The auction will be held in 2025, starting in the second quarter and divided into two phases. Mines included in this year's auction plan that are not auctioned, are unsuccessful, or have outstanding issues will be transferred to auction for mineral exploitation rights in subsequent years.
The purpose of the auction is to manage, exploit, and utilize mineral resources rationally and economically, to maximize mineral potential, and to attract investment in efficient resource exploitation to increase budget revenue. In addition, it aims to meet the demand for construction materials to serve socio -economic development.
This is the second year that Ha Giang province has organized an auction for mineral exploitation rights. Previously, from September 30th to October 2nd, 2024, the Ha Giang Provincial Auction Service Center held an auction for mineral exploitation rights at 12 quarry sites (stone, sand, and gravel).
As a result, all mining sites were successfully auctioned off, generating a total bid of approximately 600 billion VND. However, the winning bids for some sites attracted public attention because the winning prices were significantly higher than the starting prices.
The Department of Agriculture and Environment of Ha Giang province conducted a review and assessment and identified 7 quarries of stone and sand/gravel where the winning bids were many times higher than the starting price (the lowest increase was 20.1 times and the highest was 80.15 times).
Following the directive from the People's Committee of Ha Giang province to the Department of Agriculture and Environment, the Department of Justice, and the Provincial Police to review the files and implementation related to the auction of mineral exploitation rights, many businesses and cooperatives that won the auction have forfeited their deposits.
