Hanoi denies information about planning tunnel through West Lake

Hanoi City affirms that there is no policy, direction or planning orientation related to the construction of an underpass through West Lake connecting Tu Lien Bridge to Van Cao Street.

Recently, some social networking sites and newspapers have posted information related to a statement proposing the idea of building a tunnel across West Lake to connect Tu Lien Bridge to the inner city. However, this information was quickly denied by Hanoi authorities.

Hanoi City affirms that there is no policy, direction or planning orientation related to the construction of a tunnel through West Lake.

Mr. Phan Truong Thanh, Head of the Finance and Investment Department, Hanoi Department of Construction affirmed: “Up to now, Hanoi has not had any policy or direction related to supplementing the planning or investing in the construction of a tunnel across West Lake. All planning projects that have been and are being approved do not mention this content.”

According to Mr. Thanh, Decision No. 1668/QD-TTg of the Prime Minister issued on December 27, 2024 on approving the adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, has absolutely no direction to build a tunnel, bridge or any traffic works going through West Lake to connect Tu Lien Bridge with Van Cao Street.

Any additions or adjustments to the planning, if any, must be based on the overall urban structure, assessing the comprehensive impact from history, culture to the ecological environment, especially with a special space like West Lake, which carries symbolic value and cultural identity of Hanoi.

According to the Hanoi Department of Construction, the city is currently focusing resources on implementing 7 major bridges across the Red River, including: Hong Ha, Me So, Tu Lien, Ngoc Hoi, Tran Hung Dao, Thuong Cat and Van Phuc. Of which, Tu Lien Bridge is the first project in the group of key bridges to start construction in May 2025, connecting Tay Ho district with Dong Anh district.

Tu Lien Bridge will connect with Au Co Street, approaching Ring Road 2. According to the capital's traffic orientation, this bridge plays the role of connecting inter-regions, not a route leading deep into the inner city. Building an additional tunnel across West Lake is unnecessary, especially in the context that Hanoi is promoting the use of public transport, reducing pressure on traditional transport infrastructure.

Mr. Phan Truong Thanh emphasized: “When studying planning, it is necessary to evaluate all factors: history, culture, nature and practical needs, not just from a technical perspective. With West Lake, a special cultural space of Hanoi, all infrastructure interventions must be carefully considered, ensuring harmony between development and preservation of heritage values.”

Hanoi City is currently implementing research on planning the Red River axis - one of the five major development axes according to the new planning to connect bridges, promote exploitation of riverside land, develop socio -economy and tourism. At the same time, by 2035, Hanoi aims to basically complete the urban railway system, shifting infrastructure development towards sustainability and modernity.

“Respecting planning is a vital principle in urban development management. We cannot disrupt the carefully approved, methodical planning structure that aims at the long-term future of the capital just because of a personal proposal or a temporary trend,” Mr. Thanh affirmed.
