1. 2025 is a crucial year for the Hanoi City Party Committee to both complete the tasks of the 2020-2025 term and prepare well for a new development phase, with the focus being on successfully organizing party congresses at all levels, including the 18th Hanoi City Party Congress.

In this context, the Hanoi City Party Committee will have to focus on leading and directing the implementation of many important tasks. Regarding Party building and the political system, the city will continue to strengthen Party building and rectification, linked with studying and following the ideology, ethics, and style of Ho Chi Minh; enhancing the responsibility of cadres and Party members, especially the exemplary role of leaders at all levels in the fight against corruption and waste. The entire political system of the city will also implement Resolution No. 18-NQ/TƯ, dated October 25, 2017, of the Sixth Plenum of the Central Committee of the 12th Party Congress, "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient." The goal is not only to reduce the number of agencies, units, and organizations, but also to improve the quality of the workforce, apply science and technology, and promote digital transformation to ensure a streamlined apparatus with fewer people but improved work quality. That is what truly means: "lean, strong, efficient, effective, and effective." All aspects of Party building work must be reformed in a substantive direction. In particular, personnel work remains a key task, especially personnel for the Party congress, ensuring the right people are placed in the right positions, while also creating conditions for capable young cadres to thrive. It is also a task to improve the quality of Party activities, so that each Party organization operates effectively and makes practical contributions to the overall development of the capital and the country.

It also involves leading and directing socio -economic development, maintaining national defense and security, and ensuring social welfare. In particular, the goal of achieving a Gross Regional Domestic Product (GRDP) growth rate higher than the national average will face significant challenges, as the government has set a GDP growth target of 8% this year, the highest in many years. Hanoi remains a key target for hostile forces, reactionary elements, and political opportunists, making the task of ensuring national defense and security extremely challenging. The city must proactively respond to non-traditional security challenges and combat crime... All to ensure a stable environment for economic development.

In particular, Hanoi is facing great opportunities but also significant challenges with groundbreaking policies from the 2024 Capital City Law, along with promising strategic plans: the Capital City Planning for the period 2021-2030, with a vision to 2050, and the Revised Master Plan for Hanoi Capital City to 2045, with a vision to 2065.

2. Facing the opportunities and challenges of the new year, the Hanoi Party Committee has prepared itself with a proactive mindset and decisive solutions.

Politburo member, Secretary of the Hanoi Party Committee, and Head of the Hanoi National Assembly Delegation, Bui Thi Minh Hoai, affirmed that in 2025 and the following years, Hanoi will be determined to innovate its thinking, enhance its creativity, and dare to think and act; to build a cultured, civilized, modern, green, clean, beautiful, secure, safe, and rapidly and sustainably developing capital city with a ripple effect to promote economic development in the Northern region and the Red River Delta.

"The city is striving to implement digital transformation, enhance its foreign relations capabilities, effectively combat corruption and waste, and successfully implement Resolution No. 57-NQ/TƯ on breakthroughs in science, technology development and national digital transformation; aiming to become a leading locality nationwide in digital transformation," said the Secretary of the Hanoi City Party Committee.

Comrade Bui Thi Minh Hoai requested that Party committees at all levels focus on directing the organization of Party congresses at all levels for the 2025-2030 term, in conjunction with the restructuring of the organizational apparatus according to the policies of the Central Committee and the City Party Committee. Streamlining the organizational apparatus of the political system must be linked to restructuring the cadre; ensuring objectivity, prudence, democracy, science, and systematic approach; resolutely preventing and combating negativity and corruption in personnel work; and strengthening discipline, order, and responsibility in handling work in accordance with the spirit of Directive No. 24-CT/TU, dated August 7, 2023, of the Standing Committee of the City Party Committee. In particular, it is necessary to urgently review relevant Party regulations to proactively advise on supplementing, amending, or issuing new regulations, creating a political and legal basis for the political system to operate immediately upon consolidation, without interruption, in the spirit of "the provincial level does not wait for the district level," "the district level does not wait for the grassroots," "running and queuing at the same time," ensuring synchronicity, interconnectedness, tightness, democracy, science, high unity and solidarity, and ensuring that each step is done thoroughly.

3. The tasks ahead are challenging, but the opportunities for development opening up for Hanoi in the new year 2025 are also significant.

Associate Professor Tran Dinh Thien, former Director of the Vietnam Institute of Economics, once shared with Hanoi Moi Newspaper: “Hanoi is the capital of the country, so Hanoi must take the lead, must set its own development goals different from all other places; it must connect with global powers, not just lead but also guide. Hanoi itself must set itself an extraordinary task, which is to create its own pressure to become a driving force, a mandatory task.” According to Associate Professor Tran Dinh Thien, Hanoi can absolutely achieve a growth rate of 10-11% per year if it makes a firm decision now and makes good use of its existing potential and advantages. “Hanoi has enormous potential because it has gathered a team of intellectuals and elites here, so the main thing is to develop and amplify that strength in this land so that it spreads and leads the whole country forward,” Associate Professor Tran Dinh Thien said.

Experts also agree with this view, stating that Hanoi still has enormous growth potential. The city can focus on accelerating the disbursement of public investment capital, attracting private investment, developing high-tech industries such as semiconductors, artificial intelligence, and the Internet of Things (IoT); and simultaneously promoting digital transformation and green transformation in key economic sectors.

The positive results achieved by the city in 2024 also serve as a foundation for Hanoi's development and its pursuit of higher goals this year. However, to seize opportunities and promote the city's development in all aspects, Party committees at all levels and cadres and Party members, acting as exemplary leaders and "conductors" for the entire political system and the people, must continue to implement the motto of innovative thinking and decisive action. Each cadre and Party member needs to have the spirit of "daring to think, daring to act, daring to innovate," avoiding stagnation and conservatism; upholding public service ethics, being dedicated to the people, and fulfilling assigned responsibilities well; proactively contributing opinions, building internal unity, and contributing to improving the quality of Party organization activities.

With the arrival of spring, not only is nature flourishing, but the capital and the country are also bursting with vibrant energy. With a solid legal foundation and well-planned strategies, Hanoi in 2025 not only has the opportunity to achieve economic breakthroughs but also aims to build a cultured, civilized, modern, happy, and livable city.
