Kinhtedothi - The Hanoi People's Committee issued Document No. 4405/UBND-SNV dated December 29th regarding the organization and implementation of the Resolution on paying additional income to officials, civil servants, and employees working in units whose recurrent expenditures are fully covered by the State budget under the management of Hanoi City.
Previously, on December 10, 2024, the Hanoi City People's Council issued Resolution No. 46/2024/NQ-HĐND stipulating the payment of additional income to officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose recurrent expenditures are fully covered by the state budget under the management of Hanoi City.

To effectively implement the Resolution, the People's Committee of Ho Chi Minh City requests that heads of Party organizations, the Fatherland Front , and political and social organizations under the city; heads of departments and agencies; Chairmen of the People's Committees of districts, counties, and towns; heads of public service units whose recurrent expenditures are fully covered by the state budget; and Chairmen of associations assigned by the Party and State to develop plans for distributing additional income at their respective agencies and units, ensuring objectivity, transparency, and openness. The deadline for completion is before March 31, 2025.
The People's Committees of districts, counties, and towns shall proactively use the remaining funds from their respective budgets allocated for salary reform to supplement the additional income payments for subordinate agencies and units as stipulated in Resolution No. 46/2024/NQ-HĐND, and submit a request to the Department of Finance for additional funding in cases where the salary reform funds are insufficient to meet the additional income payment needs of the district, county, or town.
The Department of Finance is tasked with advising the People's Committee of Ho Chi Minh City on the allocation of funds and disbursement of additional income to agencies and units in 2025 as stipulated in the Resolution (specifically, for civil servants and public employees working in associations assigned by the Party and State to advise and report on the disbursement of additional income from the salary fund, this should be done separately for this group and the method of implementation should be determined appropriately); to be completed before December 31, 2024.
The Department will compile a list of public service units under the city's management whose recurrent expenditures are fully covered by the state budget and who are entitled to additional income payments according to the City People's Council Resolution, to be completed before December 31, 2024.
Instruct agencies and units on the implementation of additional income payments regarding salary levels, calculation periods, payment methods, funding, deadlines for submitting consolidated financial reports; financial settlement and other related financial matters, to be completed before December 31, 2024. Proactively advise and submit to the City People's Committee for supplementary funding for additional income payments to agencies, units, and the People's Committees of districts, counties, and towns (in case of insufficient funds for salary reform); completion before January 10, 2025.
The Department of Finance advises the competent authority to increase the lump-sum allowance for contract workers under Government Decree No. 111/2022/ND-CP dated December 30, 2022, on contracts for certain types of work in administrative agencies and public non-business units, and for civil servants in public non-business units, ensuring a portion of recurrent expenditure, in line with the income correlation between beneficiaries, and ensuring a reserve fund for recurrent expenditure to cover additional income.
Furthermore, the Hanoi People's Committee also requested the City Party Committee's Organization Department to advise the Standing Committee of the City Party Committee to amend the Regulations on monthly and annual evaluation and ranking of city officials, civil servants, and public employees; especially to detail and specify the evaluation criteria as a basis for determining the evaluation level; to determine the evaluation authority belonging to the head of the agency or unit; and to consider issuing guidelines soon to ensure timely payment to those entitled to additional income as stipulated in the Capital City Law.
