The flower market is bustling, and traffic is flowing smoothly.
As of the afternoon of the 28th day of the Lunar New Year, flower markets in the ward were still bustling with buyers and sellers. At the spring flower markets on Nhue Giang, Nguyen Trai, and Van Phuc streets, the ward's police force was regularly deployed to regulate traffic and remind those encroaching on the road and sidewalks. Flower vendors operating on the road were promptly informed and reminded; those who deliberately violated the regulations would be subject to administrative penalties. Thanks to these efforts, despite the high volume of people and vehicles in the days leading up to Tet, traffic congestion did not occur.
According to Mai Thi Kim Hong, Chief of the Office of the People's Committee of Ha Dong Ward, the People's Committee of the ward has organized spring flower markets to serve the Lunar New Year of the Horse 2026 at 9 locations, meeting the shopping, sightseeing, and entertainment needs of the people during Tet. The flower market locations are arranged according to the approved plan, ensuring requirements for urban order, traffic safety, fire prevention and control, and environmental hygiene; the goods are abundant and diverse, mainly flowers, ornamental plants, and products for Tet.
Besides organizing the flower market, the People's Committee of the ward also directed relevant units to coordinate in promoting, decorating, and beautifying the urban area; and organizing cultural, artistic, and sports activities to celebrate the Party and the Spring Festival in residential areas and neighborhoods. As a result, the spring atmosphere spread evenly, from the central streets to every small alley and residential area.
To continue creating a joyful and exciting atmosphere during the New Year's transition, the People's Committee of the ward is organizing a New Year's Eve cultural performance to welcome the Year of the Horse 2026 on the evening of February 15th (28th day of the 12th lunar month), promising to bring the people a warm and unifying evening.
The streets are bright and beautiful, and the environment is well-preserved.
In response to the movement to celebrate Tet in a civilized manner, organizations, units, individuals, and families in the ward enthusiastically participated in general environmental sanitation and beautifying the neighborhood. The Party Committee and People's Committee of the ward directed the hanging of banners, slogans, billboards, and flags to welcome the Tet holiday at the headquarters of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of the ward, as well as along the streets and residential areas, creating a joyful, solemn, and vibrant atmosphere.

Urban decoration and lighting projects are being implemented synchronously along roads and public areas, focusing on key routes such as Quang Trung, Tran Phu, Phung Hung, Nguyen Trai, Le Hong Phong, Ngo Thi Nham, and many central areas. The decorative and artistic lighting systems contribute to making the city look more elegant, bright, and beautiful during the Spring season.
Simultaneously, the maintenance of greenery, lighting systems, and environmental sanitation is carried out regularly. Household waste and waste generated at flower markets and residential areas are collected and transported promptly; personnel and vehicles are deployed and assigned in shifts appropriately during Tet to ensure urban aesthetics.
Mr. Nguyen Tuan Anh, a worker at Ha Dong Urban Environment Joint Stock Company, who cleans the Van Quan urban area, said that there are 19 people in charge of environmental sanitation in this urban area. The company mobilizes 100% of its workforce, dividing them into shifts to ensure the environment is cleaned thoroughly every day. From the 20th day of the 12th lunar month until now, the amount of household waste has increased dramatically. While the amount of bulky waste has decreased compared to last year, a significant amount is still generated. On average, about 4 garbage trucks come to transport waste to landfills each day, equivalent to tens of tons of garbage.
"On New Year's Eve, there will be fireworks in this area. We hope that people who come to celebrate New Year's Eve and watch the fireworks will be more mindful of keeping the environment clean and beautiful so that sanitation workers have less work to do," shared Mr. Nguyen Tuan Anh.
Proactively address shortcomings and ensure overall safety.
In reality, some flower markets still have shortcomings such as: the arrangement of flowers and ornamental plants is not neat, encroaching on sidewalks and roads in some areas; electrical connections and the arrangement of goods are not truly orderly; and in some areas, vehicles still stop and park freely, affecting traffic safety and urban aesthetics.
According to Nguyen Huu Hien, Vice Chairman of the People's Committee of Nguyen Huu Hien Ward, to promptly address the issue, the Ward People's Committee has assigned the Department of Economy , Infrastructure and Urban Planning to strengthen inspections, guidance, and reminders to households operating the spring flower market to comply with the scope and content of their permits; ensure electrical safety, fire prevention and control, environmental hygiene, and urban aesthetics; and coordinate the handling of violations according to regulations. The Ward Investment and Infrastructure Project Management Board has also increased personnel and vehicles for collecting and transporting waste generated at the flower market locations, ensuring the area remains clean.
By the afternoon of the 28th day of the Lunar New Year, the management and organization of the spring flower market in the ward were basically ensured; existing problems were rectified, preventing the emergence of "hot spots" regarding environmental hygiene, traffic safety, or urban aesthetics.
Regarding ensuring traffic order and safety, the People's Committee of the ward has directed functional forces to strengthen propaganda, guidance, inspection, and handling of violations. Before Tet, functional forces were deployed on roads and areas at risk of traffic congestion, especially in the spring flower market area, cultural and religious activity points, and densely populated residential areas; proactively regulating traffic and guiding people to participate in traffic safely.
Previously, on February 14, 2026, the People's Committee of the ward held a conference to implement tasks before, during, and after the Lunar New Year of the Year of the Horse; directing the Department of Culture and Social Affairs to review and fully and promptly implement policies for people with meritorious services to the revolution, social welfare beneficiaries, and people with difficult circumstances... so that all citizens can celebrate the New Year happily, warmly, and peacefully, and no one is left behind.
The security and social order situation in the ward is basically stable; fire prevention and control are ensured; and the forces maintain strict duty rosters, protecting key targets.
Amidst the vibrant spring colors of flower markets, brightly lit streets, and the proactive and responsible efforts of the authorities along with the awareness of the people, Ha Dong ward is entering the transition into the new year with a joyful, warm, and safe spirit - a spring full of meaning and affection.
