On the opening day at 21 new locations, which are branches of the City Public Administration Service Center (headquarters and main reception points), people were guided by staff to carry out administrative procedures quickly and conveniently.
People are served attentively and wholeheartedly.
At Branch No. 1 of the City Public Administration Service Center (at No. 258, Vo Chi Cong Street, Xuan La Ward, Tay Ho District), from early morning on April 1, people lined up in an orderly, long line to wait for administrative procedures. Meanwhile, the branch's staff were also present in full numbers, on time to carry out their assigned tasks.
Ms. Nguyen Thi Toan (Dich Vong Ward, Cau Giay District) came to carry out administrative procedures related to the land sector, sharing: "I find the facilities here very spacious, the instruction boards have made it convenient for people to come and carry out administrative procedures. In particular, the staff of the branch are very enthusiastic and attentive in the process of performing their duties."
Also coming to carry out administrative procedures in the field of land, Mr. Hoang Van Thanh (Xuan La ward, Tay Ho district) said: “After only a few minutes, I was guided by the staff to complete the land documents. I see that the model of the city's public administrative service center is being implemented very smoothly and professionally. People who go through administrative procedures like me are very satisfied.”
From the early morning of April 1, Branch No. 7 of the City Public Administration Service Center (headquartered at No. 2, Ha Cau Street, Ha Cau Ward, Ha Dong District) arranged 2 officers to receive and guide people to check transaction records; if there is any shortage, they will request to supplement before entering the transaction.
To ensure uninterrupted administrative procedures, the branch has invested in a complete information technology infrastructure with 11 service doors, including a reception area, a desk to guide people in using public services, a digital area and transaction doors. In addition, the branch also arranged 2 transaction doors of Ha Cau and Phu La wards to receive and handle records of the wards in the area.
Mr. Ho Van Ngan (Nhan Chinh ward, Thanh Xuan district) said: “I came here to carry out administrative procedures in the field of land. I found the staff to be enthusiastic in their guidance; the administrative procedures were carried out quickly and conveniently.”
Director of Branch No. 7 of the City Public Administration Service Center Nguyen Ba Quan said that it is forecasted that the number of transaction records in the land sector will account for a large proportion (about 80%), so the branch has arranged 3 more reception doors to ensure that people can transact smoothly and without having to wait. In particular, the transaction doors will not distinguish between sectors and fields as before and will receive all procedures in sectors and fields to create the most favorable conditions for individuals and organizations to transact.
Smart Administration - Dedicated Service
Basically, when the branches of the City Public Administration Service Center come into operation at the new location, they fully publicize the list of administrative procedures so that people and businesses can easily access and implement them; at the same time, they organize and manage reception points and online public service agents in the area.
According to Director of Hanoi City Public Administration Service Center Cu Ngoc Trang, up to now, the Center has been operating for nearly 5 months with the motto "Smart Administration - Dedicated Service". Accordingly, the new locations put into operation all ensure modern facilities, best serving the needs of people and businesses when coming to carry out administrative procedures.
All administrative procedure implementation processes are publicly announced, transparent and apply digital technology , integrating modern technology platforms to digitize processes, provide online services and minimize paperwork.
In particular, by putting the branches into operation in a systematic and professional manner, the City Public Administration Service Center will better perform its role as a focal point for receiving, processing and returning administrative procedure results according to the motto "3 phi" (no boundaries, no intermediaries, no physical objects), helping to reduce pressure on administrative agencies, bringing many modern administrative service experiences, outstanding utilities. Along with that is increasing transparency and responsibility, creating conditions for people to clearly understand the process and status of processing records, thereby minimizing negativity, corruption or lack of transparency.
In the coming time, the City Public Administration Service Center will continue to build an electronic process for handling administrative procedures, cutting unnecessary stages, combining the application of artificial intelligence in consulting and supporting the answering of questions about administrative procedures.
Along with that, the Center will increase the reception of feedback and recommendations from organizations, businesses and citizens via the iHanoi application, hotline, suggestion box, social networks or direct feedback; thoroughly resolve feedback and recommendations from organizations and citizens related to regulations on administrative procedures...
According to Decision No. 537/QD-TTPVHCC (dated March 27, 2025), the Hanoi City Public Administration Service Center has announced the adjustment of locations for performing administrative procedures for 53 units in districts, towns and cities: Dong Da, Hoan Kiem, Ba Dinh, Hoang Mai, Hai Ba Trung, Bac Tu Liem, Nam Tu Liem, Long Bien, Gia Lam, Ha Dong, Dong Anh, Soc Son, Me Linh, Dan Phuong, Hoai Duc, Phuc Tho, Thanh Oai, Ung Hoa, My Duc, Thanh Tri, Thuong Tin, Phu Xuyen, Son Tay, Ba Vi, Thach That. Of which, from April 1, 2025, the City Public Administration Service Center has adjusted the locations of 34 units to perform at 21 new locations.
Accordingly, 21 new locations operating from April 1, 2025 belong to the branches of the City Public Administration Service Center as follows:
Along with more than 20 locations that have been opened (on March 29 and April 1), from April 5, 2025, there will be 6 new locations belonging to branches 2, 6, 8 and 12 of the City Public Administration Service Center coming into operation in the districts: Thanh Xuan, Gia Lam, Soc Son, Me Linh, Ba Vi and Thach That.
In addition to the branches performing public administrative procedures, recently, the City Public Administration Service Center signed a cooperation agreement with the Vietnam Joint Stock Commercial Bank for Investment and Development ( BIDV ) to open 206 BIDV transaction points in the city to become online public service agents.
