Kinhtedothi - Hanoi People's Committee issued Document No. 4405/UBND-SNV dated December 29 on organizing the implementation of the Resolution on additional income payment for cadres, civil servants and public employees working at units whose regular expenditures are fully guaranteed by the State budget under the management of Hanoi City.
Previously, on December 10, 2024, the City People's Council issued Resolution No. 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi City.
To effectively implement the Resolution, the City People's Committee requests heads of Party agencies, the Fatherland Front, and socio-political organizations in the city; heads of departments, branches, and sectors; Chairmen of People's Committees of districts, towns, and cities; heads of public service units whose regular expenditures are fully guaranteed by the state budget; Chairmen of Associations assigned by the Party and the State to develop plans for spending additional income at agencies and units to ensure objectivity, publicity, and transparency. Completion time is before March 31, 2025.
The People's Committees of districts, towns and cities shall proactively use the remaining budget for salary reform to supplement the additional income expenditure source for affiliated agencies and units according to the provisions of Resolution No. 46/2024/NQ-HDND and send a request to the Department of Finance to supplement the funding source in cases where the salary reform source does not meet the additional income expenditure needs of the district, town or city.
The Department of Finance is assigned to advise the City People's Committee to allocate funding sources and assign funding for additional income expenditure to agencies and units in 2025 to benefit according to the provisions of the Resolution (for civil servants and public employees working at associations assigned by the Party and State to advise and report on additional income expenditure according to the separate salary fund for this subject and appropriate implementation methods); to be completed before December 31, 2024.
The Department determines the list of public service units whose regular expenditures are fully guaranteed by the state budget under the city's management and are entitled to additional income according to the Resolution of the City People's Council, to be completed before December 31, 2024.
Instruct agencies and units implementing the payment of additional income on salary levels, calculation time, payment methods, payment costs, deadline for submitting summary reports; payment settlement and other related contents on funding, to be completed before December 31, 2024. Proactively advise the City People's Committee to supplement funding sources for additional income payments for agencies, units and People's Committees of districts, towns and cities (in case of lack of salary reform funds); completion time is before January 10, 2025.
The Department of Finance shall advise competent authorities to increase the fixed expenditure level for contract workers according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service units and civil servants in public service units to ensure a portion of regular expenditure, consistent with the income correlation between beneficiaries, ensuring a regular expenditure source to spend additional income.
In addition, the City People's Committee also recommended that the Organizing Committee of the City Party Committee advise the Standing Committee of the City Party Committee to amend the Regulations on monthly and annual assessment and classification of cadres, civil servants and public employees of the city; especially detailing and specifying the assessment criteria as the basis for determining the assessment level; determining the assessment authority of the heads of agencies and units and considering issuing early instructions to promptly pay to beneficiaries of additional income according to the provisions of the Law on the Capital.
