According to the Chairman of the Hanoi People's Committee, Tran Sy Thanh, Hanoi will begin construction on the Tu Lien Bridge project on May 19, 2025, followed by the Tran Hung Dao Bridge. The Ngoc Hoi Bridge project will commence as soon as the Prime Minister approves the investor.
Hanoi sets start date for the construction project of Tu Lien Bridge.
According to the Chairman of the Hanoi People's Committee, Tran Sy Thanh, Hanoi will begin construction on the Tu Lien Bridge project on May 19, 2025, followed by the Tran Hung Dao Bridge. The Ngoc Hoi Bridge project will commence as soon as the Prime Minister approves the investor.
For the Tu Lien Bridge Project and its approach roads, the total length is approximately 5.15km. The starting point connects to Nghi Tam Street (Tay Ho District), and the end point intersects with Truong Sa Street. The approach road on the West Ho side (elevated bridge and parallel road) is planned to be 48m wide; the approach road on the East Anh side is planned to be 60m wide. The total investment is VND 20,171.840 billion, funded by the City budget.
For the Ngoc Hoi Bridge Project, the total length of the Ngoc Hoi Bridge and its approach roads is approximately 7.5km; of which, the main bridge and approach roads are 7.2km long with a width of 33m; the approach road on the Hung Yen side is approximately 300m long with a width of 60m. Parallel roads will be constructed on both sides; the project's cross-section width will be 60-80m. The total investment is 11,844 billion VND, funded by the state budget.
The Tran Hung Dao Bridge Project has a total length of approximately 5.6km, starting at the intersection of Tran Hung Dao and Tran Thanh Tong streets (Hoan Kiem District) and ending at the intersection with Vu Duc Than street (Long Bien District). The approach roads at both ends of the bridge will have a cross-section width of 30m and a total length of approximately 2.25km (0.25km towards the city center and 2.0km towards Long Bien District). The total investment for the project is VND 15,967.238 billion, funded by the state budget.

Compared to the planned schedule, the approval of investment policies has been delayed by approximately 40 days. Therefore, the goal of commencing construction on the projects by May 19, 2025, will face many challenges.
To expedite progress, the Department of Transportation recommends that the City People's Committee promptly assign the Project Management Board as the investor to implement the next steps. At the same time, it proposes a special mechanism to shorten the time for appraisal, approval, and bidding, ensuring that land clearance reaches at least 50% before commencement and is completed in the second quarter of 2026.
According to Vice Chairman of the Ho Chi Minh City People's Committee Duong Duc Tuan, Tu Lien Bridge and Ngoc Hoi Bridge will be invested in under the EPC (Engineering, Procurement, and Construction) model, while Tran Hung Dao Bridge may apply the BT (Build-Transfer) model to mobilize social resources.
To expedite land clearance, the Hanoi People's Committee has agreed to immediately implement the resettlement component of the project, with a concentrated resettlement area located in Dong Anh district. Land plots with completed infrastructure will be repurposed to serve this purpose.
Emphasizing that bridge construction projects are a political task that needs to be started immediately, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the construction of three bridges across the Red River is an important "test" for Hanoi to achieve its growth target of over 8% in 2025.
Accordingly, the city will apply a special mechanism to expedite land clearance. If necessary, the implementation method may be adjusted to ensure progress and efficiency.
The City People's Committee Office will issue a concluding notice, assigning clear tasks to each unit, department, and sector. The Department of Construction will revise the detailed plan, with a spirit of no turning back, determined to commence the Tu Lien Bridge project on May 19th.
“Hanoi will apply the direct contracting mechanism, applying the mechanism already used in the urban railway project, in the spirit of proactive implementation, reporting to the Prime Minister and the city leaders who are responsible. During the implementation process, if any units, departments, districts, or towns encounter any difficulties or obstacles, they must immediately report to the city leaders for prompt resolution,” said the Chairman of the Hanoi People's Committee.
