Hanoi: Enhancing the effectiveness of mass mobilization work through digital transformation.

Driven by the need for comprehensive innovation in the "Effective Mass Mobilization" emulation movement in the new context of Hanoi, digital transformation is becoming one of the important solutions to improve the effectiveness of mass mobilization work, strengthen interaction between the government and the people, and build a modern and transparent administration.

Innovating mass mobilization work based on practical requirements.

In implementing Directive No. 10-CT/TU dated March 25, 2026, of the Standing Committee of the Hanoi City Party Committee on improving the quality and effectiveness of the "Skilled Mass Mobilization" emulation movement in the new situation, the mass mobilization work of the Capital City is being implemented in a direction of strong innovation in both content and methods of operation.

In the spirit of Directive No. 10-CT/TU, the "Effective Mass Mobilization" emulation movement is not only a regular task of the entire political system but is also identified as one of the modern methods of social governance, promoting the leading role of the people in the process of building and developing the Capital City. The Directive emphasizes the need for comprehensive innovation in the content and methods of implementing the movement; promoting the effectiveness of "Effective Mass Mobilization" models in many fields: economic development, infrastructure, digital transformation; building a refined and civilized Hanoi culture and people; ensuring national defense and security; and building a clean and strong Party and political system.

The movement needs to be effectively implemented from the city level down to the grassroots, especially in residential areas, villages, and neighborhoods – places directly connected to the lives of the people. In particular, it is necessary to promote the application of information technology and digital transformation in propaganda and mobilization work; strengthen interaction between the government and the people; and enhance transparency in the management and service process.

According to Nguyen Doan Toan, Standing Committee member of the Hanoi Party Committee and Head of the Propaganda and Mass Mobilization Department, the achievements of the capital city are directly and significantly contributed by the team of cadres working in mass mobilization with their extensive network. The "Skilled Mass Mobilization" movement has played an active role in participating in resolving many "difficult and new issues" in Hanoi.

Many models have proven effective in land clearance for key projects, building civilized urban areas, maintaining security and order, and ensuring social welfare. Particularly effective are those supporting digital transformation and the deployment of online public services, facilitating citizens and improving the efficiency of local government operations.

Effective models of mass mobilization linked to digital transformation.

Following the city's general policy, many localities have developed and implemented effective "People's Mobilization" models linked to digital transformation, yielding practical results in leadership, administration, and serving the people.

In Phuong Liet ward, the model of "Skillfully promoting digital transformation in service work" is led and directed by the ward Party Committee; the ward Party Committee Office directly advises and organizes its implementation.

As the Standing Agency of the Steering Committee for the implementation of Resolution No. 57-NQ/TW, the Party Committee Office of Phuong Liet Ward has proactively advised on the synchronized implementation of digital transformation tasks; monitored and urged the implementation of tasks on the electronic system; advised on the processing of documents, electronic signing, and coordinated the implementation of Party administrative procedures according to the principle of "6 clear points, 1 consistent point".

A key feature of the model is linking digital transformation with improving the quality of advisory and support work for the Party Committee and strengthening the interconnectedness between agencies within the political system. The ward organized training and guidance on using the HaNoiWork software; and effectively promoted the role of connecting and coordinating between the Party Committee, the People's Committee, the Fatherland Front, and political and social organizations in the process of implementing tasks.

The results show that all 8/8 assigned tasks were completed on time; over 90% of documents were processed and digitally signed; and 4 Party administrative procedures were implemented on schedule. All 33 HaNoiWork accounts were issued and activated, and 100% of officials used them effectively in task management and paperless meetings. Over 90% of Party members activated and used VNeID accounts to handle administrative procedures electronically. The model not only improves the quality of advice and service to the Party committee but also contributes to strengthening administrative discipline and order, shortening processing time, and reducing costs and effort for officials and Party members.

In Tay Ho ward, the "QR Tap - Start a Business" model has become a highlight in the field of administrative reform associated with digital transformation. Based on the reality that business registration was previously mainly done manually, was time-consuming, and prone to errors, the ward People's Committee has developed a citizen-centric model aimed at simplifying procedures and improving the quality of public services.

Specifically, QR codes are posted at the ward People's Committee headquarters, cultural centers, residential areas, local markets, and community centers to allow people easy access to the online business registration system. By scanning the QR code, people are directly connected to the integrated online registration system with VNeID account authentication, ensuring accuracy, security, and transparency in the administrative procedure.

Simultaneously, the ward has intensified its efforts in disseminating information and providing guidance on digital platforms such as Zalo and Facebook through videos and visual materials, making it easier for people to use online public services and track the progress of their applications. Through this implementation, QR codes have been posted at all public locations in the area; the rate of online applications has increased significantly; the time for processing administrative procedures has been shortened; and the number of applications requiring additional information or corrections has decreased considerably. This model has contributed to improving the quality of public service, promoting digital transformation at the grassroots level, and creating positive changes in people's awareness and habits of using online public services.

Speaking to the press, Mr. Nguyen Hai Linh, Deputy Head of the Urban Infrastructure and Economic Department of Tay Ho Ward, said that to date, 100% of business registration applications in the ward have been received online, eliminating the need for paper-based declarations. In April 2026 alone, the ward received over 200 online business registration applications. Since the beginning of May, all results have also been delivered electronically.

Meanwhile, in Van Mieu - Quoc Tu Giam ward, the "Digital Tutor" volunteer youth model has demonstrated the pioneering role of young people in supporting digital transformation at the grassroots level. According to Le Thanh Thao, Deputy Secretary of the Youth Union of Van Mieu - Quoc Tu Giam ward, stemming from the reality that many branch secretaries, heads of front-line work committees, and grassroots officials still face difficulties in accessing and using digital platforms and software for their professional work, the ward's Youth Union proactively developed the model with the motto "hands-on guidance."

The model is implemented in three phases, combining intensive training with direct, on-site guidance in the form of a "Party Secretary 1+1" approach. Thanks to this method, grassroots officials quickly access and become proficient in using information technology applications, document management software, and the electronic Party Member Handbook. After training the core team, the model continues to spread through the "those who know guide those who don't" approach, expanding the scope of direct support to neighborhood groups and residential areas.

To date, 32 grassroots officials have become proficient in using information technology applications to support their work. At the same time, the locality has also formed a core team capable of continuing to support officials and the people in implementing digital transformation. “This model contributes to saving time and costs in resolving administrative procedures, reducing pressure on the one-stop service center, improving the efficiency of state management at the grassroots level, and affirming the role of young people in accompanying the government in building a modern administration that serves the people,” Comrade Le Thanh Thao shared.

From specific models at the grassroots level, it can be seen that digital transformation is becoming an important driving force in improving the effectiveness of mass mobilization work in the new situation. These initial results also show the widespread impact of the "Skilled Mass Mobilization" movement when linked with digital transformation, creating a foundation for further innovation in the working methods of the political system from the grassroots level.
