Hanoi urgently takes measures to control air pollution.

On December 11-12, the Chairman of the Hanoi People's Committee, Vu Dai Thang, issued Directive No. 19/CT-UBND on strengthening emergency measures to control air pollution.

The directive requires departments, agencies, and local authorities to take strong and decisive action and complete key tasks by December 2025. In the directive, the Chairman of the Hanoi People's Committee requested a temporary suspension of permits for excavation work on roads and sidewalks during the end-of-year period when air quality is severely polluted (except for emergency situations).

Hanoi authorities have ordered a halt to road digging during the year-end period to minimize dust pollution.

Simultaneously, the Hanoi Department of Construction was tasked with supervising 100% of construction sites. Construction sites must strictly implement measures such as covering, washing vehicles, and spraying mist to reduce dust. In particular, large projects are required to install automatic dust monitoring systems (sensors, cameras) and complete this before December 31st.

In the final days of the year, the AQI index in Hanoi consistently reaches levels that pose a health hazard.

The directive requires the Hanoi Department of Agriculture and Environment to inspect all solid waste treatment facilities, ensuring continuous operation and absolutely preventing the release of dust and odors; the inspection results must be reported weekly. Environmental sanitation units must increase the frequency of street sweeping and vacuuming, and use specialized vehicles to spray water to wash and suppress dust on main traffic arteries and urban gateways; this activity should be prioritized during off-peak hours (night and early morning, before 6 am) to avoid traffic congestion and achieve the best dust reduction results.

Many roads in Hanoi are shrouded in haze due to high levels of fine dust, causing environmental pollution.

Notably, production facilities with high dust and exhaust gas discharge volumes must review and ensure that their exhaust gas treatment systems are operating effectively, and must not discharge untreated emissions into the environment under any circumstances. These facilities are required to consider reducing capacity or rescheduling processes that generate a lot of dust/exhaust gases (such as furnace blowing, raw material grinding, etc.) to times with more favorable weather conditions.

The Chairman of the Hanoi People's Committee has instructed the Hanoi Police to organize a high-intensity campaign to inspect, strictly handle, and publicly disclose violations. The focus will be on offenses such as: transporting construction materials without proper covering, causing spillage; illegally burning industrial solid waste and household waste, especially in craft villages. The city is also accelerating the synchronization of technical infrastructure with an AI-integrated traffic surveillance camera system to promptly detect and strictly handle violators.

Regarding public health protection measures, the Hanoi Department of Health is tasked with advising people, especially vulnerable groups (the elderly, children, and those with respiratory illnesses), to minimize outdoor activities when the VN_AQI index is high.

The Hanoi Department of Education and Training must instruct schools to limit outdoor activities, or even temporarily suspend or adjust learning times, when there is a serious pollution warning.

Meanwhile, the Hanoi Department of Ethnic Minorities and Religions is launching a campaign to raise awareness and encourage religious and spiritual establishments and the public to reduce the burning of votive paper, with the aim of developing a long-term plan to completely end this practice.

Chairpersons of the People's Committees of wards and communes will be held accountable to the Chairperson of the People's Committee of Hanoi City if the burning of garbage, burning of votive paper, or the improper collection or dumping of waste and debris causes air pollution in their areas.
