The Hanoi Department of Internal Affairs has just issued Document No. 1567/SNV-XDCQ dated March 21, 2025, regarding the temporary suspension of recruitment of civil servants and public employees.
The document states that, in implementing Conclusion No. 128-KL/TW dated March 7, 2025, of the Politburo on personnel work policies and Document No. 1474-CV/TU dated March 13, 2025, of the Hanoi City Party Committee on the implementation of Conclusion No. 128-KL/TW, the Hanoi Department of Internal Affairs requests that departments, agencies, and public service units under the Hanoi City People's Committee, and the People's Committees of districts, counties, and towns, strictly implement the directives of the Standing Committee of the City Party Committee.

Specifically, the organization of civil servant recruitment examinations will be suspended until the completion of the reorganization of district and commune-level administrative units and until written directives and guidelines are issued allowing their implementation (including units whose recruitment plans and quotas have been appraised by the Department of Interior Affairs but have not yet organized recruitment, except for units that have completed the first round of examinations, which will continue with the subsequent steps).
At the same time, the Hanoi Department of Internal Affairs has temporarily suspended the assessment and approval of applications for the recruitment of civil servants and public employees from other areas to Hanoi until the administrative unit reorganization is completed and new directives are issued by the Standing Committee of the City Party Committee.
