Kinhtedothi - On the morning of December 24th, the Hanoi City Party Committee held the 14th meeting of the Steering Committee for Organizational Structure and Staffing Management, term 2020-2025. Mr. Nguyen Van Phong, Standing Deputy Secretary of the Hanoi City Party Committee and Head of the Steering Committee for Organizational Structure and Staffing Management, chaired the meeting.

In 2025, Hanoi was allocated 124,579 personnel positions.

The report presented at the conference showed that in 2024, agencies and units had basically completed the tasks according to the Steering Committee's annual work plan, with 9 out of 10 key tasks completed, 1 task currently being implemented; and 16 out of 16 specific tasks basically completed.

The Steering Committee has prioritized and decisively directed the leadership, guidance, and implementation of the review, reorganization, and streamlining of the functions, tasks, organizational structure, and staffing of the political system towards a more efficient and effective operation. In particular, it has focused on completing the regulations defining the functions, tasks, and organizational structure of the Party Committees, the City Party Committee Office, and the city's departments, agencies, and units.

All levels, sectors, localities, agencies, and units of the city have proactively implemented assigned tasks, demonstrating creativity in directing and organizing implementation in a scientific , systematic, and compliant manner, synchronously across the Party, mass organizations, and government sectors. The Steering Committee has promptly advised the Standing Committee of the City Party Committee on leading and directing the implementation of Central Government regulations on organizational restructuring, improving the efficiency of personnel management, and streamlining personnel according to the roadmap.

The results achieved have created a positive and comprehensive effect throughout the entire political system, from the city level to the grassroots, enhancing the spirit and responsibility of cadres, civil servants, and public employees in serving the people, contributing to the successful fulfillment of the political tasks of organizations, agencies, units, and the city.

Specifically, in response to the request from the Central Organizing Committee, the City Party Committee's Organizing Committee, in coordination with the Party Committee of the City People's Committee, reviewed and compiled a report on the results of personnel management work for the period 2022-2024; and proposed personnel targets for the city's political system in 2025.

On November 11, 2024, the Central Organizing Committee issued Decision No. 3183-QD/BTCTW allocating a total of 124,579 personnel positions to the political system of Hanoi City in 2025 (excluding commune-level officials and civil servants).

Based on this staffing quota, the City Party Committee's Organization Department, in coordination with the Party Committee of the City People's Committee, reviewed and developed a plan for allocating staff to the city's political system. This plan was submitted to the Standing Committee and the Executive Committee of the City Party Committee for approval, based on the functions, tasks, organizational structure, job positions, workload, and specific characteristics of each locality, agency, and unit. Simultaneously, localities, agencies, and units were instructed to seriously implement staff reduction in 2025, aiming to achieve the target set by the Politburo by 2026.

For the time being, during the period 2022-2026, the Party Committee of the Hanoi People's Committee proposes that the Standing Committee of the City Party Committee and the Executive Committee of the City Party Committee report to the Central Organization Committee that the 5% reduction in the number of administrative civil servants in the Hanoi city government not be implemented yet. This is to ensure the stability of human resources to successfully carry out the key tasks set out at the 17th Hanoi City Party Congress, term 2020-2025, and to successfully organize the 18th Hanoi City Party Congress, term 2025-2030.

At the conference, Director of the Department of Natural Resources and Environment Le Thanh Nam presented a report on the plan for reorganizing and operating the City Land Registration Office under the Department of Natural Resources and Environment.

Director of the Department of Education and Training Tran The Cuong presented the report summarizing and evaluating one year of implementing Resolution No. 02/2023/NQ-HĐND, dated July 4, 2023, of the City People's Council and striving for 50% of educational institutions at all levels in districts, towns, and cities to implement the ordering of educational services for the 2024-2025 school year.

Director of the Department of Internal Affairs Tran Dinh Canh presented the preliminary report, evaluating the results of implementing the following contents: Decision No. 6680/QD-UBND, dated December 29, 2023, of the People's Committee of Ho Chi Minh City; piloting the establishment of Agricultural Service Centers under the People's Committees at the district level; piloting the competitive examination for leadership and management positions at the departmental level in departments, agencies, district and town People's Committees, and public service units under the People's Committee of Ho Chi Minh City.

At the conference, members of the City Steering Committee and leaders of relevant departments and agencies discussed and focused on clarifying the achievements and limitations in the work of reforming and reorganizing the organizational structure towards a streamlined, effective, and efficient operation of the city's political system.

Thoroughly prepare the conditions for serving the Party Congress at all levels.

Concluding the conference, Standing Deputy Secretary of the Hanoi City Party Committee Nguyen Van Phong stated that the activities of the Hanoi City Steering Committee in the past period have been linked to the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam. To date, Hanoi City has carried out four rounds of organizational restructuring and reorganization of the staff and civil servants, with many recommendations being accepted and applied in practice by the Central Committee.

Regarding key tasks for 2025, the Standing Deputy Secretary of the City Party Committee requested relevant city units to focus on implementing the 2024 Capital City Law, including the six decrees guiding its implementation, to quickly bring it into practice.

Emphasizing the enormous workload involved in reorganizing the administrative apparatus according to Resolution No. 18-NQ/TW, the Standing Deputy Secretary of the City Party Committee requested relevant units to prioritize this important task and develop a scientific, efficient, and rational reorganization roadmap. Units reorganized according to Resolution No. 18-NQ/TW have significant functions and responsibilities, so they need to proactively identify the tasks the city must undertake when the Central Government delegates authority and power to ensure effective implementation. In particular, the reorganization according to the new model must be linked to digital transformation.

The Standing Deputy Secretary of the City Party Committee stated that the draft documents for the 14th National Party Congress contain many new policies. Therefore, the Steering Committee needs to continue advising, coordinating leadership, and successfully organizing the Party Congresses at all levels leading up to the 18th Hanoi City Party Congress, term 2025-2030; and meticulously prepare the necessary conditions for the 14th National Party Congress.

Regarding specific tasks, the Standing Deputy Secretary of the City Party Committee proposed continuing the implementation of educational service procurement, striving for 50% of educational institutions at all levels in districts, counties, and towns to implement educational service procurement in the 2024-2025 school year. To achieve this result, it is necessary to hold the heads of localities and units accountable; and to continue organizing effective competitive examinations for leadership positions.

Deputy Secretary of the City Party Committee Nguyen Van Phong also requested the Party Committee of the City People's Committee to include a plan for building a press complex in accordance with the guidelines of the Ministry of Information and Communications, in order to create favorable conditions for press agencies to implement the plan in line with the spirit of Resolution No. 18-NQ/TW.
