Hanoi makes a breakthrough in evaluating officials using data and KPI

On the afternoon of October 17, at a press conference to inform the results of the 18th Congress of the Hanoi Party Committee, term 2025-2030, member of the Standing Committee of the Hanoi Party Committee, Head of the Organization Committee of the Hanoi Party Committee Ha Minh Hai answered the press about personnel work at the Congress.

Head of the Hanoi Party Committee's Organization Board Ha Minh Hai said that one of the successes of the Congress was the content related to the personnel preparation for the 18th Hanoi Party Congress, term 2025-2030 and the election of delegates to the 14th National Party Congress. The Hanoi Party Committee has developed a personnel plan to ensure that the requirements are met. The positions are implemented according to the personnel plan approved by the Politburo .

Regarding the work of evaluating cadres, comrade Ha Minh Hai said: "This is a new point, a breakthrough point. Currently, we have identified two viewpoints: Selecting cadres according to the motto "finding people" and evaluating cadres according to the viewpoint "there is entry, there is exit, there is up, there is down, there is specific evaluation according to specific results"; cadre evaluation is determined based on data, standards and output results".

Along with the deployment of personnel for the Congress, the city has reviewed and completed the database of cadres and civil servants; deployed a two-level shared electronic office model and cadre data in the Party system, Fatherland Front , People's Council, and People's Committee, from which there is input data to evaluate cadres.

The city also evaluates staff based on key results OKR, KPI and Dashboard, aiming for all results to be shown and evaluated transparently and according to digital data.

"Regarding the evaluation of leaders, we choose to evaluate the work of leaders as an important matter and determine that it will be based entirely on digital data and will be public and transparent," informed comrade Ha Minh Hai.

Regarding digital transformation and administrative reform, these are the key contents in the Political Report presented to the Congress, which was directed very strongly by the Hanoi Party Committee, listening to the opinions of experts.

“The contents related to the implementation of Resolution No. 57-NQ/TU of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation are among the very prominent contents in the Resolution of the Congress, especially in the action program to implement the Resolution of the 18th Hanoi Party Congress with specific projects and plans,” Comrade Ha Minh Hai emphasized.

Informing that many digital transformation contents in the draft Political Report, draft Resolution, and draft Action Program have been immediately implemented in practice, the Head of the Hanoi Party Committee's Organization Committee said that the Hanoi Party Committee determined that the Documents of the 18th City Party Congress are highly actionable, demonstrated by the fact that the contents in the draft, once mature and clear, will be implemented immediately.

"The city is developing content in accordance with the spirit of "Hanoi will be a pioneer and exemplary model in implementing digital transformation", said comrade Ha Minh Hai.
