BHG - Over the past 10 years, since the Central Party Secretariat issued Directive No. 47-CT/TW in 2015 on "Strengthening the Party's leadership over fire prevention and fighting work," with the highest spirit and responsibility, the province has persistently and diligently built a solid all-people fire prevention and fighting posture, meeting the requirements of protecting the safety of people's lives and property, and effectively serving the socio-economic development goals of the locality.

Immediately after Directive No. 47 was issued, the Provincial Party Committee promptly concretized the directive's content through important documents; the Provincial People's Committee issued implementation guidelines; and the Party Committee and leaders of the Provincial Public Security Department proactively developed fire prevention and control programs suitable to the practical situation of the mountainous province. This content was integrated into the province's annual socio-economic development plan and followed the principle of prevention from early on, from afar, and from the grassroots. Fire prevention and control was identified as an urgent, regular, and long-term task, closely linked to protecting the lives and property of the people.

One of the most notable achievements in implementing Directive No. 47 is the dissemination and education of fire prevention and control laws. From 2015 to 2025, the entire province organized 559 awareness campaigns and 104 training courses at the grassroots level, attracting nearly 140,000 participants, including citizens, students, and officials. Thousands of leaflets, handbooks, banners, and posters were widely distributed to every village and hamlet. The Provincial Police collaborated with the Ha Giang Newspaper to publish 594 news items and 106 feature stories on television, radio, print, and online media.

Furthermore, districts, cities, and numerous agencies, units, and schools have organized diverse and engaging competitions to learn about fire prevention and control laws; the "Fire Prevention and Control Broadcasting Golden Hour" program; mobile parades, etc. Simultaneously, they have promoted the use of social media platforms such as Facebook, Zalo, and the Public Service Portal to disseminate fire prevention and control knowledge, enabling people to access information quickly and conveniently. The creative content and methods of in-depth and practical propaganda have contributed to changing people's awareness and behavior regarding fire prevention and control.

The "All People Participate in Fire Prevention and Control" movement has been strongly implemented, creating consensus among people from cities to remote areas. To date, the province has 1,780 grassroots fire prevention and control teams with 15,499 members; and 2,071 civil defense teams with 19,329 members. Each residential area, village, and hamlet has established at least one on-site fire prevention and control team, operating according to the "four on-site" principle, including on-site personnel, equipment, command, and logistics. All 11 districts and cities maintain and expand 408 exemplary models such as: "Safe Neighborhood Fire Prevention and Control Teams"; "Safe Residential Areas"; "Four on-site, Golden Time"; and "Public Firefighting Points".

Typically in Tan Trinh commune (Quang Binh district), all 10 villages have established "Fire Safety Neighborhood Teams" that operate effectively in residential areas, markets, and schools. Each team has 7-10 members and is equipped with fire extinguishers, alarm horns, flashlights, and megaphones. Members are trained and practice simulated fire fighting scenarios, ensuring they are not caught off guard in emergencies. Businesses and manufacturers dealing with flammable and explosive materials have signed commitments to implement fire safety measures. Notably, the commune's "Fire Safety Neighborhood Team" won first prize at the provincial-level fire safety and rescue competition in 2024.

Mr. Nguyen Van Dinh, from Ta Ngao village, Tan Trinh commune, shared: “Through experience and practice, I have become proficient in using on-site fire-fighting equipment and tools to disseminate and replicate fire safety measures in my family and community. Nearly two years ago, a short circuit occurred in the central market area of ​​the commune due to heavy rain. The village's 'Fire Safety Inter-Household Team' promptly cut off the power and used fire extinguishers to put out the fire, preventing it from spreading.”

Along with building the movement, from the provincial to the district and city levels, the police, militia, and youth union have proactively coordinated to organize practical drills to handle situations such as forest fires, market fires, and house fires. In the past period, the province has also allocated over 13.4 billion VND from the budget to invest in and purchase modern fire fighting and rescue equipment. Currently, 40 fire hydrants have been installed in streets, residential areas, and newly built urban areas.

According to statistics, from 2015 to the present, the province has experienced 454 fires and 14 explosions, resulting in 22 deaths and 19 injuries. Estimated damage exceeds 102 billion VND. The main causes of fires are electrical system and equipment malfunctions and carelessness in the use of fire and heat. The majority of fires occurred in urban areas, accounting for 81.2% of the total number of incidents. This demonstrates the diverse risks from fire and explosion hazards, requiring timely prevention, control, and response measures to minimize damage to people and property, contributing to social safety and order.

Lieutenant Colonel Mai Van Thuc, Head of the Fire Prevention and Rescue Police Department of the Provincial Police, affirmed: “Over the 10 years of implementing Directive No. 47, the Fire Prevention and Rescue Police force has accumulated many valuable lessons. First and foremost, the decisive and coordinated involvement from Party committees and authorities at all levels is the key factor. Taking prevention as the foundation and organizing local forces well is the basis for fire prevention activities. In the next phase, the unit has identified key tasks to seriously and effectively implement the directives from the Central Government and the province on fire prevention. These include innovating propaganda, strengthening grassroots fire prevention forces and civil defense; increasing inspections and strictly handling violations of fire safety; applying technology and digital transformation in fire and explosion management and monitoring; and organizing drills suitable for the mountainous terrain.”

Together with the core force of the Fire Prevention and Rescue Police, every citizen, neighborhood, village, and hamlet is becoming an "extended arm," helping to make fire prevention and control work increasingly effective, for the peaceful lives of the people and for the sustainable development of the province.
