Cultural and tourism events... boost the growth of the service sector.

According to the Provincial Statistics Department, in 2021, the growth rate reached 4.41%, of which the agriculture, forestry, and fisheries sector increased by 4.42%, accounting for 28.98% of the economic structure; the industry and construction sector increased by 7.32%, accounting for 15.71% ; and the service sector had a growth rate of 3.46%, accounting for 52.22%.

In 2022, the growth rate reached 5.88%, of which the agriculture, forestry, and fisheries sector increased by 3.84%, accounting for 29.05% of the economic structure; the industry and construction sector increased by 6.61%, accounting for 16.04%; and the service sector increased by 6.80%, accounting for 51.48%.

In 2023, the estimated growth rate was 6.33%, of which the agriculture, forestry, and fisheries sector increased by 3.45%, accounting for 27.77% of the economic structure; the industry and construction sector increased by 9.16%, accounting for 16.37%; and the service sector increased by 7.13%, accounting for 52.89%.

In 2024, the growth rate is estimated at 6.35%, of which the agriculture, forestry, and fisheries sector increased by 4.12%, accounting for 26.51% of the economic structure; the industry and construction sector increased by 9.60%, accounting for 17.70%; and the service sector increased by 6.42%, accounting for 52.91%.

The province's economic scale is expanding, and the production capacity of all sectors is growing despite facing many difficulties and challenges. By 2025, the province's economic scale is estimated to reach VND 21,071 billion, 1.53 times higher than in 2021 (VND 13,745 billion) and 3.45 times higher than in 2016 (VND 9,172 billion).

The per capita GRDP at current prices increased from VND 42 million in 2021 to VND 57 million in 2024 and is estimated to reach VND 63 million per person in 2025. During the period 2021-2025 , the per capita GRDP is estimated to reach VND 52 million per person, increasing by VND 4.2 million per person annually, which is VND 1.4 million higher than the 2016-2020 period ( an average increase of VND 2.8 million per person per year over the entire period).

The economic structure by sector continues to shift positively and in the right direction, increasing the proportion of services and industry-construction, while decreasing the proportion of agriculture, forestry, and fisheries. Specifically: The proportion of the agriculture, forestry, and fisheries sector decreased from 28.89% in 2021 to 26.51% in 2024 and is estimated to be 25.4% in 2025; the industry-construction sector increased from 15.71% in 2021 to 17.7% in 2024 and is estimated to be 18.4% in 2025; the service sector was 52.22% in 2021, 51.84% in 2022; is estimated to reach 52.91% in 2024 and is estimated to reach 53.3% in 2025.

Although the province's economy continues to be stable and developing, according to the Provincial Statistics Department, the economic growth rate has not yet reached the set target. The pace of economic restructuring remains slow and its quality is not high. While the industrial sector has a relatively high growth rate, its scale is still limited, failing to attract large-scale enterprises. The processing industry, especially the high-tech industry, faces difficulties due to the lack of effective investment in the market for goods and services, and the province's strengths (tourism services, forestry, cultivation and processing of local specialty fruits, wood processing, mining and mineral processing). Although the province's economic structure is shifting in a progressive and positive direction, it generally remains largely unchanged from its traditional sectoral structure, with a relatively high proportion of the material production sector in general and the agriculture, forestry, and fisheries sector in particular.

The Resolution of the 12th Provincial Party Congress sets the target for the average economic growth rate over the next 5 years (2021-2025 ) at 6.5% per year for GRDP, including a 4.2% per year growth rate for agriculture, forestry, and fisheries; a 9.2% per year growth rate for industry and construction (with an estimated 12.0% growth rate for industry and 7.5% for construction); and a 6.8% per year growth rate for the service sector.

Compared to the targets set in the Resolution of the Party Congress for the 5-year socio-economic development plan 2020-2025, some indicators are still at a low level, and the tasks remaining for 2025 are very challenging, especially the economic growth target. In the four years (2021-2024), the average annual GRDP growth rate only reached 5.74%. To achieve the target set for the 5-year plan 2021-2025 of an average annual growth of 6.5-7%, the growth rate in 2025 must reach 9.5%. This requires extraordinary efforts from all levels and sectors to comprehensively fulfill the socio-economic development plan targets for 2021-2025 as set by the 12th Provincial Party Congress.

To achieve high and sustainable economic growth targets and increase per capita GRDP in the 2026-2030 period, it is necessary to promote economic restructuring in the following order of sectors with high proportions: (1) Service sector; (2) Industry and construction sector; (3) Agriculture, forestry and fisheries sector.

According to the Provincial Statistics Department, focus should be placed on 10 solutions to promote economic restructuring and the transformation of the province's growth model in the period 2026-2030:

(1) Review existing policies, based on the actual situation and needs, propose to the Government to issue and proactively issue new policies in industrial development within the authority to promptly amend and supplement to ensure synchronization, effectiveness, and conformity with the provisions of law and the practical conditions of the province.

(2) Continue to reform administrative procedures, apply information technology to reform administrative procedures in sectors under state management, and propose the cancellation of administrative procedures that are not in line with actual conditions.

(3) Continue to review, adjust and supplement planning and complete all types of planning for economic sectors and production facilities in accordance with the province's structural transformation.

(4) Prioritize the development of agriculture and forestry, strongly shifting towards concentrated commodity production with large output; gradually apply high technology to the production of some crops with potential and strengths of the province; develop agriculture and rural areas in conjunction with building new rural areas.

(5) Maintain existing industrial facilities, promote the attraction of businesses to develop high-quality processing industries, innovate technology, increase product value and reduce environmental pollution. Strongly develop agricultural and forestry processing industries, with wood processing, medicinal plants and forest products as the focus. Invest in developing infrastructure in industrial zones and clusters to attract investors. Have policies to support businesses in technological innovation, policies to support the development of processing industries, and policies to support human resource development. Plan well the raw material areas serving the forest product processing industry. Prioritize the allocation of public investment capital to develop infrastructure serving industry. Promote business support and investment promotion activities in the area to gradually increase the proportion of the industrial sector in the economic structure.

(6) Planning to form economic zones based on the potential and advantages of the region. For the Ba Be Lake tourist area, which is a precious gem of Ba Be National Park as well as of the province, it is necessary to focus on mobilizing resources to build infrastructure to attract large-scale investment in tourism services and synchronized tourism; diversify and improve the quality of tourism types (ecological, community tourism, cultural - spiritual, adventure sports, entertainment). Develop tourism service products such as food, accommodation, guidance, transportation, and shopping. Continue to effectively exploit and promote local festivals and the Culture - Tourism Week. Exploit the value of recognized tourist spots, historical relics, and scenic spots.

(7) Complete the Bac Kan Provincial Planning according to the provisions of the Planning Law. Strengthen the mobilization of non-state capital to participate in the investment and development of infrastructure, especially industrial park and cluster infrastructure. Improve the efficiency of using state budget investment capital. Public investment capital should be concentrated on completing and accelerating the implementation of national target programs and important provincial projects, implementing projects with regional connectivity; prioritize state budget investment capital for high-tech agriculture, forest product processing industry and tourism.

(8) Prioritize the development of science and technology; promote research and application of advanced scientific and technical advancements in production practice to improve productivity and product quality, especially products under the OCOP Program of the province.

(9) Strongly, decisively, and effectively implement solutions to improve the Provincial Competitiveness Index (PCI). Strongly improve the investment and business environment, focusing on improving the responsibility of officials and civil servants directly performing administrative procedures; improve the quality of handling administrative procedures for businesses and investors; continue to review and shorten the time for handling administrative procedures.

(10) Focus on effectively implementing trade promotion programs, promoting the development of digital economy, green economy, new and effective business models, focusing on effective export solutions, maximizing potential markets, implementing solutions to promote the disbursement of public investment capital, especially key projects of the province, especially important transportation infrastructure, promoting investment resources, effectively attracting private sector resources, solutions to promote state budget revenue in the province…/.
