Hanoi establishes a drafting team for a plan to utilize sidewalks.

Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, has just signed Decision No. 3928/QD-UBND establishing the Drafting Team for the Hanoi People's Committee's Project on the Management, Exploitation, and Use of Roadways and Sidewalks in Hanoi.

Accordingly, the Drafting Team is headed by Mr. Nguyen The Cong, Deputy Director of the Department of Construction. The team is responsible for researching, developing, and advising the Hanoi People's Committee on the Project for the Management, Exploitation, and Use of Roadways and Sidewalks in Hanoi, and submitting the Project to the competent authority for approval and promulgation according to established procedures and regulations.

The Drafting Team uses the seal of the Department of Construction for its operations; the Team's operating budget is provided by the City budget to the Department of Construction in accordance with current legal regulations; Team members work on a part-time basis. The Team will dissolve itself after the Project is issued.

Previously, in May 2023, the People's Committee of Ho Chi Minh City assigned the Department of Construction to take the lead and coordinate with the Department of Transport, the Department of Planning and Architecture, the City Police, and the People's Committees of districts, counties, and towns to advise and submit to the Standing Committee of the City Party Committee a Directive on the inspection and management of sidewalk and road usage in the city, aiming to strengthen the leadership of Party committees at all levels and mobilize the entire political system and the people to participate;

To advise on and develop a plan for managing sidewalks and roads in a systematic, comprehensive, rigorous, transparent, and harmonious manner, balancing public order and urban economic development, while ensuring the livelihoods of the people; to prioritize implementation step by step according to zoning, assess impacts, and eventually expand the scope of implementation.
