
" Going from street to street , knocking on every door " for the people .
These days, on many streets and residential areas in Thanh Hoa, the sight of police officers , commune officials, bank employees, and social insurance staff carrying computers, phones, and documents to each household has become familiar. From early morning to late afternoon, working groups are present at village cultural centers, residential areas, or directly at each house to guide people in opening bank accounts and integrating social security information into the VNeID application. For the elderly, war veterans, social welfare beneficiaries, or pensioners, all procedures are supported on the spot to make the transition to the new payment method smoother.
In Dong Son ward, a locality with a large number of beneficiaries of social welfare policies, implementation has been carried out from the very beginning. To achieve the goal of 100% of residents having bank accounts and linking social welfare accounts with VNeID, the ward has established 8 working groups with 128 police officers and People's Committee officials participating.
Each team is responsible for a residential area, directly assisting residents in completing the necessary procedures. Besides opening accounts and integrating data, the teams also spend a lot of time answering questions related to the new method of receiving subsidies. Lieutenant Colonel Nguyen Dang Tung, Deputy Head of Dong Son Ward Police, said that the biggest difficulty currently is that the majority of beneficiaries are elderly people who have been accustomed to receiving cash for many years, so they are still hesitant to use bank accounts.
Many people are concerned about managing accounts, using cards, or the distance to transaction points. Therefore, along with technical support, the police and local authorities are stepping up propaganda efforts to help them understand the benefits of cashless payments. "We are determined to make people understand, trust, and voluntarily participate. When awareness changes, implementation will be much smoother," shared an officer in the task force.
As one of the people who recently received assistance in setting up a social security account, Ms. Doan Thi Hong from Ngoc Lo 2 residential area said that previously her family hadn't really considered receiving benefits through a bank account. After receiving on-site guidance, she realized this was the optimal method. "With elderly people in the family, going to collect the money each time was quite difficult. Now that it's transferred to the account, it's much more convenient and secure," Ms. Hong shared.
Not only in Dong Son, but the implementation is being accelerated in many localities throughout Thanh Hoa province. In Dong Quang ward, local police teams, in coordination with neighborhood committees and banks, have organized numerous mobile registration points right in residential areas. Residents can complete the procedures quickly without having to travel far. For those who have never used banking services before, officers provide step-by-step guidance from opening an account to verifying information. For the elderly or those unable to travel, the procedure of authorizing relatives to receive payments on their behalf is also supported and carried out according to regulations.
Mr. Le Dinh Ty, a resident of Phu Binh village, said that his mother is a retired teacher over 80 years old. Transferring her pension to her children's and grandchildren's accounts to receive it on her behalf has significantly reduced the family's travel time and ensured greater safety for the elderly.
As social security enters the digital age
Bringing social security policies to a digital platform is not simply a change in payment methods, but also a step in the process of building a digital government, a digital society, and digital citizens.
Mr. Tran Thanh Ha, Deputy Head of the Organization and Administration Department of the Thanh Hoa Provincial Social Insurance, said that in the six wards directly managed by the provincial Social Insurance agency, more than 20,000 people have not yet received their benefits via bank accounts. This is a significant number, as the majority of beneficiaries are elderly people with limited access to technology. However, with the coordination of the social insurance sector, the police, local authorities, and banks, the implementation progress is being accelerated.
In Dong Quang ward, the goal of completing 100% of the conversion of pension and social insurance benefit payments to bank accounts is set before June 15, 2026. The locality currently has nearly 6,900 people eligible for social security benefits; of which more than 4,480 have received cashless benefits, reaching approximately 65%. In the coastal commune of Hoang Thanh, the last days of May marked the peak of the implementation period. Mobile support points were set up from the commune's People's Committee headquarters to the village cultural centers. Many officials worked through lunchtime and even took advantage of the evenings to complete a large volume of work in a short time. The locality implemented the program in a phased manner, moving from residential area to area; working groups provided support at designated points and visited the homes of the elderly, people with disabilities, and other special policy beneficiaries. Many people working far from home also took the opportunity to return to the locality to complete the necessary procedures.
By the afternoon of May 31st, Hoang Thanh had processed 335 out of 376 cases of war veterans and their families, achieving over 89%; the social welfare and pension groups reached over 76%. These results show that the payment of social security benefits through bank accounts integrated with VNeID is gradually becoming a reality. People no longer have to wait or travel multiple times to receive their benefits as before, while also reducing the risks associated with cash payments.
Behind the ever-increasing numbers are images of officials diligently going to each residential area and each household to guide and support the people. Through these concrete actions, social welfare policies are being accessed in a more convenient, transparent, and accessible way, closer to the lives of the people.
