Kinhtedothi - On December 29, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed Directive No. 15/CT-UBND on organizing the celebration of the Lunar New Year of the Year of the Snake 2025.
Accordingly, the Directive requires ensuring leadership and guidance in organizing and serving the people to celebrate the New Year and Spring Festival in a joyful, healthy, safe, and economical manner with the motto "everyone, every family has Tet" associated with promoting propaganda work to commemorate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), the 95th anniversary of the founding of the Hanoi City Party Committee (March 17, 1930 - March 17, 2025), and looking forward to the 50th anniversary of the liberation of the South and reunification of the country (April 30, 1975 - April 30, 2025), and the 80th anniversary of the founding of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
At the same time, it aims to create an atmosphere of enthusiasm and competitive spirit in work, labor, production, and study among officials and people of Hanoi right from the beginning of the year, determined to complete the socio -economic development plan for 2025, contributing to the successful implementation of the Resolution of the 17th Congress of the Hanoi Party Committee.

Ensuring traffic order and safety during the New Year and Lunar New Year holidays.
The People's Committee of Ho Chi Minh City assigns the Department of Industry and Trade to take the lead and coordinate with the Department of Transport, the City Police, and the People's Committees of districts, counties, and towns to meticulously and safely organize the Spring flower markets serving the Lunar New Year in the city, ensuring compliance with regulations on security and order, traffic safety, environmental hygiene, and fire prevention and control; and to closely inspect and monitor the electricity supply, with contingency plans to ensure sufficient electricity for production, business, and daily life of the people during the end of the year and the Lunar New Year.
The People's Committee of Ho Chi Minh City has assigned the Department of Transport to take the lead and coordinate with the City Police, relevant departments and agencies, and the People's Committees of districts, counties, and towns to organize a peak period to ensure traffic order and safety during the New Year and Lunar New Year (Year of the Snake); strengthen inspections of the implementation of declared transport fares, train fares, and bus tickets according to regulations, and resolutely handle all violations; focus on reviewing and directing the maintenance, repair, and rapid remediation of damaged or unusable roads, streets, and traffic lights.
Strengthen traffic flow management and organization to reduce accidents and congestion; ensure order and safety at bus stations, train stations, and ports, and strictly handle violations during the Tet holiday. Simultaneously, intensify inspections and address cases of illegal parking, improper lane usage, overloading, and exceeding passenger capacity; crack down on illegal and unauthorized parking areas, violations of service pricing regulations, and encroachment on road and sidewalk space. Inspect and urge construction units to restore sidewalks and roadways to ensure smooth traffic flow and environmental hygiene during the Tet holiday.
The Department of Culture and Sports is tasked with strengthening inspection and supervision of festival activities during the Lunar New Year, ensuring they are wholesome, in accordance with local customs, traditions, and living conditions. It will coordinate with relevant agencies and local authorities to promptly prevent negative practices and the exploitation of festivals for gambling and superstition. Furthermore, it will intensify efforts to promote and combat outdated customs, uncultured activities, extravagance, and wastefulness in spontaneous festivals.
The Department of Agriculture and Rural Development is developing a plan to launch the "Tree Planting Festival in Eternal Gratitude to President Ho Chi Minh" movement during the Spring of 2025, ensuring it is practical, economical, effective, and avoids ostentatious displays. It will also supervise, inspect, and guide the People's Committees of districts, counties, and towns in organizing the implementation of the plan for planting trees, caring for, protecting, and preventing forest fires from the beginning of 2025.
The Department of Labour, War Invalids and Social Affairs, in coordination with relevant departments, agencies, and organizations, and the People's Committees of districts, counties, and towns, will implement a plan to provide comprehensive care for the material and spiritual well-being of the people, especially those who have rendered meritorious services to the revolution, policy beneficiary families, families affected by storms and floods, people in difficult circumstances, and ethnic minorities.
Ensure absolute security for key targets and festival venues.
The People's Committee of Ho Chi Minh City has assigned the Department of Health to develop a plan to ensure disease prevention and control, and food safety during the Lunar New Year of the Year of the Snake 2025; to organize medical examination and treatment effectively; to direct hospitals and medical facilities to be on duty 24/7; to stockpile sufficient quantities of medicines, blood, intravenous fluids, medical supplies, equipment, chemicals, and vehicles to meet the needs of medical examination and treatment, especially to promptly handle emergency cases such as traffic accidents, injuries, and food poisoning...
The Department of Natural Resources and Environment will preside over and coordinate with relevant departments and agencies and the People's Committees of districts, counties, and towns to implement the Plan and guide districts, counties, and towns in ensuring environmental sanitation; strengthen direction and inspection of street sweeping, cleaning, and washing; collect, transport, and process waste in the city; and operate the city's centralized waste treatment facilities smoothly and safely. It will also coordinate with the Department of Construction to launch a movement to make the city "bright, green, clean, and beautiful," encouraging organizations, agencies, businesses, and the people to participate regularly.
The city police are developing plans and organizing specific, appropriate on-duty forces to ensure political security, order, and social safety for the people during Tet; ensuring absolute safety for key targets, festival venues, entertainment areas, and places with large crowds. They are coordinating with the Department of Transportation to strengthen forces and resources to implement decisive measures, including special contingency measures, to reduce traffic congestion, ensure safety, curb traffic accidents, and promptly alleviate congestion; prevent illegal racing; and promptly and strictly handle violations of traffic safety laws, especially those related to the use of alcohol, beer, and prohibited substances while driving.
Launch a concentrated campaign to prevent and combat crime and strictly handle cases of illegal transportation, storage, trading, and burning of firecrackers from now until the end of the Lunar New Year of the Year of the Snake 2025. Strengthen the prevention and control of the illegal trade and use of weapons, supporting tools, and explosives. Organize the elimination of complex security hotspots; Improve the registration of temporary residence and absence, especially in districts and densely populated areas; Prevent serious crimes from occurring, dismantle smuggling rings, counterfeit goods production and trading, drug trafficking, gambling, illegal lottery, prostitution, and superstition, and strictly handle violations according to the law.
In addition, coordinate with local authorities to strengthen the civil defense force in patrolling and guarding, preventing and strictly handling, in accordance with the law, acts of disturbing public order, theft, fraud, transporting prohibited goods, and other acts violating security, order, and social safety, ensuring order at traffic junctions.
