Hanoi and the desire to reach far

1. 2025 is an important time for the Hanoi City Party Committee to both complete its tasks for the 2020-2025 term and prepare well for the new development stage, focusing on successfully organizing Party Congresses at all levels, the 18th City Party Congress.

In that context, the Hanoi Party Committee will have to focus on leading and directing the implementation of many important tasks. Regarding the work of Party building and the political system, the city will continue to promote Party building and rectification in association with studying and following Ho Chi Minh's ideology, morality and lifestyle; enhance the responsibility of cadres and Party members, especially the exemplary role of leaders at all levels in the work of preventing and combating corruption and waste. The entire city's political system will also implement Resolution No. 18-NQ/TU, dated October 25, 2017, of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". The goal is not only to reduce the number of agencies, units, and organizations, but also to improve the quality of the team, apply science and technology, and digital transformation to ensure a streamlined apparatus, fewer people but better work. That is truly "streamlined - compact - strong - efficient - effective - efficient". All aspects of Party building work must be innovated in a substantive direction. In particular, personnel work is still a key task, especially congress personnel, how to arrange and assign the right people to the right jobs, while creating conditions for young and capable cadres to develop. That is also the task of improving the quality of Party activities, so that each Party organization operates substantively, making practical contributions to the overall development of the capital and the country.

It is also the task of leading and directing socio -economic development, maintaining national defense and security and ensuring social security. In particular, the target of increasing Gross Regional Domestic Product (GRDP) higher than the national average will face great challenges when the Government has determined to raise the GDP growth target to 8% this year, the highest in many years. Hanoi has always been the focus of sabotage by hostile, reactionary and opportunistic political forces, so the task of ensuring national defense and security is very heavy. The city must proactively respond to non-traditional security challenges, prevent and combat crimes... All to ensure a stable environment for economic development.

In particular, Hanoi is facing great opportunities but also significant challenges with breakthrough policies from the 2024 Capital Law, along with promising strategic plans: Capital Planning for the period 2021-2030, vision 2050 and Adjustment of the Hanoi Capital Master Plan to 2045, vision 2065.

2. Facing opportunities and challenges in the new year, the Capital Party Committee is ready with drastic solutions.

Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai affirmed that in 2025 and the following years, Hanoi will be determined to innovate thinking, enhance creativity, dare to think and dare to do; build a capital that is cultural - civilized - modern and green - clean - beautiful, secure, safe, develops rapidly, sustainably, and has a spreading power to promote economic development in the Northern region and the Red River Delta.

“The city strives to implement digital transformation, improve foreign affairs capacity, effectively prevent and combat corruption and waste, and effectively implement Resolution No. 57-NQ/TU on breakthroughs in science and technology development and national digital transformation; striving to become the leading locality in the country in digital transformation,” said the Secretary of the Hanoi Party Committee.

Comrade Bui Thi Minh Hoai requested Party committees at all levels to focus on directing the organization of Party congresses at all levels for the 2025-2030 term in conjunction with the work of streamlining the apparatus according to the policies of the Central Committee and the City Party Committee. Streamlining the apparatus of the political system must be associated with restructuring the staff; ensuring objectivity, prudence, democracy, science, and method; resolutely preventing and combating negativity and corruption in personnel work; strengthening discipline and responsibility in handling work in the spirit of Directive No. 24-CT/TU, dated August 7, 2023 of the Standing Committee of the City Party Committee. In particular, it is necessary to urgently review relevant Party regulations to proactively advise on supplementing, amending or promulgating new regulations, creating a political and legal basis for the political system to operate immediately upon completion, without interruption, in the spirit of "the provincial level does not wait for the district level", "the district level does not wait for the grassroots level", "running while lining up", ensuring synchronization, connectivity, tightness, democracy, science, high solidarity and unity, doing things firmly.

3. The task is very difficult, but the development opportunities opening up for Hanoi in the new year 2025 are also not small.

Associate Professor Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, once shared with Hanoi Moi Newspaper: “Hanoi is the capital of the whole country, so Hanoi must take the lead, lead, and set itself a development task that is different from all other places; it must connect with the world's power, not only lead but also lead. Hanoi itself must set itself an unusual task, which is to create pressure to become a driving force, a mandatory task”. According to Associate Professor Dr. Tran Dinh Thien, Hanoi can absolutely grow 10-11%/year, if it is determined right now and makes good use of its existing potential and advantages. “Hanoi has extremely great potential in gathering a team of intellectuals and elites here, so the main thing is how to promote and resonate that strength in this land to make it spread out to lead the whole country forward”, Associate Professor Dr. Tran Dinh Thien said.

Experts also agree with the above view, saying that Hanoi still has a lot of room for growth. The city can focus on promoting the disbursement of public investment capital, attracting private investment, developing high-tech industries such as semiconductors, artificial intelligence, and the Internet of Things (IoT); while promoting digital transformation and green transformation in key economic sectors.

The positive results that the city achieved in 2024 are also a premise for Hanoi to develop and aim for higher goals this year. However, to promptly seize opportunities and promote the city's development in all aspects, Party committees at all levels, cadres and party members, with the role of being exemplary, leading, "conductors", and "holding the rhythm" for the entire political system and the people, must continue to implement the motto of innovative thinking and decisive action. Each cadre and party member needs to have the spirit of "dare to think, dare to do, dare to break through", avoid stagnation and conservatism; uphold public ethics, be devoted to the people, and fulfill assigned responsibilities well; proactively contribute ideas, build internal solidarity, and contribute to improving the quality of Party organization activities.

The new spring has come, not only nature is flourishing but also the capital and the country are bursting with strong vitality. With a legal foundation and a methodical planning strategy, Hanoi in 2025 not only has the opportunity to make an economic breakthrough but also aims to build a cultured, civilized, modern, happy and livable city.
