addressed difficulties and obstacles, and accelerated the implementation of procedures related to land, planning, investment, and finance for many real estate projects, aiming to bring land into use and projects into operation sooner, contributing to socio-economic development. Simultaneously, it has intensified efforts to collect land-related financial obligations from investors, especially in real estate projects, to generate significant revenue for the budget.
For example, the Department of Agriculture and Environment is currently processing the application to the City People's Committee for approval of the project's land price, enabling the investor to fulfill its financial obligations and complete subsequent legal procedures. These steps will also allow the investor to focus resources on completing the project, bringing the tower into operation sooner, contributing to budget revenue, and promoting socio-economic development.
In addition, the Department of Agriculture and Environment is also coordinating with and hiring consulting firms to develop specific land price plans for many projects. This aims to facilitate investors in fulfilling their land-related financial obligations promptly, while also generating revenue for the city's budget and meeting the increasing demand for investment capital in the coming period.
The city is also focusing on resolving difficulties and obstacles in land valuation to accelerate the collection of land-related financial obligations.
The Department of Agriculture and Environment recently organized a training course on land valuation to enhance the professional capacity and expertise of officials and employees of departments, agencies, and local units within the city, in order to accelerate the process of determining land prices, promote land allocation and leasing, and contribute to increasing revenue from land.
According to Tran Quoc Hung, Deputy Director of the City's Department of Agriculture and Environment, land valuation has undergone many changes with new regulations.
The city is focusing on resolving difficulties and obstacles, improving and accelerating land valuation work, ensuring the correct and full collection of financial obligations from investors into the budget, effectively serving state management and the overall development of Da Nang city.

Nurturing revenue streams from land auctions.
According to Vo Nguyen Chuong, Director of the Da Nang City Land Development Center, the former Da Nang city aims to achieve land revenue of over 4,500 billion VND by the beginning of 2025.
Specifically, the Da Nang City Land Development Center is tasked with generating 2,000 billion VND in revenue from land auctions and short-term land leases; the remaining 2,500 billion VND will be collected by the city through financial obligations from land use fees, and through resolving difficulties and obstacles related to projects and land.
Specifically for the Da Nang City Land Development Center, as of August 2025, the unit had generated 2,022 billion VND in revenue from land auctions and short-term land leases.
The land auction process is being geared towards creating opportunities to generate higher revenue from 2026 onwards, in order to meet the socio-economic development requirements of the city.
"The large land plots and resettlement land parcels that the Da Nang City Land Development Center is coordinating to auction from now until the end of 2025 are expected to generate revenue for the city's budget in 2026," said Mr. Vo Nguyen Chuong.
According to the Da Nang City Tax Department, in the first eight months of 2025, revenue from land-related sources (land lease, water surface lease, land use fees, etc.) in the city reached only VND 5,063 billion, achieving 63.5% of the projected target and increasing by 95.2% compared to the same period in 2024.
In addition, there is 338 billion VND in land lease fees that are currently under renewal. Including these renewed land lease fees, the total revenue from land in Da Nang city in the first eight months reached 5,401 billion VND, achieving 67.8% of the projected target and increasing by 104.8% compared to the same period last year.
In order to achieve and surpass the targets set for 2025 in state budget revenue collection in Da Nang city, including revenue from land, in the remaining months of the year, Da Nang City Tax Department will focus on reviewing all projects that are currently being provisionally assessed and collected for land lease fees and land use fees...
From there, proactively coordinate with specialized departments and agencies in the area to advise the City People's Committee to issue decisions on land prices, serving as a basis for the tax authorities to notify investors of their financial obligations regarding land and to promptly collect any outstanding amounts into the state budget.
At the same time, continue to implement management and exploitation measures to increase revenue from land and combat budget revenue losses in the real estate business sector.
