Hanoi makes breakthrough in evaluating officials using data and KPIs.

On the afternoon of October 17, at a press conference announcing the results of the 18th Congress of the Hanoi City Party Committee, term 2025-2030, Mr. Ha Minh Hai, Member of the Standing Committee of the City Party Committee and Head of the Organization Department of the Hanoi City Party Committee, answered questions from the press regarding personnel matters at the Congress.

According to Ha Minh Hai, Head of the Hanoi City Party Committee's Organization Department, one of the successes of the Congress was the preparation of personnel for the 18th Congress of the Hanoi City Party Committee, term 2025-2030, and the election of delegates to the 14th National Congress of the Party. The Hanoi City Party Committee developed a personnel plan that met the requirements. The positions were filled according to the personnel plan approved by the Politburo .

Regarding the evaluation of cadres, Comrade Ha Minh Hai stated: "This is a new and groundbreaking approach. Currently, we have identified two perspectives: selecting cadres based on the principle of 'finding the right person for the job' and evaluating cadres based on the principle of 'entry, exit, promotion, demotion, and specific evaluation based on specific results'; cadre evaluation is determined based on data, standards, and output results."

Along with the personnel deployment for the Congress, the city has reviewed and completed the database of officials and civil servants; implemented a shared electronic office model at both levels and compiled personnel data within the Party, Fatherland Front , People's Council, and People's Committee systems, thereby providing input data for evaluating officials.

The city also evaluates officials based on key results such as OKRs, KPIs, and dashboards, aiming for a comprehensive, transparent, and data-driven assessment of all outcomes.

"Regarding the evaluation of leaders, we have chosen to prioritize evaluating their performance and have determined that this evaluation will be based entirely on digital data and will be conducted in a public and transparent manner," Comrade Ha Minh Hai informed.

Regarding digital transformation and administrative reform, these are key contents in the Political Report presented to the Congress, and the Hanoi City Party Committee has directed them very decisively, listening to the opinions of experts.

"The contents related to the implementation of Resolution No. 57-NQ/TƯ of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation are among the most prominent contents in the Congress Resolution, especially in the action program to implement the Resolution of the 18th Congress of the Hanoi City Party Committee with specific plans and projects," Comrade Ha Minh Hai emphasized.

The Head of the Hanoi City Party Committee's Organization Department stated that many digital transformation contents in the draft Political Report, draft Resolution, and draft Action Program have been immediately implemented in practice. He added that the Hanoi City Party Committee determined that the documents of the 18th City Party Congress have a very high degree of actionability, as evidenced by the fact that the contents in the draft, once mature and clear, will be implemented immediately.

"The city is implementing projects in line with the spirit of 'Hanoi will be a pioneer and role model in implementing digital transformation'," said Comrade Ha Minh Hai.
