Previous terms typically included three reports: the political report, the socio-economic report, and the Party building report. However, in this term, the Politburo unanimously agreed to integrate the three reports into a single political report, accompanied by appendices.
The necessary integration

This is not a piecemeal compilation; this general political report clearly and systematically presents its content across all three main aspects: political, socio-economic , and Party building.
Such integration also helps in providing a comprehensive, systematic, and consistent overview within a single report, instead of having to search through different reports when reading one.
At the same time, it avoids the potential duplication between reports that occurred previously.
More importantly, in recent times, there has been a reality that quite a few officials, even leading officials, are very reluctant to read documents, or even if they do read them, they don't fully grasp the essence of the information.
Therefore, the Politburo 's perspective in this term's document is to write concisely, clearly, easily understandable, easy to remember, and easy to implement, which will facilitate access and implementation for leaders and managers from central agencies to provinces, communes, and especially the people.
It is important to understand that the ultimate goal of the document is implementation, so consolidating the reports is a very correct policy aimed at clearly expressing the Party's viewpoints, policies, and guidelines in a focused, unified, and implemented manner...
Focus on implementation.
Another noteworthy new aspect is the significant innovation and improvement in the implementation process – a stage previously often considered limited or weak.
Accordingly, this time, along with the draft political report, the draft resolution of the congress also includes the draft action program of the Central Committee to implement the congress resolution.
The action plan outlines important, strategic tasks, projects, and initiatives for the period 2026-2030. It also assigns specific responsibilities, clearly defines resources, timelines, and necessary conditions for implementation.
For example, in establishing a new economic growth model, restructuring the economy, and promoting industrialization and modernization, the draft action program has outlined many important tasks.
This includes building and implementing a comprehensive plan to establish a new growth model, restructure the economy, and use science and technology, innovation, and digital transformation as the main driving forces.
Develop and implement a plan to build an independent and self-reliant economy linked to proactive international integration; focus on improving the production capacity of a number of strategic industries, moving towards self-reliance, self-sufficiency, and self-strength in science and technology...
Similarly, effective resource management and utilization, environmental protection, and proactive adaptation to climate change also present many requirements. For example, the development and implementation of a plan to fundamentally address air pollution in Hanoi and Ho Chi Minh City...
Furthermore, with regard to strongly promoting the role of the people as the main actors, socialist democracy, and the strength of national unity, the action program also clearly outlines the tasks that need to be implemented.
This includes building mechanisms and policies to effectively implement the principle of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"...
The General Secretary has repeatedly emphasized that results should be the benchmark, and that they must be concrete, substantive, measurable, and quantifiable, rather than merely formal reports.
Therefore, such a specific and clear action plan serves as a crucial basis for Party committees, sectors, and localities to implement their assigned functions, tasks, and powers, contributing to the successful achievement of the goals set forth by the 14th Party Congress.
Clarifying the goals of the new era
Another important point is that the Party has determined that the 14th National Congress will mark a historic milestone, ushering in a new era. Therefore, the draft Political Report and other documents submitted to the 14th National Congress of the Party, which were open for public consultation, have clearly outlined the goals of this new era.
In particular, the draft sets out goals to aim for two centenary milestones: 2030, marking the 100th anniversary of the Party's founding, and 2045, marking the 100th anniversary of the nation's founding.
Specifically, this means maintaining a peaceful and stable environment; achieving rapid and sustainable national development and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; and successfully realizing the goal of becoming a developing country with modern industry and high middle income by 2030.
Realizing the vision of becoming a developed, high-income country by 2045 for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.
The plan sets specific targets, striving to achieve an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030, and a GDP per capita of approximately US$8,500 by 2030…
Building and improving institutions
Achieving that goal requires a series of innovations, especially institutional reforms. Therefore, this document includes a separate section on perfecting institutions to serve development goals.
At the same time, the draft emphasizes the need for continued strong innovation and breakthroughs to soon complete the comprehensive institutional framework for the development of a socialist-oriented market economy with state management, under the leadership of the Party.
Building and perfecting appropriate institutions to establish a new growth model, restructure the economy, promote industrialization and modernization, with science, technology, innovation, and digital transformation as the main driving forces.
Developing the state-owned economy effectively, truly playing a leading role in ensuring major balances, guiding and orienting strategies; developing the private economy as the most important driving force of the economy...
Notably, the draft also adds environmental protection as a crucial, vital, and central element linked to socio-economic development.
In addition, the requirement to develop human culture is fundamental, strengthening national defense and security and supplementing foreign policy content are crucial and ongoing...
