On the main section of the Quang Ngai - Hoai Nhon expressway passing through Quang Ngai, there are still some sections with land acquisition issues, mainly involving newly arising land areas of over 23 hectares.
Only 12% of the newly acquired land area has been cleared.
Observations along the Quang Ngai - Hoai Nhon expressway section passing through Quang Ngai province show that the outstanding issues from the end of October related to the lighting pole system, telecommunications cables, etc., have been largely resolved.
The contractor has brought in heavy machinery and personnel to access the construction site to begin work.
The intersection of the highway access road to National Highway 1, passing through Nguyen Nghiem ward, Duc Pho town, still has some newly added land areas that need to be addressed.
At the point where the route intersects with Provincial Road 623B, which was previously considered a "bottleneck" in terms of land acquisition, most of the power poles and power lines have been removed. The cleared site has been handed over to the contractor for construction.
Despite the rainy season, construction work on the bridge abutments, water channels, connecting roads, etc., is still progressing actively.
However, some new and old problems have not been fully resolved. For example, the construction of irrigation canals for restoration purposes has been interrupted due to obstruction by local residents.
At the section passing through Km 5+100, although the contractor has completed the roadbed and backfilling with K95 soil, the power lines after the meter of Tien Thang General Livestock Trading and Service Company Limited still run across the project.
Representatives from the Quang Ngai Provincial Project Management Board for Investment and Construction of Transportation Projects stated that most obstacles have been resolved. The remaining issues mostly involve residents who have received compensation but are still obstructing the process or filing complaints.
The power line after the meter at Km 5+100, passing through Hanh Thuan commune, Nghia Hanh district, has not yet been relocated.
Furthermore, during the project implementation, the need to add access roads, local roads, flood control solutions, rest stops, and auxiliary facilities increased the area requiring compensation and land clearance by more than 23 hectares. To date, only about 12% has been cleared.
According to Ngo Van Dung, Director of the Quang Ngai Provincial Project Management Board for Investment and Construction of Transportation Works, the delay in land handover is due to the fact that only Nghia Hanh district and Duc Pho town have completed the specific valuation of agricultural land. Mo Duc and Tu Nghia districts have not yet finished. This has led to little progress in approving compensation plans for the additional land area.
Representatives of the Quang Ngai - Hoai Nhon expressway construction contractor said that, basically, after receiving the land, the units have accelerated construction, including embankment, access roads, etc.
The remaining land area needs to be handed over to ensure smooth construction, especially at the beginning of the route.
The contractor is focusing on bridge and culvert construction along the route, especially as the rainy season is approaching.
Speaking to Giao Thong Newspaper, Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh said that he will work with the households and find solutions to ensure the contractor has access to the land for construction, thus ensuring the project's progress.
"During the construction of the Quang Ngai - Hoai Nhon expressway, if the contractor needs coordination with the local authorities, the district will always stand by the contractor and focus on directing the resolution of any obstacles. We will not allow land acquisition issues to affect this key national project," Mr. Vinh said.
Urgently issue land prices as a basis for determining compensation rates.
Regarding the additional land area that falls outside the district-level land use plan, the Quang Ngai Provincial People's Committee stated that it has submitted a report to the Prime Minister requesting approval to adjust and supplement the unsuitable area into the plan. After receiving a response from the Government, the province will definitively resolve the outstanding issues regarding land handover to the contractor.
According to Ngo Van Dung, Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, to resolve land acquisition issues, the unit has requested the Provincial People's Committee to direct localities to urgently issue specific land prices to serve as a basis for compensation pricing; and to promptly approve land use planning to implement land clearance, land acquisition, and handover to investors and construction contractors.
It is known that the total area of land to be acquired and cleared for the main route of the Quang Ngai – Hoai Nhon expressway through Quang Ngai province is 494 hectares.
A total of 5,743 households were affected, of which 723 households required resettlement; 5,000 graves were relocated. Regarding infrastructure, 8 high-voltage 220kV and 110kV power lines were relocated; 145 medium-voltage 35kV and 22kV power line poles were moved; and 414 low-voltage 0.4kV power line poles were relocated.
At a recent meeting concerning key projects and works, Vice Chairman of the Quang Ngai Provincial People's Committee Tran Phuoc Hien stated that the province has committed to the central government regarding compensation and land clearance, and has proactively secured material sources for the construction of the Quang Ngai - Hoai Nhon expressway, and will therefore focus on implementation.
Quang Ngai province is urgently addressing outstanding land-related issues to hand over the land to the contractor, especially the additional area.
Accordingly, Mr. Hien requested that all sectors and localities take stronger and more decisive action to definitively resolve obstacles related to the relocation of technical infrastructure, land, irrigation works, etc.
"The People's Committees of Tu Nghia, Mo Duc, and Nghia Hanh districts are urgently disseminating information and mobilizing people in the affected areas to hand over the land and not obstruct construction."
"At the same time, expedite the approval of specific land prices, which will serve as the basis for approving compensation plans for the newly adjusted and supplemented agricultural land areas," Mr. Hien instructed.
The Quang Ngai - Hoai Nhon Expressway is one of 12 component projects of the North-South Expressway that commenced construction in early 2023. This project has the largest investment capital, exceeding 20,400 billion VND, spanning two provinces, Quang Ngai and Binh Dinh, with a length of 88km.
To date, the project has accumulated approximately VND 6,200 billion out of a total construction capital of over VND 13.4 trillion. Specifically for 2024, the planned capital allocation for the construction phase of the project is over VND 4,000 billion, of which approximately VND 2,800 billion has been disbursed so far, reaching over 68% of the plan.
