The amendment and supplement of a number of articles of the 2013 Constitution also aims to implement the Party's policy of streamlining the apparatus and organizing two-level local governments, which has received public consensus. However, many experts note that necessary solutions are needed to prevent the management apparatus from being overloaded with tasks and lacking management capacity due to the concentration of functional units.
